Scope of Contract
WORK STATEMENT
100 - Scope of Work The project includes the removal of asphalt shingles and the installation of approximately 7,500 square feet of a new Standing / Lock Seam Metal roof. The project is to include all roofing accessory components.
110 – Location
Project location is at the Marlinton Ranger District Administration Site in Marlinton, West Virginia.
120 - General All work shall be done by a West Virginia certified Roofing Contractor. The existing roof deck is to be inspected for damage and replaced as per the COR.

PART 1 - GENERAL
SUMMARY
This Section includes the following:

DEFINITION:
By definition, roof decking is the structural support for the roofing material..

Nails: 12D (2 ½”) Bright Common nails of sufficient length to penetrate a minimum of 1 inch (25.4 mm) into wood rafters.
PART 3 - EXECUTION
ROOF SHEATHING INSTALLATION
Roof Sheathing: Contractor shall notify COR of any damaged or decayed roof sheathing. Install roof sheathing to match existing roof. Fasten with 12D Bright Common nails. Nailing shall be done as per the International Council Codes (ICC) standards. Contractor shall not commence repairs prior to approval by COR.
LATERAL SUPPORT INSTALLATION
Install 2”X_ wood lateral supports to compensate for lack of structural integrity of roof sheathing over entire roof.

METAL ROOF PANELS
PART 1 - GENERAL
SUMMARY
This Section includes the following:
Factory-formed and field-assembled, concealed-fastener, lap-seam / lock seam metal roof panels.
PERFORMANCE REQUIREMENTS
Wind-Uplift Resistance: Comply with UL 580 “Tests for uplift resistance of Roof Assemblies”, for wind-uplift resistance class indicated. Underwriters Laboratories, Inc.
Structural Performance: Capable of withstanding the effects of gravity loads and the following loads and stresses, based on testing according to ASTM E 1592:
Impact Resistance: UL 2218 Class 4 Impact Resistance Rating
Wind Loads: Minimum design wind pressures of 90psf acting inward or outward.
Deflection Limits: Vertical deflections no greater than 1/240 of the span.

Product Data: For each type of metal roof panel and accessory indicated.
Include details of edge conditions, joints, panel profiles, corners, anchorages, trim, flashings, closures, and accessories.

WARRANTY
Special Warranty: Manufacturer's standard form in which manufacturer agrees to repair or replace components of metal roof panel assemblies that fail in materials or workmanship within specified warranty period.
Failures include, but are not limited to, the following:
Structural failures, including rupturing, cracking, or puncturing.
Deterioration of metals, metal finishes, and other materials beyond normal weathering.
Warranty Period: 40 years or more, from date of Substantial Completion.
Special Warranty on Panel Finishes: Manufacturer's standard form in which manufacturer agrees to repair finish or replace metal roof panels that show evidence of deterioration of factory-applied finishes within specified warranty period.
Silicone- Polyester Finish Warranty Period: 20 years from date of Substantial Completion.
PART 2 - PRODUCTS
PANEL MATERIALS
Metallic-Coated Steel Sheet Pre-painted with Coil Coating: Steel sheet metallic coated by the hot-dip process and pre-painted by the coil-coating process to comply with ASTM A 755/A 755M.
Aluminum-Zinc Alloy-Coated Steel Sheet: ASTM A 792/A 792M, Class AZ50 coating designation, Grade 40 (Class AZM150 coating designation, Grade 275); structural quality.
12” Panel Width - 26 Gauge Steel Snap Lock Design
Surface: Smooth, flat finish.
Exposed Finishes:
Silicone-Polyester Coating: Dry film thickness of not less than 0.2 mil (0.005 mm) for epoxy primer, and 0.8 mil (0.02 mm) for topcoat.
Concealed Finish: White or light-colored acrylic or polyester backer finish.
Panel Sealants:
Joint Sealant: ASTM C 920; as recommended in writing by metal roof panel manufacturer.
UNDERLAYMENT MATERIALS
Felts: ASTM D 226, Type I (No. 15), asphalt-saturated organic felts.
Self-Adhering, High-Temperature Sheet: 30 to 40 mils (0.76 to 1.0 mm) thick minimum, consisting of slip-resisting polyethylene-film top surface laminated to layer of butyl or SBS-modified asphalt adhesive, with release-paper backing; cold applied. Provide primer when recommended by underlayment manufacturer.
Thermal Stability: Stable after testing at 240 deg F (116 deg C); ASTM D 1970.
Low Temperature Flexibility: Passes after testing at minus 20 deg F (29 deg C); ASTM D 1970.
MISCELLANEOUS MATERIALS
Fasteners: Self-tapping screws, bolts, nuts, self-locking rivets and bolts, end-welded studs, and other suitable fasteners designed to withstand design loads.
Fasteners for Roof Panels: Self-drilling or self-tapping, zinc-plated, hex-head carbon-steel screws, with a stainless-steel cap or zinc-aluminum-alloy head and EPDM or neoprene sealing washer.

