QUESTIONS ADDRESSED DURING WRP SITE SHOWING

AUGUST 27, 2015 - LOCATION: BARBOURVILLE SERVICE CENTER

1. What is a SAMS #? In order to be considered for award a federal contract a contractor must be registered at www.sam.gov with a DUNS number. A one page guide to registering is attached. This is where contractors enter their banking information in order to receive electronic payments. Also, representations and certifications are entered to verify business size. Being registered allows our online contracting system to locate and select a contractor online for award.

2. What is a DUNS #? In order to register in www.sam.gov a contractor must obtain a DUNS number first. This is outlined in the attached one page guide.

3. Are the Dixon properties joining tracts? No

4. How many hours are the contractors allowed to work? 8 hrs. day, 5 days per week

5. What are the wage rates? Wage determination supplement to solicitation was discussed

6. What type of compaction will be required? Class “C” Compaction - requirements contained in CS 23, Items of Work and Construction Details, were discussed for each solicitation

7. Who performs the engineering/layout work? Basic staking will be performed by the government, along with those surveys needed for quantity computations (for instance, the structure sub-grade when approved for earthfill placement). The contractor is responsible for construction check surveys, etc.

8. Where is the borrow site? As delineated on the drawings and no closer than 30 feet to the upstream toe of the Dike or Ditch Plug.

9. What is a Black Side Dace? A minnow that is a federally listed specie that is only found in the Upper Cumberland River Drainage. These are known to be in the stream (Elam Branch) at the Sowders Site, along which the structure removal (culvert) is planned.

10. Will mulch have to be crimped in? Yes

11. Can the beaver darn on the Sowders' property be removed? The beaver dam at the Sowders Site is partially on an adjoining property. Therefore, it can probably not be removed.

12. Is erosion control (riprap) required at any site? No

13. Where will stripped material be placed? On the back side of the dikes and ditch plugs, to the extent needed.

Any excess material will be mounded inside the planned pool areas to create an island, as described in the Items of Work and Construction Details of CS 23.

14. Is there suitable material available on the sites to construct the dikes? Yes, as good as needed, given that the structures are planned in hydric soils.

15. Will all the jobs start at the same time, with regard to performance time? The jobs could start (NTP issued) all at the same time, given the remaining construction window for this year.

16. The address for the USDA Service Center as shown on the solicitation is not correct. The correct address was discussed.
