Pre-Bid Meeting, Ocoee Whitewater Center Seal Coat and Pavement Markings, AG-4756-S-16-0041 Contracting Officer’s Discussion Points

Attending for Government: Nina Barrow, Contracting Officer Gary Hubbard, Forest Engineer/Project COR Gustavo Vallejo, Procurement Technician Contractors in attendance: The Surface Masters

Justin Meier and Austin Klinefelter 2150 Northwest Pkwy, Suite T

Marietta, GA 30067 770-250-6392 ext 702 justin.meier@thesurfacemasters.com

Meeting (not mandatory) was held on June 28, 2016 at 1030 at project site, Ocoee Whitewater Center, 4400 Hwy 64, Copperhill, TN.

Project is 100% set aside for Small Business. Small business size is determined by firm’s registration in the System for Award Management (SAM).

Price range: $25,000 - $150,000.

This is a federal construction project. Construction Wage Rates apply (formerly Davis Bacon);

these are included as an attachment in the solicitation. You are required to make and keep payrolls, and submit certified payrolls weekly to COR. Retain records for 3 years, subject to DOL review. Note – minimum $10.10 wage.

Registration in the System for Award Management is required for award of contract. Go to https://www.sam.gov/ to register. Registration requires a DUNS number; go to http://www.dnb.com/ Registration is free for both Dun & Bradstreet and SAM.

This solicitation is issued as a Request for Quotation. A bid bond is not required. Payment protection will be required if award exceeds $35,000, but is less than $150,000. Acceptable forms of payment protections are: a payment bond, an irrevocable letter of credit, or a cashier’s check. A tripartite escrow agreement is not an acceptable form of payment protection for this solicitation.

Award will be on the basis of best value to the Government, using price, experience and past performance as evaluation factors. Price is somewhat more important than experience and past performance combined. Award may be made to other than the lowest priced quotation.

Successful contractor will have 10 days to furnish payment protection, in the amount of 100% of contract price. Quotes are due by 4:00 p.m. Tuesday, July 12, 2016. Quotes may be emailed or sent hard copy.

Contract time: 30 days following the effective date of the Notice to Proceed. Notice to Proceed will not be issued before September 12, 2016.

Check FedBizOpps for amendments. Sign-in sheet and questions and answers from the meeting today will be posted.

Gary Hubbard discussed aspects of the work to be completed:

https://www.sam.gov/ http://www.dnb.com/

1. The Whitewater Center will remain open to employees and the public during contract performance. Contractor will be required to submit a traffic control plan. Need to maintain 6 traffic spaces at all times.

2. Hubbard reviewed the Schedule of Items. Note the following:

Item 40401, Minor Hot Asphalt Concrete for Patching. Areas considered for patching were sites of former fence posts. After site inspection, Forest Service will change to asphalt overlay on the fence post sites at the west end of the parking lot. See Revised Schedule of Items, with added quantities.

AQ = Approximate Quantity. Quantities will be measured, and payment will be made for quantities actually furnished.

Item 40801, Seal Coat. Specifications for seal coat are found in the Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects, FP-03.

Link: https://flh.fhwa.dot.gov/resources/specs/fp-03/fp-03usc.pdf

Item 41419: 5,000’ AQ, quantity should not exceed this figure. Contractor will seal longitudinal cracks, not alligator cracking.

Items 63401A, 63401B, 63405A, 63405B, 63405C, 63405D: paint is Type K, waterborne traffic paint. “Epoxy” is removed.

(Change in 36” pavement markings – to 18”?)

(Change in 36” exit signs?)

(Change in 84” directional arrows – to 6’?)

(determine correct spec for Handicap spaces if necessary – blue vs white) Contractor will provide submittals for crack cleaner, crack sealer, seal coat, paint, and hot asphalt concrete. Submittals will be reviewed and approved prior to start of work on site.

The following items must be protected from seal coat overspray: existing speed bumps, flagpoles, bear-proof trash cans, adjacent concrete surfaces.

Additional “No Parking” stencils/signs may be added.

Add “Do Not Enter” stencil/sign at turn-around.

Add hatching at lower handicap parking site.

The large parking area at the west or lower end of the site has very little existing pavement marking. Forest Service will furnish a plan after contract award for striping, which may include both vehicle parking and bus/large RV parking.

3. Work will not begin prior to September 12th, due to a scheduled event at the Whitewater Center September 11.
