Amendment three
First of all, all positions are listed as being SCA Labor Category of 01112 – General Clerk II positions. Will any other labor categories be accepted? More to my point, will submissions that use a lesser labor category be rejected or accepted by the USDA?
No other category will be accepted
Second, in the first Q&A, Amendment 0001, it mentioned that we must hire incumbent personnel under Non-Displacement of Qualified Personnel FAR Clause 52.222-17. Because of this provision, I would like to request a list of the original start dates for each of the positions so that we can provide pricing that reflects accurate SCA required Paid Time Off (PTO). For instance; an individual that has been on-site less than a year has no available PTO, while an individual that has been there for over three years, gets 3 weeks (120 hours) per year of PTO. In a smaller effort this would be fairly inconsequential to the Contractor, but for a task that has nearly 30 FTE’s, this can amount to a significant cost for either the USDA or the awarded contractor should the incumbents hire dates not be made available to the bidders. To be clear; we would have to assume the worst in this situation to protect ourselves and submit using the 3 weeks of PTO for each position, which would most likely cause an unnecessary financial burden on the USDA for this requirement.
This information will not be provided, we are fairly confident the amount is inconsequential
