SECTION C--DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK
C.01. Scope of Work
This project will focus on the inventory, seed collection, and propagation of herbaceous pollinator plant species and soft and hard mast species native to eastern Kentucky ecosystems (hardwood and mixed oak-pine ecosystems of the Cliff Section of eastern Kentucky, and the hardwood ecosystems of the Low Hills/Rugged Hills Sections of eastern Kentucky), including at minimum four species of native milkweeds and fifteen species of other native forbs. This contract contains five line items for bidding. The first is inventory of native seed collection sites, and collection of viable seed of milkweeds and other pollinator plants. The second is propagation and production of nursery plugs of milkweeds and other pollinator plants. The third is the propagation and production of additional plugs of milkweeds and pollinator plants. The fourth is the propagation of native soft and hard mast species to include crab apple (Malus spp.), plum (Prunus spp.), hawthorn (Crataegus spp.), persimmon (Diospyros virginiana), chinquapin (Castanea pumila), and hazelnut (Corylus americana) native to the Forest area. The fifth is the production of additional liners of soft and hard mast species. Seventy to eighty percent of the material should come from the Cliff Section of eastern Kentucky, with the remainder from the Low Hills/Rugged Hills Sections of eastern Kentucky.
For Line Item #1, the contractor shall inventory and document potential collection sites, and collect at least 4 ounces of pure live seed (PLS) for native milkweeds including seed from at least 4 different species, at least 3 ounces of which will be from at least 3 species listed as ‘Mesic’ or ‘Dry, Mesic’ in the table at C.03, and at least 0.5 ounce of species listed as ‘Mesic’ or ‘Wet.’ Collect at least 2 pounds PLS for other herbaceous plants, including seed from at least 15 species of native forbs at least 1.2 pounds of which will be from at least 10 species listed as ‘Mesic’ or ‘Dry, Mesic’ in the table at C.03 and at least 0.3 lbs of which shall be from at least 5 species listed as ‘Mesic, Wet’ or ‘Wet’ in the table at C.03. Species shall be selected from the species list below at C.03, although substitutions to the list may be made based on the availability of viable seed and upon coordination with the Forest Service. Seed collection site inventories and collections are expected to begin from date of award and conclude by November 30, 2012. (Cuttings may be substituted for or supplement seed if rose species are chosen.)
For Line Item #2, native seed propagation and plug production will occur from date of award to September 30, 2013. Four hundred plugs of milkweeds, no more than 40% Asclepias syriaca, will be produced. Two thousand plugs of other pollinator plants will be produced, to include at least 60% species listed as ‘Dry, Mesic’ or ‘Mesic’ at C.03, and not less than 25% species listed as ‘Mesic, Wet’ or ‘Wet’ at C.03. No more than 135 of any one species shall be included in the final delivery.
For Line Item #3, an additional 200 plugs of milkweeds, not more than 30% Asclepias syriaca, will be produced. One thousand additional plugs of other pollinator plants will be produced, to include at least 60% species listed as ‘Dry, Mesic’ or ‘Mesic’ at C.03, and not less than 25% species listed as ‘Mesic, Wet’ or ‘Wet’ at C.03. No more than 70 of any one species shall be included in the final delivery. This will occur from date of award to September 30, 2013.
For Line Item #4, the contractor shall inventory and document potential collection sites, and collect sufficient seed and or cuttings to produce 100 liners (1 qt size or larger) of Malus, Prunus, Crataegus, Disopyros, Castanea, and Corylus species from those listed in C.03. The target is 25% Malus and the remainder from the Other species, but this is negotiable based on availability of propagation material. Collection of seeds and or cutting material will begin as appropriate on award of the contract and will end by November 2012. Propagation will occur from date of award to September 30, 2013.
For Line Item #5, an additional 50 liners (1 qt size or larger) of Malus, Prunus, Crataegus, Disopyros, Castanea, and Corylus species from those listed in C.03. The target is 25% Malus and the remainder from the Other species, but this is negotiable based on availability of propagation material. Collection of seeds and or cutting material will begin as appropriate on award of the contract and will end by November 2012. Propagation will occur from date of award to September 30, 2013.
C.02. Project Location The majority if not all of the seed or cutting collection will occur within the environment of the Daniel Boone National Forest. All seed or cuttings will be collected from two general areas of the Daniel Boone National Forest environment: 1) the Cliff Section, including the Cumberland, London and Stearns Ranger districts in Bath, Estill, Jackson, Laurel, Lee, McCreary, Menifee, Morgan, Powell, Pulaski, Rockcastle, Rowan, Whitley, and Wolfe counties, in Kentucky or adjacent counties of Tennessee, and 2) the Low Hills/Rugged Hills Sections, including the Redbird Ranger District in Clay, Harlan, Leslie, Owsley, or Perry counties in Kentucky. Eighty to ninety percent of the seed or cuttings is to be from the Cliff Section. The remaining 10-20 percent of the seed or cuttings is to be from the Low Hills/Rugged Hills Sections.

C.04. Specifications Line Item #1
1. The contractor shall collect mature and viable seed from a minimum of five collection sites (3 sites minimum for Asclepias species), located at least one mile apart for each species. The contractor shall collect an equal number of seed from 30-50 unrelated individual plants at each location (as close as possible to 30 for Asclepias species) and ensure that no more than one half the available seed is collected. For species that occur in more than one site type, make at least two collections from each site type. Seed shall be cleaned, dried, and samples submitted to an approved lab for seed testing prior to delivery and processing a final payment. Ensure that non-native invasive species do not occur in the collected seed.
2. Document the location of each proposed collection site, by identifying coordinates using a geographic positioning system (GPS), date and species collected, collection site number and name. Collection sites shall be clearly identified as dry, mesic, or wet (poorly drained) oak, mixed oak-pine, mixed mesophytic forest, or bottomland forest types based on broad soil/vegetation groupings.
3. Final payment for Line Item #1 will be made upon receipt (confirmation of collection if contractor for Line Item #1 is the same as Line Item #2 and Line Item #3) of at least 0.25 pounds of PLS (Asclepias) to include at 3 ounces of at least 3 species listed at C.03 as ‘Dry, Mesic’ or ‘Dry’ and 0.5 ounce of species listed as ‘Mesic’ or ‘Wet;’ and of at least 2 pounds of PLS (other pollinator species listed at C.03), to include at least 1.2 pounds (total) of at least10 ten species listed at C.03 as ‘Mesic’ or ‘Dry, Mesic’ and at least 0.3 pound (total) of at least 5 species listed as ‘Mesic’ or ‘Mesic, Wet.’ Seed will be separated by collection site, site type, and species and be clearly labeled. The final report will include all potential and existing seed collection sites identified, collection date, and germination rate for each species/site combination. Delivery date is no later than 15 November 2012. If the contractor for Line Item #1 is not the same as the contractor for Line Item #2 or Line Item #3, seed may be requested as is it collected to allow the second contractor time to complete the contract. Cuttings may be substituted for or supplement seed if rose species are chosen. If roses are included and the contractor for Line Item #1 is not the same entity as the contractor for Line Item #2, it is the responsibility of the Line Item #1 contractor to arrange for delivery of viable rose cuttings, if any, to Line Item #2 contractor.
Line Item #2
4. As a second line item, the contractor shall oversee propagation of each species in greenhouse or field facilities to produce plugs. The contractor shall oversee installation of production facilities. Site preparation for all production facilities will be conducted by the contractor and/or a partner agency in conjunction with the contractor.
5. The contractor shall deliver at least 400 plugs of Asclepias species grown from seed collected as described in C.01, C.02 and C.03, no more than 40% of which is to be A. syriaca. All remaining seed will be separated and labeled to species and point of origin to be included in final deliverable products. Delivery date is no later than 30 September 2013.
6. The contractor shall deliver at least 2000 plugs of other pollinator plants from seed collected as described in C.01, C.02 and C.03, to include at least 60% species listed as ‘Dry, Mesic’ or ‘Mesic’ at C.03, and not less than 25% species listed as ‘Mesic, Wet’ or ‘Wet’ at C.03. No more than 135 of any one species shall be included in the final delivery. All remaining seed will be separated and labeled to species and point of origin to be included in final deliverable products. Delivery date is no later than 30 September 2013.
7. The final payment for the second line item will be made upon delivery of plugs and seed described in 5 and 6 immediately above.
Line Item #3
8. As a third line item, the contractor shall oversee propagation of each species in greenhouse or field facilities to produce plugs. The contractor shall oversee installation of production facilities. Site preparation for all production facilities will be conducted by the contractor and/or a partner agency in conjunction with the contractor.
9. The contractor shall deliver at least 200 plugs of Asclepias species grown from seed collected as described in C.01, C.02 and C.03, no more than 30% of which is to be A. syriaca. All remaining seed will be separated and labeled to species and point of origin to be included in final deliverable products. Delivery date is no later than 30 September 2013.
