PREBID MEETING FOR BRIAR CREEK/CLARKS CREEK CULVERT REPLACEMENTS
AG-4756-S-17-0030
June 29, 2017
Forest Service attendees:
• Nina Barrow, Contracting Officer (via phone)
• Cody Field, North Zone Civil Engineering Technician
• Gary Hubbard, Forest Engineer
Contractors attending: See attached Sign-in Sheet
Nina Barrow addressed the following administrative issues:
• Project is 100% set aside for Small Business. Business size is determined by your firm’s registration in the System for Award Management (SAM).
• Price range: $150,000 - $250,000.
• Schedule of Items includes Item 1, Briar Creek and Item 2, Clarks Creek. You must price both items to be considered for award. Award of both items will be made to one contractor.
• This is a federal government construction project. Construction Wage Rates apply (formerly
Davis Bacon). You are required to make and keep payrolls, and submit certified payrolls weekly to COR. Retain records for 3 years, subject to Department of Labor review.
• Registration in the System for Award Management is required for award. Registration is free at www.sam.gov/ . Solicitation states that Contractor will have 5 days to become registered following notification of award.
• An original bid bond must accompany your bid. Amount is 20% of the bid price. Scanned, faxed or reproduced bid bonds are not acceptable. SF-24 form (recommended) is posted in FedBizOpps. Bonds will be returned to unsuccessful bidders following award of contract.
• Invitation for Bid is a formal process. Sealed bids are due on Thursday, July 13 at 1400 at the Cherokee National Forest Supervisor’s Office, 2800 North Ocoee Street, Cleveland TN. Turn in the pink “Submittal Copy” from FedBizOpps. Submit the SF-1442, Schedule of Items with pricing filled in (Section B), Representations and Certifications (Section K), and original bid bond. Affix the Bid Sticker, OF-17, to the outside of your envelope so that it is not accidentally opened. Bids will be opened publicly. A Bid Abstract will be prepared at the opening and attendees can take home a copy. Abstract showing apparent low bidder will be posted to FedBizOpps. Bids may not be submitted by fax or email. Bid must show original signature.
• Successful contractor will have 10 days to furnish performance and payment bonds, in the amount of 100% of contract price.
• Contract time: 90 days. Work will start within 10 days of receiving the Notice to Proceed.
• Check FedBizOpps for amendments. Amendments must be acknowledged with your bid.
Gary Hubbard discussed the following issues:
• Bid Schedule, Methods of Measure:
o AQ is actual quantity. Items will be measured for payment and paid for the actual quantities used on the project.
o CQ is contract quantity. Items will not be measured. Payment will be for the quantity shown in the bid schedule. These quantities won’t change unless a contract modification http://www.sam.gov/ is issued or an error in the design calculations is found that causes the quantities to change by more than 15% or more. (see FSSS 109.02)
• Excess and unsuitable excavation shall be removed and sidecast at locations designated by the CO within 1 mile of the project site. Material shall be seeded and mulched.
• Forest Service FP-03 specifications apply to the project. Access at:
https://flh.fhwa.dot.gov/resources/specs/fp-03/.
• Schedule of Items, Item 15759, sediment bag. Note that a different dimension is specified for each location. Bid project as specified.
• Both new culverts are Government-furnished and are stockpiled at the Unaka Work Center, 250 Forest Service Road, Unicoi TN. Contractor shall load, transport, and assemble the culverts. The manufacturer’s drawings for assembly are in one of the buckets that contain some of the hardware. These drawings will be included in an amendment to the solicitation.
• Density tests of the culvert backfill are not required. Specifications require compaction of the material with appropriate compaction equipment until visual displacement ceases.
• There are two pay items for stream simulation work:
o 64803, class 1 channel rock: drawings state to use onsite material before hauling in additional rock.
o 64805, class 7 and class 10 simulation rock: drawings state to use onsite material.
Contractor will likely need to mix this material onsite to obtain the specified gradation shown in Subsection 705.8 of the FSSS. The gradation be determined visually. The drawings on sheets 15 and 20 don’t show the depth of this material. This material shall be used to obtain the new streambed elevation and gradient shown on the profile sheets which show that the depth of the material varies.
• Seed mixture is annual rye and fungus free fescue.
