SECTION 900 – GENERAL SPECIFICATIONS
Section 903 – INTENT OF CONTRACT
903.01 Intent. The intent is to provide for the completion of the project described in the contract. Furnish all labor, materials, equipment, tools, transportation, supplies, pre-fabricated Fiber Reinforced Polymer (FRP) Bridge, pre-cast concrete modular retaining walls for bridge abutments, and the required specified bridge documentation. Perform all work necessary to complete the construction of the pre-cast concrete modular retaining walls and bridge foundations and the new Fiber Reinforced Polymer bridge in accordance with drawings, specifications, and provisions of the contract.
Designations: CO – Contracting Officer and COR – Contracting Office’s Representative.
Refer to standard specifications in “Standard Specifications for Construction and Maintenance of Trails”, EM-7720-103, September 1996”. All dimensions for this project will be in the English system and not metric.

903.02 General: Summary of Work
The scope of this contract is to install a proposed 4 ft wide x 35 ft long Fiber Reinforced Polymer (FRP) bridge on a sill abutments on top of a Lock + Load pre-cast concrete retaining wall system (or an approved equal) on the east and west sides of the bridge. The site is on the Macedonia Hiking Trail system and is located on the Enoree Ranger District of the Sumter National Forest in Union County, South Carolina. The site is located approximately 8 miles north of I-26 and off County Road 56 toward Cross Keys, South Carolina. The Forest Service Road #444 turns to the east toward the bridge site after crossing Macedonia Lake dam. The approximate bearings for the bridge location: N 34 degrees 36 minutes 0 seconds and W 81 degrees 46 minutes 0 seconds.
Note: the contractor shall have the option to submit for substitution, a pre-engineered pre-cast concrete abutment wall system. The required support data for the bridge abutments shall be approved by the Contracting Officer (CO) for substitution if considered to be an equal to the specified As Shown OnTthe Drawings.
Other associated work.
a. The cutting, falling, and or grubbing of several trees at the abutment locations, and adjacent to the crossing structure maybe required. These trees shall be felled, cut up and scattered in a manner and position so as not to create a future hazard to the new bridge during typical storm events high water levels or as specified.
b. Contractor to clear and remove any questionable vegetative debris in the stream channel, at least 50 ft. upstream of the new bridge, that could be a potential floating hazard, during high water storm events, to the bridge.
c.
Necessary trail grading, any required stone fill at the ramps and the specified stone placement at the bridges two ends.
d. Protect existing trail and access road and restore any damaged sections at the projects completion.
Section 904 – MAINTENANCE FOR TRAFFIC
904.01 General. Delete the first sentence and add “The Contractor shall be allowed to close the trail section to the bridge site during construction.”

905.01 Handling Materials
Add third paragraph. “The Fiber Reinforced Polymer Bridge may be shipped to the site in component parts or partially assembled as specified by the Contractor. Contractor to take extreme care in the storage and movement of the FRP Bridge component parts to the project site for assembly as specified by the bridge manufacturer. Damaged members may be rejected.”

907.02 Certification and Measurements
(a) Offsite-Produced Materials. Add the following requirements to the end of the first paragraph.
A.
Submittals as required shall be submitted to the COR by the Contractor.
B.
Construction Schedule - A proposed schedule of work for the project construction shall be submitted to the COR for approval before starting construction.
C.
The Contractor shall be required to furnish submittals on items he intends to use other than the brand names listed in the specifications. Design modifications to accommodate these items will be the responsibility of the Contractor and no additional compensation shall be allowed for those modifications. Submittals shall be made within fifteen (15) days prior to commencing any work that relates to the respective submittal. Submittals shall include the following:

