DIVISION 100 - GENERAL REQUIREMENTS
110 - Scope of Contract. The Tilt, Power Roll Back and Ramp Hoist Combination Body shall be a CTEMI (Carlinville Truck Equipment MFG, Inc.) or approved equal, described in this specification will be mounted on a 2010 Freightliner, Model M2 106 cab and chassis.
120 - Planned Use. The completed truck will be used to transport fire fighting and road maintenance equipment, a variety of wheeled tractors, building materials, sand, and gravel. Total payload may be as high as 30,000 pounds. The body must roll back and tilt to load and unload tractors and other mechanized equipment; and must tilt to dump sand or gravel.
Some travel will be over low standard roads and trails where the body will be subjected to high dynamic loads. Because of possible obstructions in the truck's travel path, all body parts and associated hardware shall have a ground clearance at least equal to that of the main transmission.
130 - Operational Area. The planned operational area is on the Mark Twain National Forest headquartered in Rolla, Missouri.
149 - Government-Furnished Property. The Government shall deliver to the contractor 5 (five) Freightliner, Model M2 106 cab and chassi’s (hereinafter referred to as "Government-furnished property") at the places and times specified below. The Contractor shall be liable for all loss or damage of such delivered Government-furnished property until completion and final acceptance of work required under this contract. If the Government fails to make timely delivery of such Government-furnished property suitable for its intended use, and upon written request from the Contractor, the Contracting Officer shall make an equitable adjustment of contract delivery of performance dates or contract price, or both pursuant to the "Changes" clause of the general provisions of this contract.
DIVISION 200 - TECHNICAL REQUIREMENT

202 - Approach Plate. A combination approach plate and rear bumper shall be provided. It must be activated by a hydraulic cylinder and lock in the up position. It shall be constructed of 1/4 inch steel tread plate, reinforced to withstand equipment weight during loading and unloading. When the approach plate/rear bumper is in the normal position for vehicle travel, its lower edge shall be less than 30 inches above the roadway. In this position, it shall also be able to withstand substantial rear impact from another vehicle. Provisions shall be made for rear lights and a license plate.
203 - Winch. The winch shall be the hydraulically driven drum type with a dead line pull of at least 20,000 pounds. Fifty feet of steel cable and 6 feet minimum of steel log chain with a hock shall be provided. The cable shall be at least 1/2 inch in diameter and shall have a breaking strength of at least 24,000 pounds. The winch shall be located in the center of the platform adjacent to the cab protector.
204 - Hoist Assembly. Two double-acting hydraulic tilt cylinders with a minimum diameter of at least 5 inches shall be provided. The hydraulic roll back cylinder shall be double acting and at least 4 inches in diameter. The hoist assembly shall be able to roll back and tilt a 30,000 pound payload with a center of gravity located at least 12 inches forward of the trunnion.
205 - Hydraulic System. The hydraulic system shall contain, but not be limited to the following units:
a. The power take-off shall be mounted on the side of the main transmission; and be of a ratio that will permit proper function of the hoist at no more than 55% of rated engine r.p.m. The PTO control shall be air /electric shift operated.
b. A positive displacement, gear driven hydraulic pump shall be actuated by the PTO. The pump shall be attached directly to the PTO to eliminate any exposed drive shaft.
c. The hydraulic system shall be protected by a filter and relief valve.
d. The control levers shall be mounted on the driver’s side rear. There shall be separate control levers for activating the tilt cylinders, roll back cylinder, stabilizer, winch, and approach plate/rear bumper. The levers shall be adequately protected from tree branches and be convenient to the operator at all body positions. An operating instruction plate shall be located adjacent to the control levers.
e. An automatic lock-down of the platform shall be incorporated in the hoist mechanism to prevent undo sway or accidental platform release. Either hydraulic lock-down/release or mechanical lock-down/release is acceptable.
