1.0 STATEMENT OF WORK

1.1 Background

The USDA, Animal and Plant Health Inspection Service (APHIS), Veterinary Services (VS) has a requirement for large kiln dried pine shavings within the animal import/export center for use as bedding for its horse stalls. The stalls are located in the quarantine facility located at the USDA, APHIS, VS Animal Import/Export Center at 6300 NW 36th Street in Miami, Florida 33122.

USDA, APHIS intends to procure large kiln dried pine shavings for the period beginning on or about March 1, 2016.

1.2 Scope of Work

APHIS intends to award one or more blanket purchase orders (BPAs) for the period of five years from the date of award.

Please note the facility is prone to fluctuations of its needs for shavings. The Miami Animal Import Center’s (MAIC) highest demand for shavings is from November through May. The center’s lowest demand is from June through October. Based on previous year trends, the MAIC estimates a total number of bales per year should not exceed 16,800.

The MAIC possesses the ability to store approximately 1,500 bales of wood shavings. The contractor must have the ability to provide deliveries of approximately 1120 bales every other week during the MAIC’s peak quarantine period. Shavings are required year round, but demand decreases during the months of June through October. The contractor must provide delivery of the requested product within four days of having received the Government Order. The Government will provide the order in writing via email.

Shipments will be F.O.B. Destination to the following address:

USDA, APHIS, VS

Miami Animal Import Center 6300 NW 36 Street Miami, FL 33122

(305) 876-2196

Hours of delivery are from 8:30 AM to 2:00 PM local time, Monday through Friday excluding federal holidays.

The MAIC will be responsible for unloading the delivery of shavings. The contractor shall provide a 24 hour notice of arrival times Tuesday through Friday. For deliveries scheduled on a Monday, the contractor shall notify the MAIC point of contact (POC) on or before the prior

AG-6395-S-16-0046 Pine Shavings 5 of 38

Friday. For deliveries scheduled after a federal holiday, the contractor shall notify MAIC POC on the business day prior to the specific holiday.

1.3 Specifications

• No more than 15 percent of product shall consist of smaller sized shavings,

• Bales shall not contain wet shavings.

• Bales will be void of sawdust or any foreign material.

• Bale shall be of consistent weight and not weigh more than 50 pounds.

Vendors are required to submit samples of the product and deliver the same product in regards to its consistency throughout the life of the contract. The MAIC has the right to refuse shipments that are not consistent with samples submitted during the evaluation process. If for any reason supplies change throughout the term of the BPA, all new product will also need approval through the inspection of a sample.

Alternate products or materials are not acceptable. Oak or other wood containing tannic acid is not acceptable. The government is not required to evaluate alternate product substitutions.

4.1 DESCRIPTION OF AGREEMENT

4.1.1 This is a solicitation to establish one or more fixed-priced Blanket Purchase Agreements (BPAs). Pursuant to Federal Acquisition Regulation (FAR) 13.303, Blanket Purchase Agreements, the Contractor agrees to the following terms of a BPA EXCLUSIVELY WITH USDA-APHIS. The contractor shall provide premium pine shavings in accordance with the above specifications and when requested by the Contracting Officer or the authorized representative of the Contracting Officer.

1. The specified period for this BPA begins at the date established, to be shown in Block 3 of the SF Form 1449 of the BPA, and ends 5 calendar years later.

2. Purchases after the specified period or exceeding the aggregate total dollar limitation shall not be authorized, nor considered an obligation.

a. The aggregate dollar limitation is four hundred-fifty thousand dollars ($450,000.00) or $90,000.00 per year. There is no minimum order guarantee under this BPA.

3. Review for compliance to new statute or directive shall be completed, at least annually, before the anniversary of the BPA’s effective date. Any revisions to the BPA, as a result of this review, shall be accomplished by a bi-lateral modification.

4. This agreement may be unilaterally terminated at any time by either party with a thirty

4.1.2 Extent of Obligation: The Government is obligated only to the extent of authorized call orders actually placed against this BPA.

4.1.3 Pricing: The prices to the Government for all supplies under this BPA shall be as low as, or lower, than those charged to the supplier’s most favored customer for comparable supplies under similar terms and conditions. Prices for items listed on the Price Schedule below shall be fixed for 60 days from the start date of the BPA.

Bale quantities on all calls will be based on a set number of deliveries estimated to be needed within the same period of performance.
