Pre-Bid Meeting, Mac Point Well House Replacement, AG-4756-S-16-0017 Contracting Officer’s Discussion Points Attending for Government: Nina Barrow, Contracting Officer
Jay Chapman, COR
Contractors in Attendance: See attached Sign-in Sheets
Meeting was held on February 24, 2016 at 0900 at project site, Mac Point Beach.
· Project is 100% set aside for Small Business. Price range: $25,000 - $150,000.
· This is a federal construction project. Construction Wage Rates apply (formerly Davis Bacon). You are required to make and keep payrolls, and submit certified payrolls weekly to COR. Retain records for 3 years, subject to DOL review. Note – minimum $10.10 wage.
· Registration in the System for Award Management is required for award. Go to https://www.sam.gov/ to register. Registration requires a DUNS number; go to http://www.dnb.com/ Registration is free for both Dun & Bradstreet and SAM.
· Bid bond is not required. Payment protection will be required if award exceeds $30,000. This may be a payment bond, irrevocable letter of credit, or cashier’s check.
· Award will be on the basis of best value to the Government, using price, experience and past performance as evaluation factors. Price is somewhat more important than experience and past performance combined. Award may be made to other than the lowest priced quotation.
· Successful contractor will have 10 days to furnish payment protection, in the amount of 100% of contract price. Quotes are due by 4:00 p.m. Tuesday, March 15, 2015. Quotes may be emailed or sent hard copy.
· Contract time: 60 days. Pre-work meeting will be held with the successful contractor. Work will start within 10 days of receiving the Notice to Proceed.
· Check FBO for amendments. Sign-in sheet and questions and answers from the meeting today will be posted.
Notes from pre-bid meeting:
· TN has approved plans. Note: emphasis on disinfecting waterlines prior to putting back in service.
· If you are awarded the contract, you will be required to submit a Progress Schedule prior to starting work showing work start/end dates and dates for major portions of the work (demolition, waterline, electrical, etc.) All 60 days of contract time will be used to prepare the Progress Schedule.
· Sanitary facilities – Contractor is required to provide a portable toilet.
· Contractor will need to provide water and electric during construction; Set a temporary meter? Notes on drawings for relocating meter.
· Submittals are required 15 days prior.
· Licensed well driller is required. His work will extend up to the sanitary cap. Driller will extend the casing.
· Contractor shall pressure test the water system and disinfect. Coliform test results must be provided to Forest Service prior to final acceptance. See Specification Section 02660.
· Contractor is required to keep as-built drawings; will turn in to Forest Service at completion of project.
· Forest Service will designate a disposal site for slash, either adjacent to site or across Hwy 64 behind closed road gate.
· Because work is being performed in a developed recreation site, all tree wounds are required to be dressed.
· Utility backfill – Forest Service must see and inspect any buried utilities prior to backfill. Open trenches may not be left uncovered overnight.
· Note requirements for site traffic control. Entrance/exit to/from Highway 64 is tight, due to entrance location in a curve. Contractor may barricade the entrance.
· Normal time for Mac Point Beach to open to the public is May 1. Forest Service goal is to complete construction prior to Memorial Day weekend, or by May 27. However, the 60 days of contract time control the project. Site will remain closed to the public during construction.
· TDEC may visit the project site to inspect the work. The FS will notify the Chattanooga Field Office of the start of construction.
· HDPE pipe is specified. Certified installers are required. Receiving inspection is required.
· 100 psi pressure test. Includes all waterline up to first valve inside pavilion.
· Submit certified payrolls weekly. Subcontractors can submit payrolls through the prime contractor.
Question: Can date for submission of quotes be extended? Answer: no. Submit quotations by 4:00 p.m. on March 15.
Question: Does new pipe need testing up to first valve? Answer – yes.
· Steel reservoir on top of hill will be removed. Pressure tank in pump house will replace reservoir.
Question: How much waterline will be removed? Answer: minimum of 20’ at each end. Will excess be capped or left? The upper end of the waterline that will remain can be pinched closed. It does not need to be capped.
Question: Will COR/Inspector be on site at all times when trench is dug? Answer: Trenching work should be shown on construction progress schedule. Inspector may not be onsite at all times but will be onsite regularly. Inspectors and/or COR plan to inspect at critical points of construction and will schedule to be onsite when necessary.
Question: Can we post someone to guard the trench instead of covering it up at night? Answer: that is Contractor’s decision.
· Jay will address discrepancies noted between specifications and drawings. Will be posted in Amendment 1 with meeting notes and sign-in sheet.
· Pump is Goulds or equal. (New well pump is part of well work, Schedule of Items E)
Question: Volunteer Electric pole for outdoor light; will VEC take this or leave it? Answer: VEC responsibility stops at meter but VEC does own the outdoor light and pole. Bid as shown. FS will work with VEC to resolve prior to construction.
Group visited existing well house scheduled for demolition. All materials will be removed from site and disposed of off Forest Service lands. See Specification 02050
· Clearing limits – Forest Service will designate trees to be removed. Trees will be removed from site and disposed of in designated area across Hwy. 64.
· Marble marker on site can be removed during construction and replaced.
Group visited steel reservoir on top of hill above the pavilion. Reservoir is 5’ – 6’ in diameter, at least 10’ long. Excavate reservoir and remove from site.
Question: Will Forest Service mark pressure sewer line? Contractor responsibility to field verify all utilities. Pressure Sewer location shown on drawings is taken from 1973 as-built drawings. As-builts show size is 2 ½ inch, bury depth is 18 inches, and material is PVC.
· Steel casing will be installed where water crosses the sewer line.
Question: What is the depth of the new water line? Answer: Proposed depth is 20 inches
Question: Does “select material for bedding new pipe” mean only the sand around the pipe? Answer: yes. Native backfill is acceptable for fill on top of sand. No rocks larger than 4” size in backfill material.
See Section 02221, Initial Backfill is defined as bedding around pipe.
Question: Should there be a main disconnect for the electric service (MDP, Page 10). Yes. Include a 200 Amp main disconnect panel to serve Panel A and C.
Question: What is lead time for pressure tank (Someone mentioned 8 to 10 weeks)? Confirmed there is no significant lead time for WM-35WB according to PENTAIR distributor Drillers Service in Knoxville, Randy @ 865-523-1782.
