1.0 Statement of Work
Inspection and Repair for Boiler Systems
1.1 CONTRACT: This is an Indefinite Delivery Indefinite Quantity (IDIQ) contract for the inspection and repairs of four boilers located at Moore Air Base. The term of this contract is 1 base year and 4 option years.
Inspection line items are firm fixed priced service contract line items (Baseline and Annual Inspections are priced Lump Sum). Pricing includes all costs necessary to perform the work.
The quantities for labor hours are estimates only and are not guaranteed. Labor rate line items include all costs necessary to conduct repairs at the site on an hourly basis. Normal and emergency repair line items shall assume labor rate includes one mechanic with a normally stocked repair truck. Additional labor line items are only for an additional mechanic at the site if needed. The labor hour rates shall be fixed for each period. The minimum order guarantee under this contract will be met with the award of the baseline inspections for the base year.
Parts pricing shall be consistent with best prices offered most favored customers.
1.2 LOCATION: USDA Moore Air Base, 22675 N. Moorefield Road, Edinburg Texas 78541
1.3 BACKGROUND: Moore air base has currently four existing boilers that have had minimal inspections, maintenance, and boiler water testing for the last ten years. The four boilers need to have a baseline inspection completed in the base year and then have annual inspections conducted thereafter. After each inspection, a correction or repair lists shall be created and proposals shall be submitted for the repairs to be completed.
The second portion of the contract shall be for hourly normal repair calls (24 hour response) and hourly emergency repairs (4 hour response).
Moore air base has several critical programs located on site. The boilers on site are used for the production of Mexican fruit fly rearing and USDA critical experiments, ongoing experiments in environmental growth chambers. Failure in the boiler systems may have a national and international impact involving the loss of insects and DNA and RNA samples that cannot be replaced and could affect years of scientific research.
1.4 BOILER SPECFICATIONS:
Boiler #1: Building 6417 Fulton Model ICS‐0006‐A Serial # 75766 6 HP/270 LBS/per hour
Boiler #2: Building # 6414
Sellers Model # 77C Serial # 103336 50 HP/ 1725 LBS/ per hour
Boiler #3 Building 6403 Performance Pulsation Control Model # 020VT‐PF‐N‐G Serial# 3307
Boiler # 4 Building 6418 Hurst Model #S300‐15‐56 Serial #101604 60HP/2070 LBS/Per Hour
1.5 BASELINE INSPECTION: After the award of the contract, a baseline inspection/first annual inspection shall be conducted. After the completion of the baseline inspection, a report shall be submitted detailing the current condition of the boiler, recommended repairs and/or replacement of boiler and boiler systems. A conference shall be held at the completion of report to determine an immediate action plan for each boiler and a five and ten year plan for the preventive maintenance. This report shall include potential boiler or boiler system replacement dates.
1.6 BOILER INSPECTION CHECKLIST: The inspection checklist shall be used as a guide for the baseline inspection and first annual inspection; this inspection check list may be modified or altered at the conference meeting after the inspection based on the findings and familiarization of the boilers and boiler equipment. The following is the boiler inspection checklist:
External:
a) Inspect burner assembly. Evidence of improper fuel nozzle wear, plugging, or carbon buildup on the nozzle is cause for replacement. Adjust equipment for proper combustion air after replacing the old nozzle with a new one.
b) Inspect internal and external heating surfaces after cleaning. Fire side surfaces should be soot free. Cracked surfaces will require repair or replacement of the furnace (firing chamber). Repair to pressure parts shall be completed by a qualified welder. Evidence of bulges or other deformities indicate defective controls and safety devices or improperly sized an adjusted burner. Boiler water treatment adjustment may be required if there is evidence of scaling to water side surfaces.
c) Inspect gas piping and valves for proper support and tightness. Test for tightness with soap solution. If a leak is detected then secure leak and contact the facilities manager immediately.
d) Inspect the area around the boiler for cleanliness, combustibles, etc. Notify the facilities manager to remove trash and any combustibles from the boiler room. Verify the proper ventilation for the boiler room including air exchanges.
e) Check the transformer. Check for heat damage, proper voltage and amperage draw.
f) Check draft, manifold pressure, and combustion. Conduct boiler combustion efficiency test and optimize the boiler combustion efficiency.
g) Inspect control equipment for proper sequence and operation. If the boiler is equipped with an air‐to–fuel ration control system ensure that is operating to manufacturers specifications.
Record and retain pre and post boiler tune‐up combustion results for CO, CO2, O2 %, stack temperature, and boiler room temperature.
h) All covers shall be in place, dirt and dust on control equipment must be removed.
i) Electrical contacts shall be inspected and replaced if fouled. Verify that all wiring is in good shape, not heat discoloration, verify grounding of all circuits.Calibrate and check operation of all gages and meters. Replace all defective gages and meters. Defects include cracked, broken or dirty glass, illegible markings, and bent pointers.
j) Check breaching and stack for integrity and tightness. Breaching and stake should be firmly attached to the boiler in forced draft systems.
k) Check shell for cleanliness, excessive rust, corrosion streaks, or any deformations or cracks.
Clean and repair as necessary. Repaint to cover metal after proper preparation of metal surface.
l) Conduct a blow down of the water gage in a normal manner. Verify sluggishness.
m) Operate and inspect all valves, piping, connections, and fittings, inspect for corrosion, leaks, and system operating equipment. Verify that all valves, devices are properly labeled.
n) Verify the operation of the low water cutoff or feed controls operate.
o) During all tests the inspector will determine if the proper daily, weekly and monthly maintenance practices are acceptable. The inspector shall determine if the daily, weekly, and monthly maintenance practices are acceptable by interviewing and discussing the known issues with the boiler operators and the facility manager.
Internal:
a) Draw off all water and thoroughly wash out the water side.
b) Remove manhole and manhole plates, washout plugs, and inspection plugs in water column connections as required. Cool and thoroughly clean the furnace and combustion chambers.
c) Remove all grates from internally fired boilers.
d) Remove insulation and brickwork as required to determine the condition of the boiler, headers, supports, furnace, and other parts.
e) All fastened ends will be examined for cracks. Stays or stay bolts not in tension must be adjusted or repaired.
f) Manholes and reinforcing plated, as well as nozzles or other flanged or screwed into the boiler, will be examined both internally and externally. Observation must be made from the inside whenever possible.
g) All openings leading to the external attachments‐such as water column connections, low water fuel cut‐off devices, openings into dry pipes, and openings to safety valves will be examined to ensure they are free of obstructions.
h) The boiler will be checked for internal corrosion caused by free oxygen and dissolved salts.
i) All automatic low water fuel cutoff and water feeding devises will be examined for proper installation, corrosion, examines the float chamber devises for wear.
j) A annual pressure test shall be conducted on all boilers operating at 400 PSI or less the pressure shall not exceed 1.5 times the maximum allowable working pressure.
k) Shall review the boiler log, and the records of maintenance and water feed treatment to determine what regular tests have been made to the boiler and verify all repairs made since last inspection.
l) Discuss with the facilities manager and boiler operator any defects or deficiencies in the condition or the operating and maintenance practices of the boiler and auxiliary equipment and any necessary corrective actions
m) A proposal will be submitted to make all repairs for each individual boiler.
1.7 NORMAL REPAIRS and EMERGENCY REPAIRS:
a) For all normal repairs or requests for service the contractor shall respond within 24 hours with the appropriate qualified service technician, normal operating hours are 7:00 am to 3:30 pm M‐ F.
