SPECIAL PROJECT SPECIFICATIONS

GENERAL
DESCRIPTION OF WORK
Full scope of work includes, but is not limited to:
Complete removal of existing ballasted asphalt built-up roof system including flashing
Removal of designated unused roof penetration items (flues, fan exhausts, etc)

SECTION REQUIREMENTS
Submittals:
ICC-ES evaluation reports for components of membrane roofing system.
Certification: provide written documentation of status as a current Certified Installation Contractor as designated by the manufacturer of the membrane installed.

Written installation instructions/requirements from membrane manufacturer Written warranty from manufacturer for this specific installation

Warranties: Manufacturer's standard form or customized, without monetary limitation, signed by roofing manufacturer agreeing to repair leaks due to defects in materials or workmanship for period of 20 years.
PRODUCTS
ROOFING PERFORMANCE REQUIREMENTS
Accelerated Weathering: Roofing system shall withstand 2000 hours of exposure when tested according to ASTM G 152, ASTM G 154, or ASTM G 155.
ROOFING MATERIALS
Manufacturers: Subject to compliance with requirements, provide products by one of the following:
Carlisle SynTec Incorporated.
Firestone Building Products.
EPDM Sheet: ASTM D 4637, Type I, non-reinforced; 60 mils thick; black.

Auxiliary Materials: Recommended by roofing system manufacturer for intended use and as follows:

Sheet Flashing: 60-mils-thick EPDM.
Seaming Material: Synthetic-rubber-polymer primer and 3-inch-wide minimum, butyl splice tape with release film.
ROOF INSULATION
Polyisocyanurate Board Insulation: ASTM C 1289, Type II, Class 1, Grade 2 or 3, with surface suitable for direct adhesion of roofing membrane.

Provide (2) layers of insulation boards giving a total thickness of 2”

ROOF FLASHING, SOFFIT AND SPECIALTIES
Pre-finished sheet metal flashing and specialties as required to construct a complete and durable end product
Flashing/specialties shall be commercial grade

Flashing/specialties shall be seamless or provided in the longest continuous lengths available.

Flashing/specialties materials shall be compatible with roofing, fasteners, and substrates. In particular, contact between dissimilar metals shall be avoided.

Soffit shall be continuously-vented type.

Pre-finished color shall match existing adjacent building components.

EXECUTION
GENERAL
Construct a complete new roofing system as required to provide a functional, leak-free, free-draining roof, with a 20-year manufacturer warranty.
PREPARATION OF EXISTING BUILDING FOR NEW ROOFING SYSTEM
Completely remove the existing asphalt built-up roof system (including insulation, flashing, etc.) down to the existing wood roof deck. Sort and stockpile all like-materials for recycling or other off-site disposal.

At the contractor’s option, any clean ballast rock may be stockpiled and left on site in a single neat pile in a location designated by the Government Representative.

Remove the designated existing flues and vent stack/ exhaust pipes to a point below the bottom of the existing roof deck. Remove any curb framing associated with these penetrations. Patch or replace the existing wood roof deck as required to provide a suitable and sound base for the new roof.

Demo and reconstruct the existing overhang along the south side of the building.

At short overhang, remove all material back to CMU and replace. Roof decking may be reused if sound. Provide pre-finished, continuously-vented metal soffit.

At canopy, scab new rafter tails to existing rafters as needed. Reuse existing fascia plywood where sound. Provide soffit vents in soffit plywood below canopy.

Evaluate exposed roof deck and other roof structure. Mark on the deck any areas of wet, rotted, or damaged wood roof deck. Coordinate areas and extents of wood deck to be replaced with the Government Representative before replacing. Replace deck and structure components as coordinated with the Government Representative.

Clean and prep the existing roof deck and structure for new roof system. Find and remove any existing conditions which would adversely affect the performance of the new roofing system.

Provide and install an underlayment/vapor barrier as required by manufacturer or by code.

INSTALLATION OF MEMBRANE ROOFING SYSTEM
Mechanically fasten each layer of insulation to deck per manufacturer recommendations. Install insulation with long joints continuous and perpendicular to roof slopes with end joints and joints of each layer staggered. Tightly butt insulation boards together.

Install EPDM sheet according to roofing system manufacturer's written instructions for “Adhered Sheet Installation”. Use membrane material having the largest dimension available to minimize the number of seams.

Seams: Clean and prime splices areas, applying splice tape, and firmly roll side and end laps of overlapping sheets. Seal exposed edges of sheet terminations.

Install sheet flashings and pre-formed flashing accessories and adhere to substrates.

Provide and install all roofing specialties required to construct a complete, weather-proof system.

SITE CLEAN-UP AND PROJECT CLOSE-OUT
Remove all unused materials from the site and recycle or dispose as required.

Have completed roof installation inspected as required by the manufacturer for warranty purposes. Submit written warranty from manufacturer.

Within 7 calendar days after receipt of a written request from the Contracting Officer, the Contractor must submit the following in writing for approval:

(a) A schedule as required by FAR clause 52.236-15, Schedules for Construction Contracts, and

(b) The hours (including the daily starting and stopping times) and days of the week the Contractor proposes to carry out the work.

The maximum workweek that will be approved is 40 hours.

Section I - Contract Clauses

52.202-1 Definitions. (NOV 2013)

52.204-7 System for Award Management. (JUL 2013)

(a) Definitions. As used in this provision-

Data Universal Numbering System (DUNS) number means the 9-digit number assigned by Dun and Bradstreet, Inc. (D&B) to identify unique business entities.

Data Universal Numbering System +4 (DUNS+4) number means the DUNS number assigned by D&B plus a 4-character suffix that may be assigned by a business concern. (D&B has no affiliation with this 4-character suffix.) This 4-character suffix may be assigned at the discretion of the business concern to establish additional System for Award Management records for identifying alternative Electronic Funds Transfer (EFT) accounts (see the FAR at Subpart 32.11) for the same concern.

Registered in the System for Award Management (SAM) database means that-

(1) The offeror has entered all mandatory information, including the DUNS number or the DUNS+4 number, the Contractor and Government Entity (CAGE) code, as well as data required by the Federal Funding Accountability and Transparency Act of 2006 (see subpart 4.14) into the SAM database;

(2) The offeror has completed the Core, Assertions, and Representations and Certifications, and Points of Contact sections of the registration in the SAM database;

(3) The Government has validated all mandatory data fields, to include validation of the Taxpayer Identification Number (TIN) with the Internal Revenue Service (IRS). The offeror will be required to provide consent for TIN validation to the Government as a part of the SAM registration process; and

(4) The Government has marked the record "Active".

(b)(1) By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the SAM database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.

(2) The offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation "DUNS" or "DUNS +4" followed by the DUNS or DUNS +4 number that identifies the offeror's name and address exactly as stated in the offer. The DUNS number will be used by the Contracting Officer to verify that the offeror is registered in the SAM database.

(c) If the offeror does not have a DUNS number, it should contact Dun and Bradstreet directly to obtain one.

(1) An offeror may obtain a DUNS number-

(i) Via the Internet at http://fedgov.dnb.com/webform or if the offeror does not have internet access, it may call Dun and Bradstreet at 1-866-705-5711 if located within the United States; or

(ii) If located outside the United States, by contacting the local Dun and Bradstreet office. The offeror should indicate that it is an offeror for a U.S. Government contract when contacting the local Dun and Bradstreet office.

(2) The offeror should be prepared to provide the following information:

(i) Company legal business.

(ii) Tradestyle, doing business, or other name by which your entity is commonly recognized.

(iii) Company Physical Street Address, City, State, and Zip Code.

(iv) Company Mailing Address, City, State and Zip Code (if separate from physical).

(v) Company Telephone Number.

(vi) Date the company was started.

(vii) Number of employees at your location.

(viii) Chief executive officer/key manager.

(ix) Line of business (industry).

(x) Company Headquarters name and address (reporting relationship within your entity).

(d) If the Offeror does not become registered in the SAM database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror.

(e) Processing time, which normally takes 48 hours, should be taken into consideration when registering. Offerors who are not registered should consider applying for registration immediately upon receipt of this solicitation.

(f) Offerors may obtain information on registration at https://www.acquisition.gov.

PAYROLLS AND BASIC RECORDS (MAY 2014)

(a) Payrolls and basic records relating thereto shall be maintained by the Contractor during the course of the work and preserved for a period of 3 years thereafter for all laborers and mechanics working at the site of the work. Such records shall contain the name, address, and social security number of each such worker, his or her correct classification, hourly rates of wages paid (including rates of contributions or costs anticipated for bona fide fringe benefits or cash equivalents thereof of the types described in 40 U.S.C. 3141(2)(B) (Construction Wage Rate Requirement statute)), daily and weekly number of hours worked, deductions made, and actual wages paid. Whenever the Secretary of Labor has found, under paragraph (d) of the clause entitled Construction Wage Rate Requirements, that the wages of any laborer or mechanic include the amount of any costs reasonably anticipated in providing benefits under a plan or program described in 40 U.S.C. 3141(2)(B), the Contractor shall maintain records which show that the commitment to provide such benefits is enforceable, that the plan or program is financially responsible, and that the plan or program has been communicated in writing to the laborers or mechanics affected, and records which show the costs anticipated or the actual cost incurred in providing such benefits. Contractors employing apprentices or trainees under approved programs shall maintain written evidence of the registration of apprenticeship programs and certification of trainee programs, the registration of the apprentices and trainees, and the ratios and wage rates prescribed in the applicable programs.

