The purpose of this amendment is to add the following:

1. P. 5, Section 2.6 #8: The sentence now reads: Maintain a current Montana herbicide applicator license or an operator¿s license under a current applicator license.

2. P. 8, Section 3.1.2 #3 now reads: A short narrative for each of the duties and corresponding qualifications in Section 2.5 and 2.6 .

This narrative should briefly outline the experience including dates, locations and work performed.

c. Wood panel fence, and

d. 8‐foot expanded wire game farm fence.

6. Ability to maintain perimeter fencing and security gates to prevent unlawful entry by the public.

Training in security/law enforcement beneficial, but not mandatory.

7. Provide an on‐call response within 30 minutes, seven days per week, 365 days a year.

8. Maintain a current Montana herbicide applicator license or an operator’s license under a current applicator license.

9. Must reside within 30 miles of the facility located at 772 Hwy 89 South, Gardner, MT 59030 due to #7 above.

2.7 Safety & Security Requirements

a. In accordance with the USDA regulations, a Background Investigation is required prior to starting work under this contract as well as maintaining it throughout the duration of the contract. Prior to start of work, the CONTRACTOR shall provide only fully qualified and properly cleared employees for the work to be performed under this solicitation. The contractor shall, through their own internal background investigation protocol and pre‐ employment investigation, ensure that each employee submitted for a background investigation is reasonably expected to receive a favorable adjudication of their respective investigations and training.

b. The USDA, APHIS will pay for the required background investigations. The government shall have and exercise full and complete control over granting, denying, withholding, or termination the background investigation clearance for employees.

c. All contractor personnel that will have access to the APHIS facilities will be required to have a Background Investigation (BI) with no less than favorably adjudicated returned results. Once approved and working at the facilities, contractor personnel shall not be removed or diverted from the site without prior notification to the designated COR. It has been determined by APHIS personnel that a Low Level‐ National Agency Check with Inquiries (NACI) BI is required for all personnel. The COR will work with the contractor to submit all required documents required to complete the BI.

d. The contractor shall not employ persons for work on this contract if such employee is considered by the contracting officer to be a potential threat to health, safety, general well‐being or operational mission of USDA and its employees. If the contracting officer

3.1.2 Items Required to be Submitted for Award

The following items are required to be submitted in order to be eligible for award:

1) A signed copy of the SF 1449 Form. Please complete Block 17a including vendor name, address, phone number, Federal Tax ID number, and DUNS number. Then, sign in block 30a.

2) Hourly rate as identified in Section 1.0 of the Solicitation.

3) A short narrative for each of the duties and corresponding qualifications in Section 2.5 and 2.6 .

This narrative should briefly outline the experience including dates, locations and work performed.

4) Certification statement that you are available to provide on‐call service and provide current address to confirm adherence to responsiveness needs.

5) Copy of herbicide applicator’s license. (Section 2 #8).

6) Past Performance: Two (2) past performance references detailing similar services provided to other customers in the past. These can be the same references included in the narratives required in #3 above. Please include:

a. Company or agency name

7) SYSTEM for AWARD MANAGEMENT (SAM) REGISTRATION: SAM Registration is required of all federal contractors. SAM registration enables electronic funds transfer of contract payments. If your company is not already registered, please register in the SAM database at https://www.sam.gov/portal/public/SAM/.

a) A DUNS number is required for SAM registration. If your company does not have DUNS #, obtain one by calling 800‐333‐0505.

b) If the prospective awardee for this request for quotes is not registered in the SAM database by close of solicitation, depending on mission requirements, the government reserves the right to proceed to award to the next otherwise successful registered offeror.

3.1.3 Submission Deadline

Proposals are due via email or mail no later than 4:00 pm CT on September 22, 2015. It is the contractor’s responsibility to ensure proposals are received on time. If submitting via email please note that file size limitations, formatting, or other problems may hamper receipt so please verify that the contracting officer has received your Proposal.
