SCHEDULE NOTES
• Shipping is FOB destination; therefore, shipping of the items must be included in the price for the line items as well as all overheard and material costs to deliver the items to the USDA, APHIS facility.
• The quantity of orders can vary greatly because it’s difficult to predict insect behavior, therefore it's difficult to determine at contract award the actual quantities that will be ordered throughout the life of the contract. The quantities as listed in the “Schedule of Items” are estimated requirements for this contract period. The USDA, APHIS attempts to be as accurate as possible when providing estimated quantities, however, actual quantities required may vary from the quantities listed. There is no guarantee on the amount to be ordered other than the amount stated in the AGAR clause 452.216-73.
• The Government reserves the right to make multiple awards or a single award, whichever is most advantageous to the government. If multiple contract awards are issued the delivery orders will be competed among the multiple awardees. The award decision of the delivery orders will based on price and the Contractor’s past performance. The contractor’s price quoted for the delivery orders can be the same or less than the contract pricing but cannot exceed the firm fixed price contract pricing.
In order to be considered for this contract the Contractor must submit the following:
• A firm fixed price quote showing the price for line items 001 – 005.
• Information and a complete description on the product you’re offering to provide under this solicitation. The information shall include the specifications on the product, packaging etc. as well as any information necessary to verify it meets the requirements outlined below. It’s the contractor’s responsibility to provide sufficient information so the government can determine if it meets the contract requirements.

PART II - SPECIFICATIONS & CONTRACT REQUIREMENTS
1.1 Contract Term and Type
The government intends to award a firm fixed price indefinite delivery indefinite commercial supply contract.
The period of performance of the contract is anticipated to be from June 1, 2018 – May 31, 2022 with each ordering period lasting one year.
This contract can be utilized by an USDA agency for the product specified in the schedule of items.
1.2 Background
Insect attractants are sensitive detectors of insect populations at the group, genus, or species level, depending on the type of attractant. Attractants allow for detection and monitoring of non-indigenous insect pests and aid in a variety of control strategies.
Forest pests are some of the most serious exotic plant pests threatening United States agriculture. If not detected, monitored, and managed in the early stages of a new infestation, these pests can cause tremendous damage. The cost of eradication could be in the millions of dollars.
1.3 Objective
The requested supplies are needed to equip program personnel to detect and monitor exotic pest infestations. The lures are a primary tool used to detect the initial infestation, delimit the extent of the infestation, and manage introduced pest populations. Without these lure dispensers, detecting and defining the infestation might not be possible. Early detection can reduce the costs of an eradication program and make it more likely to succeed, potentially saving the USDA, the States, and cooperators millions of dollars.
1.4 Deliveries
Shipment will be FOB destination. Deliverables and acceptance of the deliverables for the above line items will be at the following locations:
• USDA-APHIS-PPQ, Moore Air Base, 22675 N. Moorefield Rd, Bldg 6420, Edinburg, TX.
1.5 Lure Specifications
A. General description The lure for Pityogenes chalcographus has three components: 1) chalcogran, 2) methyl- 2,4-decadienoate, and 3) 2-methyl-3-buten-2-ol. Chalcogran and methyl-2,4- decadienoate are two male-produced pheromones emitted by Pityogenes chalcographus (Byers et al., 1988;
Byers et al., 1990). This combination is used by the insect to cause an aggregation response.
Solicitation AG-6395-S-17-0098 Page 6 of 33 4/18/2017
The 2-methyl-3-buten-2-ol is a major volatile found in pine trees and is an attractant for other similar bark beetle species.
B. Length of effectiveness One lure should be effective for a minimum of 60 days under field conditions, assuming temperatures of 30°C during the day and 20°C at night for a daily average of 25°C.
C. Dispenser description The lure components should be formulated into a dispenser(s) that can be suspended in a multi-funnel trap and may be formulated into more than one dispenser. Dispensers should contain these minimum amounts of active ingredients at time of purchase:
1. Chalcogran: 95 mg
2. Methyl-2,4-decadienoate: 30 mg
3. 2-methyl-3-buten-2-ol: 1.4 g
D. Active ingredients
1. Chalcogran: Ethyl-1,6-dioxaspiro[4.4] nonane
2. Methyl-(2E,4Z)-2,4-decadienoate
3. 2-methyl-3-buten-2-ol
E. Target species The combination of chalcogran and methyl-2,4-decadienoate is an attractant for Pityogenes chalcographus, when tested under standard laboratory and field conditions (Byers et al., 1988; Byers et al., 1990).
