2.0 Statement of Work

A. Scope

Document Title

APHIS is seeking a firm-fixed price contract with a base period plus four option years for the Canine

Veterinary Services at the USDA National Detector Dog Training Center in Newnan GA.

B. Background

The United States Department of Agriculture (USDA) Animal Plant Health Inspection Service (APHIS)

Plant Protection and Quarantine (PPQ) National Detector Dog Training Center (NDDTC) provides human performance based training pairing handlers and canines together to conduct agriculture inspections.

The NDDTC utilizes Labrador retrievers and Beagles to perform inspections in various application pathways.

C. Objective

To complete its mission the NDDTC maintains a population of canines on site at 360 Industrial Park, Newnan GA. The population is a constantly changing mix of Beagles and Labradors. As teams complete training and ship to their destinations (Worldwide) new recruits are brought in to prepare for the next training evolution.

It is key to the successful completion of the mission that the colony of canines receives the highest quality of veterinary care. The health of the canines determines their availability for training therefore having a direct impact on the ability of the NDDTC to complete its mission. The NDDTC ships canines worldwide in its pursuit to protect agribusiness and economies reliant on safe trade of agriculture commodities.

There are several challenges and variables to consider when maintaining the health of the canines at the

NDDTC. One of the greatest challenge is that many of our canine recruits come from shelters or rescues.

These canines come to us with little or no medical history. However, we must integrate them into the healthy colony and prepare them for their duties as agriculture detector canines.

Document Title

- Past Performance—Past performance is a measure of the degree to which an offeror has satisfied customers in the past, and complied with specifications and federal, state, and local laws and regulations. The assessment of past performance will be subjective, and based mainly on offeror reputations with customers and adherence to schedules. The Government may evaluate the performance data provided by offerors or obtained from other sources. Past performance assessments may be based on information such as the contracting officer’s and evaluator’s knowledge of previous experience with the supply or service being acquired, customer surveys, or other reasonable basis. The assessment will consider the contractor’s record of conforming to specifications, and to standards of good workmanship/customer service. In addition, adherence to contract schedules, including the administrative aspects of performance, will be taken into consideration.

Interested vendors shall submit for evaluation:

Vendors must provide documentation of ability to comply with the statement of work and perform work outlined in the price schedule (attachment 1). To be determined to be technically acceptable the vendor must demonstrate:

1) Qualifications and proper documentation to practice veterinary medicine in the state of

Georgia.

2) Capability to perform all task outlined in the statement of work and price schedule (attachment

1).

3) Provide a fully filled out Attachment 1 with prices for each line item.

Inability to conform to the above requirements shall be grounds to find a quote technically unacceptable.

Documents, providing for the vendors ability to meet the technical needs of this requirement should be written in New Times Roman, 12 point font, and should not exceed 10 pages. Attachment 1 has items that have unknown quantities, for these items the quantity of 1 shall be used for evaluation purposes.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