Section 908 – STAKING, FLAGGING, AND CLEANUP

908.02 General.
Add to end of first paragraph “Construction staking shall be the responsibility of the Contractor. Staking for any part of the work shall be approved by the COR prior to commencing, construction on that part. The Contractor shall complete the layout of the work and shall be responsible for all measurements that may be required for the execution of the work. Construction staking shall include the abutments, bridge location, and specified trail approaches for construction.
Section 909 – TEMPORARY UTILITIES AND USE OF PREMISES
A.
Electricity - No electricity is available in the immediate vicinity of the site.
B.
Water - Potable water is not available at the site.
C.
Sanitary - Sanitary facilities are not available at the site. Contractor is responsible to provide the temporary sanitary facilities for workers.
D. Forest Service Road # 444 provides access to the pathway that leads to the proposed bridge project site. There is a Forest Service gate just before the road crosses the Macedonia dam. The Contractor shall have full access through this gate to the site upon written request for access through the CO. The CO will obtain written approval from the Enoree District Ranger for the Contractor. With approval the Contractor shall be allowed to stage construction materials near the project site and may obtain written approval for workers’ overnight use of the site to protect materials and equipment if a concern. The COR and Contractor shall select a route, that may require some improvement, so as to allow the movement of equipment and materials to the project site. Contractor shall provide “Trail Closed for Bridge Construction” signs at the entrance to the trail from the east and west direction.
E. If necessary for protection of the FRP bridge components should the bridge arrive before the abutments are completed, the Contractor may request permission to temporary store the FRP Bridge at the Enoree Ranger District Work Center at 20 Work Center Road, Whitmire, S.C. 29178. 912.01 Work.

912.03 Use and Disposal of Excavated Material
Add to end of first paragraph “Contractor to obtain the COR’s approval to use any of the excavated bridge abutment material that is suitable for use at the bridge project site or have it dispose of at a designated site.”

Construction
916.02 Removal of Culverts and Bridges.
Delete the second sentence of the second paragraph –“Where a portion of an existing structure …..” and replace with “Remove all components of the existing structure, including the foundations, from the project site and off government property in such a manner that the new structure can be erected in the same general alignment. Any salvaged wood shall become the property of the contractor and may not be reused on the new bridge.
916.07 – Payment

Section 935 – Pre-cast Concrete Modular Retaining Walls Description
935.01 Work. Work consists of constructing pre-cast concrete modular retaining wall, or an approved equal by the CO, for the bridge abutments specified, including excavating, placing borrow, backfilling, trail bed and slope finishing and installing border timbers to contain the trail tread stone at the ends of the bridge.
Materials
935.02 Requirements. Use materials meeting the requirements of the following section:

935.03 Excavation. Excavate in accordance with Section 912 to provide a stable foundation for rock fill bedding material for the concrete modular retaining wall components. Both sides of the new bridge receives similar construction techniques for preparing the FRP bridge end foundations to the lines and grades SHOWN ON THE DRAWINGS.
935.04 Wall Construction. Construct the pre-cast concrete modular retaining wall units, Lock + Load retaining wall, or an approved equal by the CO, at locations SHOWN ON THE DRAWINGS and DESIGNATED ON THE GROUND. Stagger vertical joints a minimum of 4 inches horizontally from vertical joints in adjoining courses.
Install the modular retaining wall system according to the manufacturer’s construction procedures. Follow the manufacturers recommendations for foundation layout, wall installation, backfill placement, compaction rate (92% Modified Proctor), and the proper size compaction equipment to achieve the required backfill compaction density.
Measurement
935.05 Method. Measure the quantities in accordance with Section 906.
Payment
935.06 Basis. Pay for the accepted quantities in accordance with Section 906 and as SHOWN IN THE SCHEDULE OF ITEMS. Any required excavation, site prep, geosynthetics, backfill stone and borrow, and timber borders shall be incidental to the modular wall construction.

Section 937 – Prefabricated Fiber Reinforce Polymer Pedestrian Trail Bridge
Description
937.01 Work. The work shall consist of design, fabrication, and construction of the Fiber Reinforced Polymer (FRP) trail bridge. The Contractor shall provide a fully engineered 4 ft wide x 35 ft long (sloped ends) bridge of Fiber Reinforced Polymer composite construction with the support documentation of the bridge drawings and structural calculations that are signed and sealed by the designing Licensed Professional Engineer. These documents shall be reviewed and approved by the Forest Service prior to beginning the bridge fabrication.
One source regarded as the minimum standards for design and construction of the FRP bridge is E.T.Techtonics, Inc., P.O. Box 40060, Philadelphia, PA 19106, phone 215-592-7620 or an approved equal.
Work includes all other incidental work necessary to complete the bridge installation.
Materials
937.02 Requirements. Furnish materials that meet the following requirements:
· All lumber shall be No. 2 or better, Southern Yellow Pine and pressure treated per AWPA Standards. All lumber shall be sawn and fabricated prior to pressure treatment with preservative. All material shall be produced in accordance with Best Management Practices for the Use of Treated Wood in Aquatic Environments, 1996, by Western Wood Preservers Institute, and Canadian Institute of Treated Wood.
· All hardware used in the construction of the abutments shall be hot dip galvanized in accordance with AASHTO M-232. The FRP Bridge bolted connection hardware shall be A307 hot-dipped galvanized steel or better.
· FRP bridges shall be fabricated from high-strength E-glass and isophthalic polyester resin with fire retardant additive.
· The FRP bridge plates are fabricated and purchased from the manufacturer of the FRP bridge. The FRP plates are supported by the specified bridge support sills (Section 967) and anchored by the duckbill soil anchors, to which the bridge stringers are attached setting on the plate AS SHOWN ON THE DRAWINGS.
· Weathering and ultraviolet light protection shall be provided by addition of a veil to the laminate construction. Minimum material strength and properties are as follows:

· The minimum thickness of FRP Composite shapes shall be as follows:
Square tube members (closed type shape) shall be 0.25 inch
Wide-flange beams, channel sections, and angles (open type shapes) shall be a minimum thickness of 0.25 inch.
Standard bridge end plate shall be minimum thickness of 0.25 inch.
937.03 Design Requirements. The 4 ft wide bridge shall be designed for live load, dead load, snow load, and wind load in accordance with AASHTO’s Standard Specifications for Highway Bridges and as recommended in AASHTO’s Guide Specifications for Design of Pedestrian Bridges and AASHTO’s Guide Specifications for Design of FRP Pedestrian Bridges, First Edition 2008. The bridges shall meet the requirements for accessibility as outlined in the Accessibility Guidebook for Outdoor Recreation and Trails: http://www.fs.fed.us/recreation/programs/accessibility/htmlpubs/htm06232801/index.htm.
The overall length of the FRP bridge shall be 35 LF single span. The clear deck width shall be 4 ft measured from the inside face of structural elements at deck level.
The bridge shall have a vertical camber at midspan equal to 100% of the full dead load deflection plus 1% of the full length of the bridge. The color of the bridge shall be “green”.
The bridge shall have a minimum 54 inch high guardrail and a minimum 4 inch high toe rail. Horizontal safety rails shall be placed on the structure to prevent a 6 inch sphere from passing through the truss.
The bridge shall be provided with a ¼” thick cover plate at each end. The plate shall cover the gap between the bridge and the backwall of the abutment. The cover plate shall be affixed to the bridge end floor beam and shall be free to slide on the backwall. The top edges of the cover plate shall be beveled. The plate shall be of sufficient length to cover the end gaps at all temperature extremes and loading conditions.
The bridge shall have standard 3” x 12” pressure treated SYP plank deck.
937.04 Design Drawings. Provide drawings and calculations for the bridge. The Contractor is responsible for preparing all shop drawings necessary for erection of the bridge. All drawings and calculations shall have the signature and seal of a registered professional engineer that designed the structure.
The Contractor shall submit all calculations and drawings at least 14 days in advance of the start of fabrication to allow time for review by the Engineer and correction of any changes. Include plan, elevation, and section views of he pedestrian bridge superstructure, dimensions of all components, connection details, and general and specific notes regarding design and construction.
The Contractor and COR shall be provided with detailed installation instructions.
Construction
937.05 General. Perform all excavation and embankment work in accordance with Section 912.
All topsoil shall be removed to clean mineral soil under footings prior to placement.
All construction and installation shall be performed in conformance with manufacturer’s recommendations and the approved shop drawings.
937.06 Performance. Provide 14 days notice prior to delivery and/or installation of the new bridge.
If the prefabricated superstructure is not installed immediately upon delivery to the project site, provide appropriate equipment and labor to unload and stack, support, and store all material at the delivery point designated by the COR. Support and stack all components to prevent damage. Furnish and install blocking such that all components are supported at least 6 inches above the ground.
937.07 Contractor-Furnished Prefabricated Fiber Reinforced Polymer Pedestrian Trail Bridge. Furnish the CO with the following items for approval prior to delivery of the bridge components:
(a) Certification by an approved inspection and testing agency of FRP components.
(b) Certification by an approved inspection and testing agency of wood treatment, listing method of treatment, type of preservative, retention, and penetration. Supplier certification is permitted if each piece is stamped or branded with a legible American Wood Preservers Bureau quality mark.
(c) Signed and Sealed by the designing Licensed Professional Engineer the drawings and design calculations for the FRP Bridge.
(d) A complete list of all bridge components, hardware, and fasteners.
(e) Complete erection instructions and drawings.
Measurement
937.08 Method. The method of measurement is LUMP SUM QUANTITY.
Measure prefabricated pedestrian trail bridge on a lump sum basis. Include all materials and work necessary to furnish, transport and install the bridge.
Payment
937.09 Basis. The accepted quantities will be paid for at the contract unit price for each PAY ITEM DESIGNATED IN THE SCHEDULE OF ITEMS.