ACCESSORIES
Roof Panel Accessories: Provide components required for a complete metal roof panel assembly including trim, copings, fasciae, corner units, ridge closures, flashings, sealants, gaskets, fillers, closure strips, and similar items.
Match material and finish of metal roof panels, unless otherwise indicated.
Closures: Provide closures at eaves and ridges, fabricated of same metal as metal roof panels.
Closure Strips: Closed-cell, expanded, cellular, rubber or crosslinked, polyolefin-foam or closed-cell laminated polyethylene; minimum 1-inch- (25-mm-) thick, flexible closure strips; cut or premolded to match metal roof panel profile. Provide closure strips where indicated or necessary to ensure weathertight construction.
Flashing and Trim: Formed from 0.0179-inch- (0.45-mm-) thick, metallic-coated steel sheet. Provide flashing and trim as required to seal against weather and to provide finished appearance. Locations include eaves, rakes, corners, bases, framed openings, ridges, fasciae, and fillers. Finish flashing and trim with it finishes system as adjacent metal roof panels.
Gutters: Formed from 0.0179-inch- (0.45-mm-) thick, metallic-coated steel sheet. Match profile of gable trim, complete with end pieces, outlet tubes, and other special pieces as required. Fabricate in minimum 96-inch- (2400-mm-) long sections, sized according to SMACNA's "Architectural Sheet Metal Manual." Furnish gutter supports spaced 36 inches (900 mm) o.c., fabricated from same metal as gutters. Provide bronze, copper, or aluminum wire ball strainers at outlets. Finish gutters to match roof fascia and rake trim.
Downspouts: Formed from 0.0179-inch- (0.45-mm-) thick, metallic-coated steel sheet; in 10-foot- (3-m-) long sections complete with formed elbows and offsets. Finish downspouts to match metal roof panels.
Ridge Vents: Install Ridge Vents as per the International Building Code.
FABRICATION
General: Fabricate and finish metal roof panels and accessories at the factory to greatest extent possible, by manufacturer's standard procedures and processes, as necessary to fulfill indicated performance requirements demonstrated by laboratory testing. Comply with indicated profiles and with dimensional and structural requirements.
Provide panel profile, including major ribs and intermediate stiffening ribs, if any, for full length of panel.
Where indicated, fabricate metal roof panel joints with factory-installed captive gaskets or separator strips that provide a tight seal and prevent metal-to-metal contact, in a manner that will minimize noise from movements within panel assembly.
Sheet Metal Accessories: Fabricate flashing and trim to comply with recommendations in SMACNA's "Architectural Sheet Metal Manual" that apply to the design, dimensions, metal, and other characteristics of item indicated.
Protect mechanical and painted finishes on exposed surfaces from damage by applying a strippable, temporary protective covering before shipping.
PART 3 – EXECUTION
PREPARATION
Install flashings and other sheet metal to comply with requirements specified in the ASTM E 1514-93: “Standard Specification for Structural Standing Seam Roof Panel Systems”, American Society for Testing and Materials.
UNDERLAYMENT INSTALLATION
Felt Underlayment: Install felt underlayment and building-paper slip-sheet on roof sheathing under metal roof panels. Use adhesive for temporary anchorage. Apply over roof sheathing, in shingle fashion to shed water, with lapped joints of not less than 2 inches (50 mm).
Self-Adhering Sheet Underlayment (Ice Barrier): Install self-adhering sheet underlayment, wrinkle free, on roof sheathing under metal roof panels. Comply with temperature restrictions of underlayment manufacturer for installation; use primer rather than nails for installing underlayment at low temperatures. Apply at roof decking above eaves (36”), in shingle fashion to shed water, with end laps of not less than 6 inches (150 mm) staggered 24 inches (600 mm) between courses. Overlap side edges not less than 3-1/2 inches (90 mm). Cover underlayment within 14 days.
Install drip edge over underlayment before installing metal roof panels.
METAL ROOF PANEL INSTALLATION, GENERAL
General: Provide metal roof panels of full length from eave to ridge, unless otherwise indicated or restricted by shipping limitations. Anchor metal roof panels and other components of the Work securely in place, with provisions for thermal and structural movement.
Field cutting of metal roof panels by torch is not permitted.
Rigidly fasten eave end of metal roof panels and allow ridge end free movement due to thermal expansion and contraction. Predrill panels.
Provide metal closures at peaks, rake edges, rake walls, and each side of ridge and hip caps.
Flash and seal metal roof panels with weather closures at eaves, rakes, and at perimeter of all openings. Fasten with self-tapping screws.
Lap metal flashing over metal roof panels to allow moisture to run over and off the material.
Fasteners:
Steel Roof Panels: Use stainless-steel fasteners for surfaces exposed to the exterior and galvanized steel fasteners for surfaces exposed to the interior.
Aluminum Roof Panels: Use aluminum or stainless-steel fasteners for surfaces exposed to the exterior and aluminum or galvanized steel fasteners for surfaces exposed to the interior.
Metal Protection: Where dissimilar metals will contact each other or corrosive substrates, protect against galvanic action by painting contact surfaces with bituminous coating, by applying rubberized-asphalt underlayment to each contact surface, or by other permanent separation as recommended by metal roof panel manufacturer.
Coat back side of aluminum roof panels with bituminous coating where roof panels will contact wood, ferrous metal, or cementitious construction.
Joint Sealers: Install gaskets, joint fillers, and sealants where indicated and where required for weatherproof performance of metal roof panel assemblies.
Seal metal roof panel end laps with double beads of tape or sealant, full width of panel. Seal side joints where recommended by metal roof panel manufacturer.
FIELD-ASSEMBLED METAL ROOF PANEL INSTALLATION
Standing-Seam Metal Roof Panels: Fasten metal roof panels to supports with concealed clips at each standing-seam joint at location, spacing, and with fasteners recommended by manufacturer.
Snap Joint: Nest standing seams and fastens together by interlocking and completely engaging factory-applied sealant.
ACCESSORY INSTALLATION
General: Install accessories with positive anchorage to building and weathertight mounting and provide for thermal expansion. Coordinate installation with flashings and other components.
Install components required for a complete metal roof panel assembly including trim, copings, ridge closures, ridge vents, seam covers, flashings, sealants, gaskets, fillers, closure strips, and similar items.
Comply with performance requirements, manufacturer's written installation instructions, and SMACNA's "Architectural Sheet Metal Manual." Provide concealed fasteners where possible, and set units true to line and level as indicated. Install work with laps, joints, and seams that will be permanently watertight and weather resistant.
Provide elbows at base of downspouts to direct water away from building.
CLEANING AND PROTECTION
Remove temporary protective coverings and strippable films, if any, as metal roof panels are installed, unless otherwise indicated in manufacturer's written installation instructions. On completion of metal roof panel installation, clean finished surfaces as recommended by metal roof panel manufacturer. Maintain in a clean condition during construction.