1.6 Packaging
The product must be packed in an impermeable over pack to prevent any leaking.
1.7 Package Marking
The product must be identified, both on the lure packet and the shipping containers with lot number, contract number, and manufacturing date.
A certificate of analysis of the product being sold to the Government must accompany the sample submitted for testing.
1.8 Storage And Shelf Life
The dispenser shall be resistant to damage and moisture when handled during normal field trapping operations. The dispenser shall contain the full amount of the active components upon delivery of the product from the manufacturer to the designated delivery location. Stability dispensers, upon delivery, shall exhibit satisfactory shelf life for at least six months.
Prior to shipment to USDA-APHIS, the dispenser shall be stored by the manufacturer in a manner that is appropriate for both the active ingredient and the type of dispenser. For Pityogenes
Solicitation AG-6395-S-17-0098 Page 7 of 33 4/18/2017 chalcographus lures, the dispenser shall be stored under refrigeration (2 to 3°C) for no longer than 1 month or frozen (-15°C) for no longer than one year.
1.9 Sampling And Testing
Vendors shall supply specifications on the product including: 1) amount of active ingredient(s) in the dispenser at the time of shipment, 2) length of effectiveness in the field (assuming temperatures of 30°C during the day and 20°C at night for a daily average of 25°C), and 3) a certificate of analysis for the active ingredient(s).
A. Primary Testing
Once potential vendors have been identified and before contracts have been awarded, USDA- APHIS reserves the right to perform testing on the neat materials and final dispenser/ product.
If USDA-APHIS deems this testing necessary, each vendor shall supply, at contractor expense, a sample of the neat product(s) (25-50 ml) that will be used to impregnate the dispenser, representative of what will be provided to fulfill the contract agreement. In addition, each vendor shall supply a sample of the final product (20 prepared dispensers).
1. Neat material Prior to incorporation into dispensers, USDA-APHIS reserves the right to conduct a chemical analysis of a lot of the liquid composite P. chalcographus lure or individual lure components representative of what will be provided to fulfill the contract agreement. A lot is defined as a volume [for liquids] or a quantity [for lures] of made from a specific mass of material with uniform composition, fabricated in a single production run under controlled, consistent conditions, and having a unique identification code. Analyses to be conducted will be based on the testing capabilities of the USDA-APHIS-PPQ-CPHST Laboratory. Testing may include, but is not limited to: 1) identity by Infrared Spectroscopy (IR), 2) identity by refractive index, 3) determination of purity by Gas Chromatography, and 4) determination of isomer confirmation by Gas Chromatography. Samples are to be analyzed in triplicate and results averaged.
Compliance is not determined by CPHSTdata is generated for review by the contracting specialist.
2. Lures/Dispensers This method is applicable to the analysis of Polymeric Dispensers to evaluate conformance with established contractual guidelines. A report is generated comparing findings. Compliance is not determined by CPHST-GL; data is generated for review by the contracting specialist.
Data is reported as: average emission rate in mg/hour and average milligram content of chalcogran, methyl- 2,4-decadienoate, and 2-methyl-3-buten-2-ol, (as total of grouped isomers).
B. Quality Assurance (QA) USDA-APHIS reserves the right to conduct QA testing of each batch of solid dispensers procured through this contract. For purposes of sampling, each group of dispensers filled with liquid chalcogran, methyl-2,4-decadienoate, and 2-methyl-3-buten-2-ol from the same lot, and on the same calendar day during a single, continuous (i.e., uninterrupted) production run is defined as a
Solicitation AG-6395-S-17-0098 Page 8 of 33 4/18/2017 batch and the coded designation of a batch as the batch number. If USDA-APHIS deems this testing necessary, the vendor shall supply a sample of the final product (20 prepared dispensers) from each batch supplied to USDA-APHIS. Samples shall be provided at Contractor expense.
1. First-article Testing of Solid Dispensers If USDA-APHIS deems this testing necessary, USDA-APHIS-CPHST shall conduct chemical and physical analyses on 20 solid dispensers from each batch to test compliance with the specifications of this contract. Test data shall be analyzed and compliance/non-compliance shall be determined using the methodsand criteria as established by CPHST.
All samples for testing shall be delivered to:
