Construction Inspection Contractor (CIC): The A-E shall assign a person to serve as the Construction Inspection Contractor (CIC). The CIC shall be a Professional Engineer or licensed Architect with experience in monitoring construction. The CIC is designated and authorized by the Contracting Officer to monitor performance of the construction contractor. The CIC’s primary role is to provide Quality Assurance that the construction project is being constructed as designed, and to provide oversight to the Quality Control Plan of the construction contractor. The CIC shall have access to a technical staff that can report to the project site in a timely manner on an as needed basis. In general, CIC services include construction inspections, evaluation of change order requests, recommendations for progress payment, final inspection, and final acceptance. The CIC may approve minor changes that do not affect contract price or time. The CIC is not authorized to obligate funds, change design, issue time extensions, suspension of work, terminations or any other action changing the terms of the original contract. The A-E firm shall provide CIC services as outlined below and as described in the Construction Contract Specifications.