• With CO’s approval, the contractor can install temporary gates near the sites as long as they have the proper signs.
• Culvert footings are Government-furnished footing pads.
• Excavate to rock in streambed to place footing pads. Use leveling concrete for:
o a smooth surface for the footing pads o obtaining the proper elevation for the footing pads o the dead loads placed along entire lengths of the exterior of the culverts (on both sides)
Questions:
• Are funds available to award contract? Yes, the project is funded.
• Forest Service FP-03 specifications apply to this project. Access online at
• Is it OK to not start work until mid-September? Yes, General note #1 on drawings states that work on Briar Creek must start and be accepted before starting work on Clarks Creek (Sill Branch), and that work on Clarks Creek (Sill Branch) cannot start before September 1.
• How long after award can the Notice to Proceed be issued? There is no set time. Work should start no later than mid-September before winter weather impacts the project.
• Can silt fence with wooden stakes and without wire backing be used? Yes, wire-backed silt fence is only required to be used around the sediment filter bags. Silt fence used at other locations doesn’t require wire backing.
https://flh.fhwa.dot.gov/resources/specs/fp-03/
• Is pug mix aggregate specified? No, but contractor may want to use pug mix to make it easier to obtain the proper moisture content for compaction of the culvert backfill, rather than adding water on site.
• Are concrete tests required? Only test is the 28 day compressive strength test. Will add a note to plans to include testing for 7 day compressive strength since culverts will likely be installed within 28 days of placing the concrete.
• Can gate at the beginning of Briar Creek road be closed for traffic control? Yes. Will add note to drawings to clarify this.
• Can concrete culvert at Briar Creek be buried on Forest Service land? No, but if approved by the CO, pieces less than 18” may be able to be incorporated into the riprap. Material not approved for use as riprap shall be removed from Forest Service land. Will add note to the drawings. The culverts at Sill Branch shall be removed from Forest Service land.
• Who does the staking? Contractor. Benchmark locations and coordinates are shown on the drawings. Forest Service can provide additional information if needed.
• Which trees are to be cut and what about bat habitat? Drawings state that trees to be removed will be marked by the Forest Service and will be removed to areas on Forest Service land designated by the CO. Forest Service has U.S. Fish & Wildlife Service’s permission to cut trees during the roosting season; also, it’s likely that the trees will be cut outside the roosting season.
• Can contractor camp at both sites? Usually; requires District Ranger’s approval.
Other Items not specifically discussed:
• Shown on the Drawings: Stream diversion method shall be approved by the CO.
• Stated in FP-03:
o Direct payment: Payment for all contract work is provided, either directly or indirectly, under the pay items shown in the bid schedule.
o Indirect payment: Work for which direct payment is not provided is a subsidiary obligation of the Contractor. Payment for such work is indirectly included under other pay items shown in the bid schedule. This includes instances when the Section ordering the work references another Section for performing the work and the work is not referenced in the Measurement Subsection of the Section ordering the work.
Amendments to the Drawings:
• On sheet 2, under NOTES:
o Under GENERAL, add:
The existing Forest Service gate on Briar Creek Road may be closed. If the gate is closed, the Contractor shall still place barricades as shown on sheet 3.
If approved by the CO, the contractor may install properly signed temporary gates within approximately 1,000’ of the work areas at locations approved by the CO.
If approved by the CO, concrete pieces less than 18” from the existing culvert at Briar Creek may in incorporated into the Class I riprap.
o Under CULVERT FOOTING change note #10 to read:
The only sampling and testing required for the leveling concrete shall be to determine the 7 and 28 days compressive strengths.
• On sheet 13:
o Change length of the new culvert stated in the note from 22.5’ to 22.75’
Amendments to the SCHEDULE OF ITEMS:
• Item 1, Pay Item #64805:
o Change class 7 to class 10
• Item 2, Pay item # 60360B:
o Change 14’-10” span, 4’-10” rise x 22.5’ long to 15’-1” span, 5’-8” rise x 22.75’ long o Change CONTECH structure no. 28 to CONTECH structure no. 29A6
Amendments to the FSSS:
• Under Section 684.02, change to read:
o Foundation Fill 704.01 o Stream Bed Simulation Material 705.8 o Channel Rock 705.9
