STANDARD FORM 1449 (REV. 3/2005)

Prescribed by GSA - FAR (48 CFR) 53.212

The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Veterinary Services (VS), intends to establish a five year Blanket Purchase Agreement (BPA) for animal feed, Rations A, B and C, for the USDA Eagle Pass, TX facility. The purpose of this contract is to provide animal feed for livestock crossing into the United States who need to be held overnight before returning to Mexico, or will remain in the United States. Contractors must be able to provide each of the three Rations in the specified combinations of ingredients as shown below, when requested.

The government reserves the right to make multiple Blanket Purchase Agreement awards to different contractors per 52.216-27. The proposed BPA action is for supplies under NAICS code 311119, small business size, 500 employees; Product and Service code: 8710. Small business set aside. Award will be based on the ability to provide all three rations, past performance and price.

A. EVALUATION AND AWARD:

The Government will award BPAs in accordance with FAR part 8.405 resulting from this solicitation to the responsible offeror(s) whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. In this acquisition, the Government will obtain best value by using the Tradeoff Process source selection approach which permits tradeoffs among cost or price and non-cost factors that allows the Government to accept other than the lowest priced offer.

The following factors shall be used to evaluate offers: Technical capability, past performance, and price. Technical capability and past performance, when combined, are significantly more important than price.

The following criteria will be used to evaluate the technical capability and past performance:

1. Technical Capability:

The ability to provide each of Rations A, B and C for the specific formulas as shown, in a timely manner.

2. Past Performance:

Past Performance will measure the degree to which an offeror has satisfied customers in the past and complied with federal, state, and local laws and regulations record of conforming to quality specifications, providing prompt and accurate service, adhering to contract schedules, terms and conditions, and compliance with Federal, State and local laws and regulations.

B. In order to be considered for a BPA offeror must submit the following:

1. Technical capability information. Offeror shall provide information which addresses your company’s ability to provide the three Rations in a timely manner. Please state the lead time required for providing the Rations.

2. Past performance information Offeror shall submit references for providing similar or the same feed components. Provide the name, address, phone number, email, and fax number for each reference.

3. A firm fixed price quote showing the prices for Rations A, B and C.

If an offeror’s quote package does not contain all of the items listed above or is not received by the closing date and time, the offer may be considered incomplete for evaluation purposes and no further consideration will be given to the offeror’s quote, thereby making an offeror ineligible for award.

Offers must be received by November 17, 2014. Offers and questions shall be sent to the attention of Joanne Mann via email Joanne.Mann@aphis.usda.gov, or fax (612) 336 3554. Phone calls will not be accepted.

F. GENERAL

A Blanket Purchase Agreement is a simplified method of filling anticipated repetitive needs for supplies and services by establishing “charge accounts” with qualified sources of supply.

The use of a BPA does not authorize purchases that are not otherwise authorized by law or regulation.

1. DESCRIPTION OF AGREEMENT

Establish an unpriced five (5) year Blanket Purchase Agreement (BPA) for Ration A, B and C animal feed. The Contractor shall supply all labor, materials, and equipment required to provide the appropriate Ration. The Contractor shall provide the supply when requested by calls placed against this BPA by the Contracting Officer or the authorized representative during this time period.

2. PERIOD OF PERFORMANCE

This BPA is effective from date of issuance through five (5) years, from the date of award. Per FAR 13.303-6, the Contracting Officer and individuals and/or organization component authorized to place BPA calls will ensure the BPA is reviewed at least annually, updated at that time, and may make new arrangements or modify existing arrangements to validate the need for this BPA. Unilateral termination of this BPA may occur at any time by either party.

Services after the specified period or exceeding the aggregate total dollar limitation shall not be authorized, nor considered an obligation.

3. EXTENT OF OBLIGATION: The Government is obligated only to the extent of authorized calls actually placed against this BPA.

4. PRICING:

a. The prices to the Government for all supplies rendered under this BPA shall be as low as, or lower than those charged the supplier’s most favored customer for comparable services under similar terms and conditions.

b. Calls may only be placed upon verification of current approved pricing. Price shall be a firm price for a specified period of time, signed and dated by the Contractor.

G. PURCHASE LIMITATION: Calls placed by individuals authorized under this BPA shall not exceed the dollar limitation listed on the Individuals Authorized to Place Call orders:

BPA Maximum Dollar Limit: $200,000

The Contracting Officer will request a quarterly and/or annual report of purchase card transactions from the Approving Official or the Purchase Card Local Agency Lead Program Coordinator, MRP.

3. BPA calls/orders will be placed against this BPA via Electronic Data Interchange (EDI), FAX, paper, or verbal communications.
