Additionally, the HMNF is seeking: Task 3) soil disturbance monitoring associated with timber harvest in accordance with the Forest Soil Disturbance Monitoring Protocol (Attachment 4).

The period of performance will start at the Notice to Proceed through December 1, 2015. Tasks 1-3 to be complete by October 1, 2015 and Task 4 to be complete by December 1, 2015.

General Duties:

The scope of this contract requires independent, unbiased, expert services to accomplish Tasks 1 through 4 with Task 5 as an option item.

Before any contract work is started, the Contracting Officer's Representative (COR) will arrange for a post award conference to discuss contract provisions and specifications. At this time or within one week, the Contractor must present a proposed progress and work schedule for completing the work to be approved by the COR.

As part of this contract:

· Progress reports will be completed and turned into COR on a weekly basis showing locations of field work completed. For purposes of this contract there is not a set number of locations to be completed per week. The contractor is expected to work diligently throughout the field season completing all of the required locations by October 1, 2015 with final Project Report due by 12/1/2015.

· All original field forms will be turned over to the Huron-Manistee National Forest Watershed Program Manager with Final Report.

This work is essential to help the HMNF better understand the implications of timber harvest treatments on water quality and meeting the Clean Water Act. Additionally, the protocol will be used to collect data to document the level of success of standards for water quality protection stated in the HMNF’s Land and Resource Management Plan.

The contractor shall be an expert in the area of soil and water protection associated with forest management and shall demonstrate this qualification along with the bid for this contract.

The contractor shall be familiar with, or possess the ability to become familiar with, all protocols, reference guides, and field forms as attached to or referenced in this document.

The Contractor shall provide all services, personnel, facilities, materials, and supplies required for the performance and completion of the duties outlined above, unless specifically stated otherwise.

The Contractor shall implement the field component of this project accompanied by at least one additional individual at each sampling event.

The Contractor shall take frequent digital photographs in the field, keeping careful of record of time and place to demonstrate/highlight findings and to be used in final summary report.

The contractor is bidding on all requirements of Task #1, #2, #3 and #4 (detailed below and summarized in Table 1) and may consider bidding on the additional Task #5 (below).

Task 1: BMP Implementation and Effectiveness Monitoring using Forest Service Protocol:

· Implementation protocol is clearly explained in Attachments 1 and 2. It is expected the contractor will read, understand, and be able to implement the monitoring in accordance with these procedural documents. Important: HMNF BMP implementation specifications tier directly to “Michigan Department of Natural Resources and Michigan Department of Environmental Quality. 2009. Sustainable Soil and Water Quality Practices on Forest Land. IC4011. Revised 2/24/2009. 79.p.”. At the time of preparation, this document was available online at: http://www.michigan.gov/documents/dnr/IC4011_SustainableSoilAndWaterQualityPracticesOnForestLand_268417_7.pdf. The contractor will be responsible for attaining and understanding this document.

· The contractor shall provide expert planning and implementation of this monitoring protocol at each “Payment Unit” listed in Table 2 and shown in maps provided in Attachment 5. Note that maps and associated acreages were developed in GIS and associated errors are possible.

· One to several Forest Service personnel may accompany the Contractor to the field at the discretion of the HMNF Watershed Program Manager. Forest Service personnel, if available, would be able to assist with orientation (such as locating timber sales, landings, skid trails, etc.) and be available to answer questions in the field; but would not participate in the actual monitoring. This must be coordinated a minimum of 3 weeks in advance for each site to be visited. The contractor should not anticipate the assistance of Forest Service personnel but should be willing to accommodate field accompaniment by Forest Service personnel at the discretion of the HMNF Watershed Program Manager.

· BMP monitoring will be initial monitoring for both Implementation and Effectiveness

· For the various activities listed in INSTRUCTIONS FOR COMPLETING FORM ‘Veg A’ (refer to Attachments 1 and 2), the HMNF will provide, or assist with providing, responses for question numbers: 1, 2, 3, 5, 6, 8, 9a, 9b, 10, 11a, 11b, 11c, 12, 17, 18, 19, 20, 21, 22, 23, 26, 31, 32, 42, 43, 44. Responses to all other monitoring questions listed in the protocol will be the sole responsibility of the Contractor.

