established by the Erosion Control Technology Council (ECTC) and Federal Highway Administration’s (FHWA) FP-03 Section 713.17.

(12) Installation and anchoring of the erosion control blanket shall be as follows:

If more than 1 roll is required, then the first rolls to be installed shall be the rolls placed at the downstream end of the area. Each additional roll that is needed going upstream shall overlap the lower roll with the upstream roll being placed on top of the lower roll similar to shingles. Each individual roll installation shall be begin at the top of the slope by anchoring the blanket in a 6 inch deep by 6 inch wide trench with approximately 12 inches of blanket extended beyond the up-slope portion of the trench. Backfill and compact the trench only after pinning the blanket in the trench.

Apply the seed to the prepared seedbed and fold remaining blanket back over the filled trench. Secure the blanket with a row of pins spaced a maximum 20 inches apart across the width of the blanket. Next, roll the blanket down the slope securing the blanket by placing pins as shown on Stapling Pattern E at the end of the specification, but at a density of not less than 3.75 staples per square yard. Overlap blankets a minimum of 8 inches, and secure lap with pins on a maximum spacing of 10 inches along the lap. Pin length shall be a minimum of 6 inches. Pins used shall be biodegradable. American Excelsior E-Staple, or another manufacturer’s equivalent pin, meets this requirement.

(13) In Section 6, Measurement and Payment, Method 1 will apply: For items of work for which specific unit prices are established in the contract, the area treated shall be measures with the slope and the area calculated to the nearest square yard (SY).

Measurement is the surface area covered, not total amount of erosion control blanket required to cover the areas. Such compensation for Seeding, Sprigging, and Mulching shall constitute full payment for all items included in Bid Item #9 – Seeding, Sprigging, and Mulching, Erosion Control Blanket.
