1.1.1 Evaluation Criteria
This is a best value trade-off acquisition in accordance with Federal Acquisition Regulations part 15.
Evaluation will occur in accordance with FAR 12, 13, and 15 as applicable.
The following criteria will be used to evaluate quotes. Higher evaluated quotes will receive a greater percentage of orders.
1) Price
2) Technical Requirement
a. Instruments MUST have NTEP-certification through GIPSA’s TSD lab and they MUST be certified as UGMA-compatible through testing by that lab prior to award.
b. Instruments that are not approved or in the processing of being approved when the solicitation closes will be ineligible for award.
3) Warranty
a. Contractors will receive a higher rating for a longer and/or more comprehensive warranty.
4) Extension of pricing to official agencies.
a. Other entities (also known as Official Agencies) use the Grain Moisture Meters to perform Official Inspections on behalf of GIPSA.
b. Higher ratings will be given to companies who extend their pricing (1.0) to Official Agencies. Pricing will be good for one year unless otherwise indicated.
5) Delivery
a. In accordance with 1.4.1 delivery is required in June 2012. If companies cannot make that delivery date higher ratings will be given to quotes that are closer to the required date or which can provide a higher quantity of meters by the June delivery date (in the case of split delivery schedules).
6) Past Performance
a. Past performance is a measure of the degree to which an offeror has satisfied customers in the past, and complied with federal, state, and local laws and regulations.
Past Performance and other criteria, when combined, are approximately equal to price.
52.212-2 Evaluation—Commercial Items (Jan 1999).

b. Instruments that are not approved or in the processing of being approved when the solicitation closes will be ineligible for award.
3) Warranty

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