10. The contractor shall deliver at least 1000 plugs of other pollinator plants from seed collected as described in C.01, C.02 and C.03, to include at least 60% species listed as ‘Dry, Mesic’ or ‘Mesic’ at C.03, and not less than 25% species listed as ‘Mesic, Wet’ or ‘Wet’ at C.03. No more than 70 of any one species shall be included in the final delivery. All remaining seed will be separated and labeled to species and point of origin to be included in final deliverable products. Delivery date is no later than 30 September 2013.
11. The final payment for the second line item will be made upon delivery of plugs and seed described in 9 and 10 immediately above.
Line Item #4
12. As a fourth line item, the contractor shall collect mature and viable seed and or cuttings as appropriate from the list of soft and hard mast species at C.03 per direction in C.01from a minimum of two collection sites, located at least one mile apart for each species. The contractor shall collect an equal number of seed or cuttings from 5-10 unrelated individual plants at each location. For species that occur in more than one site type, make at least one collection from each site type. Seed and cuttings, if any, are to be processed as soon as feasible after collection to increase the likelihood of germination and/or rooting success. Seventy to eighty percent of the seed or cuttings is to be from the Cliff Section. The remaining 20-30 percent of the seed or cuttings is to be from the Low Hills/Rugged Hills Sections.
13. Contractor shall deliver 100 liners of 1 quart size or larger to consist of 25% Malus species with the remainder from the species listed at C.03 to include a mix of Crataegus, Prunus, Castanea, Corylus, and persimmon if available. Percentage of species groups may be altered with mutual agreement.
14. Final payment for the third line item will be made upon delivery of liners described in 13 following specifications in 12 immediately above.

As a fifth line item, the contractor shall collect mature and viable seed and or cuttings as appropriate from the list of soft and hard mast species at C.03 per direction in C.01from a minimum of two collection sites, located at least one mile apart for each species. The contractor shall collect an equal number of seed or cuttings from 5-10 unrelated individual plants at each location. For species that occur in more than one site type, make at least one collection from each site type. Seed and cuttings, if any, are to be processed as soon as feasible after collection to increase the likelihood of germination and/or rooting success. Seventy to eighty percent of the seed or cuttings is to be from the Cliff Section. The remaining 20-30 percent of the seed or cuttings is to be from the Low Hills/Rugged Hills Sections.
16. Contractor shall deliver 50 liners of 1 quart size or larger to consist of 25% Malus species with the remainder from the species listed at C.03 to include a mix of Crataegus, Prunus, Castanea, Corylus, and persimmon if available. Percentage of species groups may be altered with mutual agreement.
17. Final payment for the third line item will be made upon delivery of liners described in 16 following specifications in 15 immediately above.
C.05. Contractor Evaluation Criteria
The contractor(s) must have demonstrated expertise in identification plant species native to the oak, mixed oak-pine and mixed mesophytic hardwoods of eastern Kentucky, and native seed/cutting collection and processing and growing.
Line Item #1: Collect at least 4 ounces of pure live seed (PLS) for native milkweeds including seed from at least 4 different species, at least 3 ounces of which will be from at least 3 species listed as ‘Mesic’ or ‘Dry, Mesic’ in the table at C.03, and at least 0.5 ounce of species listed as ‘Mesic’ or ‘Wet.’ Collect at least 2 pounds PLS for other herbaceous plants, including seed from at least 15 species of native forbs at least 1.2 pounds of which will be from at least 10 species listed as ‘Mesic’ or ‘Dry, Mesic’ in the table at C.03 and at least 0.3 lbs of which shall be from at least 5 species listed as ‘Mesic, Wet’ or ‘Wet’ in the table at C.03. Species shall be selected from the species list below at C.03, although substitutions to the list may be made based on the availability of viable seed and upon coordination with the Forest Service. Seventy to eighty percent of the seed is to be from the Cliff Section. The remaining 20-30 percent of the seed is to be from the Low Hills/Rugged Hills Sections. (a) Definitions. As used in this clause—
“Central Contractor Registration (CCR) database” means the primary Government repository for Contractor information required for the conduct of business with the Government.
“Data Universal Numbering System (DUNS) number” means the 9-digit number assigned by Dun and Bradstreet, Inc. (D&B) to identify unique business entities.
“Data Universal Numbering System+4 (DUNS+4) number” means the DUNS number means the number assigned by D&B plus a 4-character suffix that may be assigned by a business concern. (D&B has no affiliation with this 4-character suffix.) This 4-character suffix may be assigned at the discretion of the business concern to establish additional CCR records for identifying alternative Electronic Funds Transfer (EFT) accounts (see the FAR at Subpart 32.11) for the same concern.