3. CONTRACTOR REMITTANCE ADDRESS: All payments by the Government to the contractor under this contract will be made in accordance with Electronic Funds Transfer (EFT) methods referenced in this solicitation. All required information must be in the Central Contractor
Registration (CCR) at www.ccr.gov. To check on payments once a contract has been awarded, contact the Miscellaneous Payments Section of the National Finance Center at 1-800-421-0323.
4. CHANGES IN PAYMENT INFORMATION
A. Notify the Contracting Officer immediately when vendor information contained in CCR is changed in any way. Failure to notify the CO of changes in banking information may result in delay of payments.
5. INVOICES: Invoices shall be submitted in arrears, no advance payments will be authorized. Unless otherwise noted on the individual Task Orders, contractors shall submit invoices for payment as follows:
A. If the work performance period cited in the individual Task Order is 30 days or less the contractor shall submit an invoice to the government at the end of the performance period.
No partial payments will be authorized.
B. If the work performance period cited in the individual Task Order is greater than 30 days partial payments may be authorized on a monthly basis and upon completion of the ordered work, or at other intervals approved by the Contracting Officer.
C. In accordance with Prompt Payment Act (Public Law 97-177), contractors are to submit proper invoices for payment.
A proper invoice includes:
• Name and address of the Contractor
• Invoice date and invoice number
• Contract/order number
• Taxpayer Identification Number (TIN)
• Description, quantity, unit of measure, unit price, and extended price
• Shipping and payment terms (unless mutually agreed that this information is only required in the contract)
• Name (where practicable), title, phone number, and mailing address of person to notify in the event of a defective invoice
D. The invoice must contain specific information as listed below or the invoice shall be returned to the contractor within seven days after receipt, noting reasons why it is not a proper invoice. The agency payment office will no longer “hold” or “pen and ink” the invoice in an attempt to correct it. The contractor must correct and resubmit the invoice to the payment office where it will again be date stamped upon receipt.

F. Once the proper invoice has been received and approved, payment will be processed in accordance with the Prompt Payment Act and contract terms. Invoice payment will be considered payable after receipt of supplies/services or receipt of a proper invoice; whichever is later.

