SOLICITATION AG-5241-S-15-0001
Performance of Foreclosure & Other Service for USDA, Rural Development in Colorado
QUESTIONS & ANSWERS
June 23, 2015
QUESTION: What is the base year referred to in Section B.4 of the Solicitation?
ANSWER: The base year will be the first year of the Blanket Purchase Agreement.
QUESTION: How should prices be entered in Section B.4?
ANSWER:
B.4.1: The offeror should enter a unit price for each type of services identified under Section B.4.1. This is a firm fixed price that is not subject to adjustment based on the contractor’s cost experience in performing the contract. See B.5 for more information.
B.4.2 for Ancillary Services establishes Not-to-Exceed amount for ancillary services required to complete the service requested under B.4.1. The type of costs covered are described in B.6.
QUESTION: On page 1 of the Solicitation Synopsis it indicates there are approximately 300 accelerated accounts to be referred. On page 2 it states that the cumulative total of all orders placed under the BPA will not exceed $150,000. What is the effect of the $150,000 maximum?
If you have a total of $150,000 to spend for fees to liquidate 300 loans, that is only $500 per loan. The currently HUD allowed foreclosure fee is $1,225 in Colorado. Am I misinterpreting the $150,000 maximum?
ANSWER: We recognize that no single vendor will be able to complete 300 cases for $150,000.
Per E.4 on page 15 of the solicitation, we anticipate awarding one or more Blanket Purchase Agreements. When we near the $150,000 limit we will reconsider our options and possibly award new BPA’s or another contract vehicle(s).
Base Services and Other Direct Costs for Ancillary Services are addressed in B.4, B.5 and B.6 on pages 4 and 5 of the solicitation. Per B.5, the cost for Base Services will not exceed the HUD Schedule of Standard Attorney Fees. B.6 discusses a not to exceed amount of $2,500 for other direct costs for ancillary services.
QUESTION: When will the contractor be paid?
ANSWER: Payment will be made after the case assigned has been completed, all deliverables received, inspected and accepted. The contractor shall submit a separate invoice for each case assigned. The contractor is not authorized to take payment from the proceeds of the sale.
QUESTION: Factor 2, Past Performance, under E.3(b)(2)(b) requires the offeror to provide a minimum of five references and include the contract number, type and dollar amount. Generally we have a Service Level Agreement with clients. It is considered confidential, and does not include contract numbers or dollar amounts. We could provide an estimate of the volume of referrals we received in the past 6 months from a particular client. I am certain our clients would want the dollar amount or billings per client shared. Can you tell me what might be sufficient for (b)?
ANSWER: Generally contract numbers apply when your reference is a Federal Government agency that hired you under a formal contact. This may not apply to commercial clients. We will need enough information for the reference to be able to identify the work you performed and provide information on your performance. We also ask for this information so that we can determine the volume of work you performed.
QUESTION: What should be included in our proposal?
ANSWER: Please make sure to address each of the Factors and Subfactors in E.3 of the solicitation which starts on page 11. It is recommended that the proposal be structured to address each Factors and Subfactors in Section E.3 separately. The Government will use this information to determine what companies will receive awards and how many awards will be made per Section E.4. Offerors are responsible for confirming that their offers have been received by the due date and time in Block 6 of Standard Form 1449 and E.3(b).
QUESTION: How do we register in the System for Award Management?
ANSWER: You will need to obtain a DUNS number and register on the System for Award Management (www.sam.gov). A Quick Guide for Registering in the System for Award Management will be added to the Solicitation on the Federal Business Opportunities page. If you need assistance, the Procurement Technical Assistance Center is available. Their services are free. There site is: http://www.aptac-us.org/find-a-ptac/?state=CO http://www.sam.gov/ http://www.aptac-us.org/find-a-ptac/?state=CO
QUESTION: The last item of the Business Proposal under E.3, Clause 52.212-1(b)(3)(g) asks for the Acknowledgement of Solicitation Amendments. I couldn’t seem to figure out which form that referred to in the packet. Can you point me in the right direction?
ANSWER: Clause 52.212-1(b)(3)(g) requires that you acknowledge any amendments made to the solicitation. No amendments have been issued, so there is nothing to acknowledge at this point. If we do issue an amendment revising the solicitation, I will post it on the Federal Business Opportunities page (www.fbo.gov) and send an email to the potential offerors on the Source List. The Amendment will include instructions similar to (g) for acknowledging it as part of your proposal.