“Registered in the CCR database” means that—
(1) The Contractor has entered all mandatory information, including the DUNS number or the DUNS+4 number, into the CCR database; and
(2) The Government has validated all mandatory data fields, to include validation of the Taxpayer Identification Number (TIN) with the Internal Revenue Service (IRS), and has marked the record “Active”. The Contractor will be required to provide consent for TIN validation to the Government as a part of the CCR registration process.
(b)
(1) By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.
(2) The offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation “DUNS” or “DUNS+4” followed by the DUNS or DUNS+4 number that identifies the offeror’s name and address exactly as stated in the offer. The DUNS number will be used by the Contracting Officer to verify that the offeror is registered in the CCR database.
(c) If the offeror does not have a DUNS number, it should contact Dun and Bradstreet directly to obtain one.
(1) An offeror may obtain a DUNS number—
(i) Via the internet at http://fedgov.dnb.com/webform or if the offeror does not have internet access, it may call Dun and Bradstreet at 1-866-705-5711 if located within the United States; or
(ii) If located outside the United States, by contacting the local Dun and Bradstreet office. The offeror should indicate that it is an offeror for a U.S. Government contract when contacting the local Dun and Bradstreet office.
(2) The offeror should be prepared to provide the following information:
(i) Company legal business name.
(ii) Tradestyle, doing business, or other name by which your entity is commonly recognized.
(iii) Company physical street address, city, state and Zip Code.
(iv) Company mailing address, city, state and Zip Code (if separate from physical).
(v) Company telephone number.
(vi) Date the company was started.
(vii) Number of employees at your location.
(viii) Chief executive officer/key manager.
(ix) Line of business (industry).
(x) Company Headquarters name and address (reporting relationship within your entity).
(d) If the Offeror does not become registered in the CCR database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror.
(e) Processing time, which normally takes 48 hours, should be taken into consideration when registering. Offerors who are not registered should consider applying for registration immediately upon receipt of this solicitation.
(f) The Contractor is responsible for the accuracy and completeness of the data within the CCR database, and for any liability resulting from the Government’s reliance on inaccurate or incomplete data. To remain registered in the CCR database after the initial registration, the Contractor is required to review and update on an annual basis from the date of initial registration or subsequent updates its information in the CCR database to ensure it is current, accurate and complete. Updating information in the CCR does not alter the terms and conditions of this contract and is not a substitute for a properly executed contractual document.
(g)
(1)
(i) If a Contractor has legally changed its business name, “doing business as” name, or division name (whichever is shown on the contract), or has transferred the assets used in performing the contract, but has not completed the necessary requirements regarding novation and change-of-name agreements in Subpart 42.12, the Contractor shall provide the responsible Contracting Officer a minimum of one business day’s written notification of its intention to:
(A) Change the name in the CCR database;
(B) Comply with the requirements of Subpart 42.12 of the FAR;
(C) Agree in writing to the timeline and procedures specified by the responsible Contracting Officer. The Contractor must provide with the notification sufficient documentation to support the legally changed name.
(ii) If the Contractor fails to comply with the requirements of paragraph (g)(1)(i) of this clause, or fails to perform the agreement at paragraph (g)(1)(i)(C) of this clause, and, in the absence of a properly executed novation or change-of-name agreement, the CCR information that shows the Contractor to be other than the Contractor indicated in the contract will be considered to be incorrect information within the meaning of the “Suspension of Payment” paragraph of the electronic funds transfer (EFT) clause of this contract.
(2) The Contractor shall not change the name or address for EFT payments or manual payments, as appropriate, in the CCR record to reflect an assignee for the purpose of assignment of claims (see FAR Subpart 32.8, Assignment of Claims). Assignees shall be separately registered in the CCR database. Information provided to the Contractor’s CCR record that indicates payments, including those made by EFT, to an ultimate recipient other than that Contractor will be considered to be incorrect information within the meaning of the “Suspension of payment” paragraph of the EFT clause of this contract.

FAR 52.219-28 Post-Award Small Business Program Rerepresentation. (APR 2009)
(a) Definitions. As used in this clause— Long-term contract means a contract of more than five years in duration, including options. However, the term does not include contracts that exceed five years in duration because the period of performance has been extended for a cumulative period not to exceed six months under the clause at 52.217-8, Option to Extend Services, or other appropriate authority.
Small business concern means a concern, including its affiliates, that is independently owned and operated, not dominant in the field of operation in which it is bidding on Government contracts, and qualified as a small business under the criteria in 13 CFR part 121 and the size standard in paragraph (c) of this clause.