FAR 52.225-9 Buy American Act-Construction Materials (FEB 2009)
(a) Definitions. As used in this clause--
“Commercially available off-the-shelf (COTS) item”—
(1) Means any item of supply (including construction material) that is—
(i) A commercial item (as defined in paragraph (1) of the definition at FAR 2.101);
(ii) Sold in substantial quantities in the commercial marketplace; and
(iii) Offered to the Government, under a contract or subcontract at any tier, without modification, in the same form in which it is sold in the commercial marketplace; and
(2) Does not include bulk cargo, as defined in section 3 of the Shipping Act of 1984 (46 U.S.C. App.
1702), such as agricultural products and petroleum products.
“Component” means an article, material, or supply incorporated directly into a construction material.
“Construction material” means an article, material, or supply brought to the construction site by the Contractor or a subcontractor for incorporation into the building or work. The term also includes an item brought to the site preassembled from articles, materials, or supplies. However, emergency life safety systems, such as emergency lighting, fire alarm, and audio evacuation systems, that are discrete systems incorporated into a public building or work and that are produced as complete systems, are evaluated as a single and distinct construction material regardless of when or how the individual parts or components of those systems are delivered to the construction site. Materials purchased directly by the Government are supplies, not construction material.
“Cost of components” means--
(1) For components purchased by the Contractor, the acquisition cost, including transportation costs to the place of incorporation into the construction material (whether or not such costs are paid to a domestic firm), and any applicable duty (whether or not a duty-free entry certificate is issued); or
(2) For components manufactured by the Contractor, all costs associated with the manufacture of the component, including transportation costs as described in paragraph (1) of this definition, plus allocable overhead costs, but excluding profit. Cost of components does not include any costs associated with the manufacture of the construction material.
“Domestic construction material” means—
(1) An unmanufactured construction material mined or produced in the United States;
(2) A construction material manufactured in the United States, if—
(i) The cost of its components mined, produced, or manufactured in the United States exceeds 50 percent of the cost of all its components. Components of foreign origin of the same class or kind for which nonavailability determinations have been made are treated as domestic; or
(ii) The construction material is a COTS item.
“Foreign construction material” means a construction material other than a domestic construction material.
“United States” means the 50 States, the District of Columbia, and outlying areas.
(b) Domestic preference.
(1) This clause implements the Buy American Act (41 U.S.C. 10a-10d) by providing a preference for domestic construction material. In accordance with 41 U.S.C. 431, the component test of the Buy American Act is waived for construction material that is a COTS item. (See FAR 12.505(a)(2)). The Contractor shall use only domestic construction material in performing this contract, except as provided in paragraphs (b)(2) and (b)(3) of this clause.
(2) This requirement does not apply to the construction material or components listed by the Government as follows: ______ [Contracting Officer to list applicable excepted materials or indicate ``none'']
(3) The Contracting Officer may add other foreign construction material to the list in paragraph (b)(2) of this clause if the Government determines that
(i) The cost of domestic construction material would be unreasonable. The cost of a particular domestic construction material subject to the requirements of the Buy American Act is unreasonable when the cost of such material exceeds the cost of foreign material by more than 6 percent;
(ii) The application of the restriction of the Buy American Act to a particular construction material would be impracticable or inconsistent with the public interest; or
(iii) The construction material is not mined, produced, or manufactured in the United States in sufficient and reasonably available commercial quantities of a satisfactory quality.
(c) Request for determination of inapplicability of the Buy American Act.
(1)
(i) Any Contractor request to use foreign construction material in accordance with paragraph (b)(3) of this clause shall include adequate information for Government evaluation of the request, including--
(A) A description of the foreign and domestic construction materials;
(B) Unit of measure;
(C) Quantity;
(D) Price;
(E) Time of delivery or availability;
(F) Location of the construction project;
(G) Name and address of the proposed supplier; and
(H) A detailed justification of the reason for use of foreign construction materials cited in accordance with paragraph (b)(3) of this clause.
(ii) A request based on unreasonable cost shall include a reasonable survey of the market and a completed price comparison table in the format in paragraph (d) of this clause.
(iii) The price of construction material shall include all delivery costs to the construction site and any applicable duty (whether or not a duty-free certificate may be issued).
(iv) Any Contractor request for a determination submitted after contract award shall explain why the Contractor could not reasonably foresee the need for such determination and could not have requested the determination before contract award. If the Contractor does not submit a satisfactory explanation, the Contracting Officer need not make a determination.
(2) If the Government determines after contract award that an exception to the Buy American Act applies and the Contracting Officer and the Contractor negotiate adequate consideration, the Contracting Officer will modify the contract to allow use of the foreign construction material. However, when the basis for the exception is the unreasonable price of a domestic construction material, adequate consideration is not less than the differential established in paragraph (b)(3)(i) of this clause.
(3) Unless the Government determines that an exception to the Buy American Act applies, use of foreign construction material is noncompliant with the Buy American Act.
(d) Data. To permit evaluation of requests under paragraph (c) of this clause based on unreasonable cost, the Contractor shall include the following information and any applicable supporting data based on the survey of suppliers:
