STATEMENT OF WORK

Exotic Pest Monitoring for Forestry Trapping

Scope, Background and Objectives

A. Scope:

Indefinite delivery of the following items:

A kit containing trap, lures, and food bait for the detection of Khapra Beetle (Trogoderma granarium).

B. Background:

Semiochemical lures when combined with a variety of traps have been shown to be an effective monitoring tool for stored product pests, like Khapra Beetle (T. granarium). The wall mounted trap and lure combinations have enabled the USDA to better contain and monitor potential infestations of these insects. Khapra Beetle is one most serious exotic plant pests threatening our stored grains. The USDA APHIS PPQ has been tasked by Congress with detecting, monitoring and managing this insect. The impact of this insects, should they become established, would have irreversible impacts on resources and hinder trade. Ultimately, an eradication and/or control would likely be in the millions of dollars if these insects were to go undetected.

C. Objective

The requested semiochemical lures and equipment are needed to equip program personnel to detect and monitor many existing and potential exotic pest infestations. Without these products, defining infestations might not be possible and the ultimate cost to the USDA and cooperators of an eradication program could exceed millions of dollars should these lures not be available.

D. Period of Performance

H. Specifications

Lures

APHIS understands the listed semiochemicals below to be attractants for the Khapra Beetle

Z-togodermal

APHIS is seeking the above described semiochemical blend which is consistent with peer reviewed information. Traditionally, a solution of attractant has been dispensed on to a sleeve stopper (a.k.a. rubber septum) of polyisobutyl-based elastomeric polymer, 19-20 mm in length;

the wider end of the stopper shall be 9-10 mm in diameter with a 6-mm diameter by 6-7 mm deep recess or “cup” (West Pharmaceutical 1-F SS 1888 GRY, or substitute of comparable size that delivers comparable stability and release rates of attractant).

Absorption of attractant into stoppers entails dilution of the attractant in an organic solvent (hexane or methylene chloride; min. 100 µl per septum); the solution is applied to the septum, allowed to soak in, and the solvent is allowed to evaporate before the septum is package.

Lures should be packaged in units of 100.

The final product must have a minimum of 4 mg of Z-togodermal

APHIS is willing to consider other methods of semiochemical presentation. However, if they are proposed APHIS reserves the right to exclude these products from the current bidding process until a complete understanding of the effectiveness of the alternate presentation is understood.

APHIS may perform this testing or ask the submitter to provide testing results or additional information for review.

Trap

APHIS is seeking a trap which can be affixed temporarily to any wall. The trap must not be easily dislodged by accidental knocking or movements yet become dislodged when intentional effort is made to remove it. The trap must be designed to attract Khapra Beetle adults and larva.

The trap must also be able to accommodate a rubber septa and food bait

The trap must have a removable food bait well which is easily removed from the trap when done intentionally yet not easily dislodged by accidental contact.

Food Bait

APHIS understands that organic wheat germ can be used as an effect food bait for the Khapra Beetle. APHIS is willing to consider other presentation. However, if they are proposed APHIS reserves the right to exclude these products from the current bidding process until a complete understanding of the effectiveness of the alternate presentation is understood. APHIS may perform this testing or ask the submitter to provide testing results or additional information for review.

Decoy Traps

Will be hung and in the warehouse to detect for warehouse beetles which are closely related to Khapra Beetle but are able to fly. These traps will need to contain an adhesive material which when captured the warehouse beetle is unable to escape. The adhesive material must not last for a minimum of 12 weeks without drying and still be equally as effective. Traditionally, Stickem Brand or equivalent has been used for this purpose APHIS will accept any comparable product for this trapping program.

Kit Shelf Life

The expected shelf life for these kits is one year

Contract End Items

I. Sample Testing of Dispensers

Effectiveness It is important that USDA APHIS receives a quality product. Prior to award APHIS will evaluate non-price criteria that will focus on overall effectiveness of the trap and ability to allow for quick and reliable servicing. APHIS will select 3-5 evaluators, familiar with APHIS Khapra Beetle trapping protocols and ask them to evaluate the following items:

1) Ability to be affixed to a wall

2) Ease of intentionally removing from a wall

3) Ease of unintentionally removing from a wall

4) Ease of overall servicing of the trap

Evaluations will be subjective to the evaluator’s opinions regarding the products.

Quality Assurance and Quality Assurance Surveillance The Contractor shall provide a copy of it quality control or quality assurance program used in the manufacturing or production process if or when requested.

APHIS will maintain a quality assurance surveillance program (QASP). To that end, the government may periodically test samples of the traps after receipt at its choosing to ensure they are compliant with the terms of the contract.

Comment [NK-A1]: I removed the first article testing language and replaced it with the QASP language. Since I don’t think the program will request for first article testing since it is required prior to award already.
