1.0 STATEMENT OF WORK
1.1 Scope
Delivery of 8 or 12 funnel, wet collection method, Wood Boring Funnel traps, also known as Funnel Traps or Lindgren Funnel Traps.
Delivery of replacement parts to include – all funnels, collection cups, ladders and tops.
1.2 Background
Semiochemical lures when combined with a variety of traps, including wood boring funnel traps have been shown to be an effective monitoring tool for non-indigenous bark and wood-boring beetles. The various trap and lure combinations have enabled the USDA to better contain and monitor potential infestations of these insects. Bark beetles and other wood-boring insects are some of the most serious exotic plant pests threatening forest and environmental resources. The USDA APHIS PPQ has been tasked by Congress with detecting, monitoring and managing these insects. The impact of these insects, should they become established, would have irreversible impacts on natural resources, hinder trade and increase costs of productions. Ultimately, an eradication and/or control would likely be in the millions of dollars if these insects were to go undetected in our environment.
1.3 Objective
The requested traps are needed to equip program personnel to detect and monitor many existing and potential exotic pest infestations. Without these traps, defining infestations might not be possible and the ultimate cost to the USDA and cooperators of an eradication program could exceed millions of dollars should these lures not be available.
1.4 Shipping/Delivery
FOB destination to:
USDA APHIS PPQ
Bldg 6420, Moore Air Base 22675 N. Moorefield Rd Edinburg, TX 78541
Material shall be packed for shipment in such a manner that ensures acceptance by common carriers and safe delivery at destination. Containers and closures shall comply with the Interstate Commerce Commission regulations, Uniform Freight Classification rules, or regulations of other carriers as applicable to the mode of transportation.
1.5 Marking and Labeling
Each package must be identified on the shipping containers with:
a. Manufacturer’s name
b. Product Name
c. Quantity per container
d. Procurement Number
1.6 Packaging
1) The individual traps must be packaged so there is minimal assembly required.
2) Packages are evenly packed with the same number of traps per box, not to exceed five complete traps.
3) No repackaging of shipments will be required to complete a trap. For example, if the manufacture chooses five traps per box, they must contain five replicas of all the parts needed for assembly.
4) Each shipment will include a packing slip identifying the following:
a. Manufacturer
b. Contract Number
c. Quantity Shipped
1.7 Specifications
APHIS, through peer reviewed literature, understands that the certain traps in conjunction with semiochemicals can be used to target invasive wood boring insects.
The traps shall:
• Be capable of lasting multiple field seasons in forest conditions.
• Be made of UV-protected plastic.
• Have a hemispheric plastic canopy meeting the following conditions:
o protect against rain entering the trap o provide a mechanism to attach the trap in a vertical position
• Contain 8 or 12 uniform funnels attached to the canopy and each other by strong plastic pins or “legs” which are replaceable and removable.
• Contain a sturdy eyebolt hanger (for easy storage)
• Contain interchangeable parts
• Include a collection vessel that:
o fits into the bottom funnel by twist–tight motion o has a drain hole about ¾ of the distance above bottom of the collection cup, the drain hole will be covered by a fine mesh.
o is able to hold liquid along with insects
• APHIS must be able to place separate orders for all interchangeable parts to include:
o Collection cups o Funnels (middle and end) o Tops o Plastic pins or “legs”
1.8 Acceptance
Inspection and acceptance shall occur at:
USDA APHIS PPQ
Bldg 6420, Moore Air Base
22675 N. Moorefield Rd Edinburg, TX 78541
Acceptance will focus on the following:
• Condition of shipping containers upon arrival – those with obvious defects from the shipping process will be rejected. Additional products must be sent to offset this loss at no expense to the government.
• Apparent similarity of traps components
• Overall readiness of the traps to be deployed
1.9 Sampling and Testing
As part of the USDA APHIS Quality Assurance Surveillance Program the government reserves the right to conduct quality testing. The USDA APHIS may perform such testing addressing the following areas:
• Durability of the plastic used
• Ability of parts to be interchangeable
• Assembly time of traps upon receipt.
If a company is found to have provided products that fall outside the prescribed specifications, the company will provide working replacements for these products at no additional cost.
At the request of the company, APHIS will provide representative samples of the failed products and may be required to arrange for transportation and pay for shipping costs.