(b)(1) The Contractor shall submit weekly for each week in which any contract work is performed a copy of all payrolls to the Contracting Officer. The payrolls submitted shall set out accurately and completely all of the information required to be maintained under paragraph(a) of this clause, except that full social security numbers and home addresses shall not be included on weekly transmittals. Instead the payrolls shall only need to include an individually identifying number for each employee (e.g., the last four digits of the employee's social security number). The required weekly payroll information may be submitted in any form desired. Optional Form WH-347 is available for this purpose and may be obtained from the U.S. Department of Labor Wage and Hour Division website at http://www.dol.gov/whd/forms/wh347.pdf. The Prime Contractor is responsible for the submission of copies of payrolls by all subcontractors. Contractors and subcontractors shall maintain the full social security number and current address of each covered worker, and shall provide them upon request to the Contracting Officer, the Contractor, or the Wage and Hour Division of the Department of Labor for purposes of an investigation or audit of compliance with prevailing wage requirements. It is not a violation of this section for a Prime Contractor to require a subcontractor to provide addresses and social security numbers to the Prime Contractor for its own records, without weekly submission to the Contracting Officer.

(2) Each payroll submitted shall be accompanied by a Statement of Compliance, signed by the Contractor or subcontractor or his or her agent who pays or supervises the payment of the persons employed under the contract and shall certify -

(i) That the payroll for the payroll period contains the information required to be maintained under paragraph (a) of this clause and that such information is correct and complete;

(ii) That each laborer or mechanic (including each helper, apprentice, and trainee) employed on the contract during the payroll period has been paid the full weekly wages earned, without rebate, either directly or indirectly, and that no deductions have been made either directly or indirectly from the full wages earned, other than permissible deductions as set forth in the Regulations, 29 CFR Part 3; and

(iii) That each laborer or mechanic has been paid not less than the applicable wage rates and fringe benefits or cash equivalents for the classification of work performed, as specified in the applicable wage determination incorporated into the contract.

(3) The weekly submission of a properly executed certification set forth on the reverse side of Optional Form WH-347 shall satisfy the requirement for submission of the Statement of Compliance required by subparagraph (b)(2) of this clause.

(4) The falsification of any of the certifications in this clause may subject the Contractor or subcontractor to civil or criminal prosecution under Section 1001 of Title 18 and Section 3729 of Title 31 of the United States Code.

(c) The Contractor or subcontractor shall make the records required under paragraph (a) of this clause available for inspection, copying, or transcription by the Contracting Officer or authorized representatives of the Contracting Officer or the Department of Labor. The Contractor or subcontractor shall permit the Contracting Officer or representatives of the Contracting Officer or the Department of Labor to interview employees during working hours on the job. If the Contractor or subcontractor fails to submit required records or to make them available, the Contracting Officer may, after written notice to the Contractor, take such action as may be necessary to cause the suspension of any further payment. Furthermore, failure to submit the required records upon request or to make such records available may be grounds for debarment action pursuant to 29 CFR 5.12.

(a) Definitions. As used in this clause-

Commercial item has the meaning contained in Federal Acquisition Regulation 2.101, Definitions.

Subcontract includes a transfer of commercial items between divisions, subsidiaries, or affiliates of the Contractor or subcontractor at any tier.

(b) To the maximum extent practicable, the Contractor shall incorporate, and require its subcontractors at all tiers to incorporate, commercial items or nondevelopmental items as components of items to be supplied under this contract.

(c)(1) The Contractor shall insert the following clauses in subcontracts for commercial items:

(i) 52.203-13, Contractor Code of Business Ethics and Conduct (APR 2010) (Pub. L. 110-252, Title VI, Chapter 1 (41 U.S.C. 251 note)), if the subcontract exceeds $5,000,000 and has a performance period of more than 120 days. In altering this clause to identify the appropriate parties, all disclosures of violation of the civil False Claims Act or of Federal criminal law shall be directed to the agency Office of the Inspector General, with a copy to the Contracting Officer.

Section L - Instructions, Conditions, and Notices to Offerors or Respondents

52.215-5 Facsimile Proposals. (OCT 1997)

(a) Definition. "Facsimile proposal," as used in this provision, means a proposal, revision or modification of a proposal, or withdrawal of a proposal that is transmitted to and received by the Government via facsimile machine.

(b) Offerors may submit facsimile proposals as responses to this solicitation. Facsimile proposals are subject to the same rules as paper proposals.

(c) The telephone number of receiving facsimile equipment is: 218-335-8641.

(d) If any portion of a facsimile proposal received by the Contracting Officer is unreadable to the degree that conformance to the essential requirements of the solicitation cannot be ascertained from the document-

(1) The Contracting Officer immediately shall notify the offeror and permit the offeror to resubmit the proposal;

(2) The method and time for resubmission shall be prescribed by the Contracting Officer after consultation with the offeror; and

(3) The resubmission shall be considered as if it were received at the date and time of the original unreadable submission for the purpose of determining timeliness, provided the offeror complies with the time and format requirements for resubmission prescribed by the Contracting Officer.

(e) The Government reserves the right to make award solely on the facsimile proposal. However, if requested to do so by the Contracting Officer, the apparently successful offeror promptly shall submit the complete original signed proposal.
