SUMMARY
PART 1 GENERAL
1.1 SECTION INCLUDES
A. Contract description.
B. Contractor's use of site.
C. Owner occupancy.
D. Contractor Personnel Select Agent Training.
E. Specification Conventions.
1.2 CONTRACT DESCRIPTION
A. The mission of USDA’s National Plant Germplasm Quarantine Center (NPGQC) facility in Beltsville, MD is to perform research activities related to agricultural crop diseases and their mitigation. The NPGQC campus comprises several buildings constructed at different times, all of which are occupied. Two 150-ton capacity air-cooled McQuay chillers were installed in 1999 during the Support Building construction to provide chilled ethylene glycol/water throughout the facility, including the High Containment Laboratory and Greenhouse, and to provide proper working environment in occupied spaces and associated environmental chambers. Due to age and operating condition, unplanned outages are recurring much more frequently for these chillers, especially during the critical summer months, negatively impacting NPGQC operations. Addressed herein is USDA’s requirement for the installation of a new 375 ton capacity air-cooled chiller to supplement the chilled water system and become the primary operating unit. This chiller would be positioned adjacent to the two existing chillers on the northwest corner of the Support Building, as shown in the drawings. Pump replacement is also included in the work. One of the McQuay chillers (Chiller #2) will be removed from emergency power, and the new chiller will be provided with normal and emergency power. A new 800A transfer switch will replace the existing 600A switch. Ethylene glycol/water solution will continue to be utilized.
Due to the need to provide uninterrupted chilled water for the facility during project construction, the Contractor is also required to install a temporary air-cooled chiller, rated at 150 tons (net).
01100 - 2 Summary
B. A study of the existing chilled water distribution piping system, completed in April 2011, contained recommendations for replacement of various chilled water supply and return piping within the Support Building and the High Containment Laboratory and Greenhouse spaces to improve environmental conditions. Chilled water supply and return piping routed beneath the road between the Support Building and the High Containment Laboratory and Greenhouse is not included in this project. Contractor must be aware of USDA’s critical operational requirements and need to maintain environmental control for the High Containment Laboratory and Greenhouse. All work described herein must be closely coordinated with the NPGQC Facilities Manager to insure minimal disruption of research activities.
Contractor shall provide a detailed project phasing plan and schedule addressing the complete sequence of demolition, installation, and startup/testing of systems.
Contractor’s plan and schedule should address all elements of the project including the installation of the temporary chiller, number, scheduling, and estimated duration of outages, and sequencing and duration of piping segment installations. This plan and schedule will be closely reviewed by USDA to insure that disruptions of the operations at NPGQC are acceptable without jeopardizing research activities. In no instance shall the total number of outages impacting the High Containment Laboratory and Greenhouse exceed three (3), and the maximum duration of any one outage shall not exceed four (4) hours. Outages will occur outside of the normal daily work hours for NPGQC, 7 AM through 5PM. Contractor shall indicate these outages on his phasing plan and construction schedule.
C. Alternate Deduct #1--- This project includes an Alternate Deduct #1 which addresses all related work within the High Containment Laboratory and Greenhouse. USDA may chose to initiate the piping replacements within these buildings at the time of the Support Building and chiller work; should critical operational needs require continuous, uninterrupted usage of these containment facilities, that proposed work may be accomplished separately, and only the Support Building work performed. The project design drawings are marked to identify this alternate deduct. USDA’s preference is to complete all work described herein. The Contractor shall provide portable HEPA filtration for control of all welding fume created within the High Containment Building.
D. Design drawings accompany these specifications.
E. Perform work of Contract under a Guaranteed Maximum Price (GMP) contract with Owner in accordance with Conditions of Contract.
