Dear Interested Parties:
The Huron-Manistee National Forests is pleased to announce the availability of a prospectus for a special-use permit for outfitting services (livery - canoeing and kayaking) for the Manistee and Little Manistee Rivers. The objective in permitting this activity on National Forest System lands is to meet a public need, to provide for the health and safety of river users, to protect natural resources, and to provide a quality recreation opportunity for the public.
The forests intend to issue one or two special use authorizations (permits) as a result of this offering. One permit will be awarded for the Little Manistee River, one permit for the Manistee River, or one permit for both offerings. The watercraft limits for this prospectus are 21 watercraft per day on the Little Manistee River and 16 watercraft per day on the Manistee Wild and Scenic River. The new permit/s will be issued for a term of two years, with the option for an additional 8 year term with acceptable performance.
The Prospectus will be available for viewing on the FedBizOpps.gov website (https://www.fbo.gov) under solicitation number AG-54A4-S-17-0001. Here you will find the main prospectus document, as well as all appendices. Detailed information on this business opportunity, Forest Service outfitting and guide program and policies, special use permit, application and post-selection requirements will be available in the prospectus. This website will also serve as the main source for all prospectus-related information and updates throughout this solicitation and selection process. Detailed information on the authorized access locations on both rivers and historic income are available in the prospectus.
If you decide to submit a proposal, your prospectus proposal must be received by close of business (4:30 p.m. – Eastern Time) on December 30, 2016 and must be submitted to Leslie Auriemmo, Forest Supervisor, Huron-Manistee National Forests, 1755 S. Mitchell Road, Cadillac, MI 49601. A selection will be made during February 2017 so that permits may be issued before April 2017.
Please review the prospectus carefully. Applicants are strongly encouraged to visit the recreation sites before submitting an application. Each applicant is expected to make an independent assessment of the business opportunity offered in this prospectus.
Applicants must submit four (4) copies of their application package and supporting documents in hardcopy format. The same number of copies of the Business Plan must be submitted as a separate document. Unless requested in writing to return proposals, all unsuccessful applicant's proposals and supporting documents will be destroyed after the appropriate appeal period. Please review application procedures carefully as portions of the selected applicant's package will become part of the special-use permit. Also, please ensure all requested information is submitted.