Task 2: BMP Implementation and Effectiveness Monitoring using SFI Protocol:

· The field form for this task is provided in Attachment 3. It is expected the contractor will read, understand, and be able to answer the monitoring questions in this field form.

· This field form will be filled out in addition to requirements in Task 1. The contractor shall provide expert planning and implementation of this monitoring protocol on the same Payment Units as listed under Task 1 (see Table 2 and maps provided in Attachment 5). Note that maps and associated acreages were developed in GIS and associated errors are possible.

· Responses to all monitoring questions listed in the field form will be the sole responsibility of the Contractor.

Task 3: Implementation of Forest Soil Disturbance Monitoring Protocol (FSDMP).

· Evaluate compliance according to USFS manual direction (FSH 2509.18, see Attachment 4). The evaluation would consider the level of detrimental soil disturbance, ground cover, and indications of net loss of organic matter. Sampling would characterize the level of soil disturbance using the Forest Soil Disturbance Monitoring Protocol (FSDMP, see Attachment 4). It is expected the contractor will read, understand, and be able to implement the monitoring in accordance with these procedural documents (Attachment 4). Determinations would be made on the amount of detrimental soil condition for each site depending on adherence to soil standards (FSH 2509.18, provided in Attachment 4) and professional judgment. Journey level soil scientist expertise is required to evaluate the soil detrimental condition. Data would be gathered using random oriented transects and a 50 foot spacing between sampling points. Specific details of how transects are established, located, and oriented for each Payment Unit monitored shall be provided as an attachment to the final report. Each timber unit would have at least 30 sampling points. Total sampling would depend on variation encountered following the guidance in the FSDMP (USDA 2009) (Attachment 4); however, sample points would not exceed 100 points per timber unit. It is expected that the contractor will also follow the implementation guidelines provided in the following publication: “Napper, C., S. Howes, and D. Page-Dumbroese. Soil-Disturbance Field Guide. U.S. Forest Service. National Technology & Development Program. 0819 1815-SDTDC. 1940 Inventory & Monitoring. August 2009. 103p.” At the time of preparation, this document was available online at: http://www.fs.fed.us/t-d/pubs/pdf/08191815.pdf.

Task 4: Prepare and submit a report summarizing findings from Tasks 1-3 above

· The summary report will contain expert summarization of BMP and Soil Disturbance Monitoring findings that will facilitate overall understanding of the degree to which BMPs are being implemented, the degree to which such BMPs are effective, and the extent to which surface soil disturbance is occurring from timber management activities.

· The report will contain specific information with respect to location of key findings and be supported by photographs.

· Data tabulation of soil condition for 18 units (or total units inventoried) including type of soil disturbance, class percentage, detrimental soil disturbance percentage, groundcover percentage, and forest floor duff/litter depth estimate. Disturbance would be broken out by type including compaction, displacement, puddling/rutting, severe burning, and erosion.

· Identification of soil limitations for timber management

· Assessment of compliance to National Forest Management Act (1976) based on field indications, professional judgment and published references. NFMA states that management “…will not produce substantial and permanent impairment of the productivity of the land” (16 USC 1604(g)(3)(C) and “…insure that timber will be harvested from NFS lands only where soil, slope, or other watershed conditions will not be irreversibly damaged” (16 USC 1604(g)(3)(E)(i)).

· Summary field report

· Survey materials including database field forms, photos, references, and maps

Optional Task 5: Provide a per site (Payment Unit) cost estimate for implementation of Forest Soil Disturbance Monitoring protocol at additional Payment Units (beyond those required in Task 3).

· The HMNF may have available funding to pay for additional Forest Soil Disturbance Monitoring (beyond that described in Task 3). If the contractor wishes to provide the HMNF with a per site cost estimate for additional site monitoring, additional monitoring could be contracted at the Payment Units listed in Table 3 (maps are provided in Attachment 6). Note that maps and associated acreages were developed in GIS and associated errors are possible.

· Forest Soil Disturbance Monitoring at the additional Payment Units must be implemented the same as described under Task #3.

· Information from additional Forest Soil Disturbance Monitoring must be included in the summary report (i.e. Task 4).
