Meeting Minutes, Notes, and Q and A Ulen WRP, Site Showing Meeting 7/29/2015 10am Ada, MN NRCS Field Office and Site Visit

Meeting started at 10:00am at the Ada, MN NRCS Field Office

Items covered:

Period of Performance: 90 days. We recognize that high water conditions or frozen ground could delay or end construction for this calendar year. In this case we would need to modify contract to accommodate demobilization/mobilization when conditions become favorable in the spring.

Contract: Fixed, Firm price contract Bid Opening: 8/21/2015 by Howard Stover, CO, St. Paul, MN Bond Requirement: Payment and Protection Bond - $50,000 or 20% of bid price, whichever is less to be submitted within 10 days of contract awarding Performance Bond – none required

Start Date: Ideal goal is Sept 2015. Performance Period begins from the date contract is awarded.

Partial or Progress Payments: A contract that has a period of performance greater than 60 days can submit progress payments every 30 days.

Plan and Bid Sheet Amendments: Use new documents handed out today (To be posted on

FEDBIZOPPs) to replace the bid schedule, Construction Specifications, and Construction Plans and Drawings. Some revisions have been made to these documents. Make sure you have the revised copies with pen and ink changes.

Construction Items:

Discussed and pointed out location of items shown on plan sheets.

Borrow Site finished grade and depth - See plan sheet 9 of 18 for the table showing the Scrape and Borrow area volumes. The borrow area depths shown (col. 2) are avg. depths. Maximum finished grade depth should not exceed 4 ft. This is specified in Specification 21, Excavation.

Embankment 2 – borrow material is available in scrape area shown within the pool. Plan sheet 14 of

18 shows the soil borings and pits that were completed on site. TH#11 shows clay material starting down 3 ft, which contractor can use for embankment.

Borrow fill – must be clay or suitable material for compaction as described in Specification 23, Earth fill. If a narrow (less than 1 ft) layer of sand is found within the clay area, it may be mixed in with the clay, as long as the resulting fill material meets the Earth fill requirement.

250th St. removal – used material to first fill in adjacent ditches, then fill in main ditch.

Main ditch filling – no stripping is required. Lay fill material over vegetation. Small trees next to ditch can be laid down in ditch, driven over to compact, and then filled over.

Embankment 1 Core Trench – it is to be 3 ft deep without regard to soil type encountered at that depth.

Dewatering – It is expected that dewatering will be required for some construction and borrow site excavation.

NPDES SWPPP – The completed SWPPP and application form will be posted on the FBO site. The contractor shall sign the SWPPP along with the Contracting Officer Representative, and pay the $400 and submit the SWPPP to MPCA electronically on their web site. (This will only need to be completed by the successful bidder).

Specification 5 – Pollution Control, outlines Sediment and Erosion Control requirements for the project. The contractor is required to designate an NPDES MN certified construction permit inspector and record keeper.

Caroline Clarin, COR, holds Construction Permit Inspector certification, and she will be able to fulfill these requirements for a short time if the contractor needs time to obtain construction MPCA SWPPP Construction Inspection Certification.

Dust Control requirements are not anticipated.

GPS Construction files – electronic files will be available to the contractor for GPS grading equipment