Special Project Specification Section 951 Mobilization Description
951.01 Work. The Macedonia hiking trail bridge project site can be accessed from Forest Development Road (FDR) #444. There is a potential staging area in an open field adjacent to a woods road and the bridge site. The hiking trail along the edge of the field may need to be hardened by the Contractor to allow transport of materials and equipment, such as a small excavator and stone haulers, to the project site if the area is wet at the time of construction. The Contractor shall request in writing to the CO on acquiring approval for a suitable access route and obtain written approval from the Enoree District Ranger.

951.02 Basis
Delete entire section and replace with the following sentence “Payment shall be incidental to the Pre-Cast Concrete Modular Retaining Wall, Section 935”.
Special Project Specification Section 955 Seeding and Mulching
955.02 Seed. All disturbed soil shall be seeded according to the following specifications:
Contractor shall furnish and install clean straw over all seeded areas within of disturbed ground at the bridge site and approach ramps. Seed and straw may be required at other locations as DESIGNATED BY THE COR.

The seed shall be packaged separately from fertilizer and contain the designated types of seed for the application rate designated.
955.03 Fertilizer. The fertilizer shall be 19-19-19, and shall be applied at the rate of 300 pounds per acre. Lime shall be applied at a rate of 2000 lbs per acre.
955.04 Mulch. Dry mulch shall be straw or wood cellulose fiber applied at the rate of 3000 lbs per acre. The mulch shall be free from weeds, mold or other objectionable material. Apply mulch immediately after seeding.
955.06 Seeding Season. See 955.02 or a period otherwise approved by the CO.

955.11 Basis

Special Project Specification Section 956 Temporary Construction Access Description
956.01 Work. Perform clearing and grubbing, excavation and embankment, and erosion control. During clearing and grubbing, treat merchantable timber and construction slash, including all trees designated for removal. During excavation and embankment, excavate and use borrow material; excavate drainage; including approaches, turnarounds, ditches, and drainage dips; and place all excavated material, regardless of nature. Perform erosion control by furnishing and placing seed, and mulch on all disturbed areas. Construct the temporary roadway at locations designated on the ground with approval by the COR and to the minimum dimensions required for equipment to access the project and to cross the drainage as necessary to perform excavation operations.

937.02 Requirement. Ensure that materials are as SHOWN ON THE DRAWINGS and that they meet requirements specified in the following section:

Description
956.03 Clearing & Disposal. Protect construction stakes and construction control markers. Clearing width shall be limited to 10 ft unless approved by the Engineer. Remove or treat all trees, snags, downed timber, brush, and stumps within the clearing limits according to the following specifications:
(a) Merchantable Timber. Remove all merchantable timber from Government land, without charge to the Government. This timber becomes the property of the Contractor, but may not be exported from the United States or used as substitution (as defined in 23 CFR 223.10) for timber from private lands exported by the Contractor or an affiliate, directly or indirectly.
(b) Unmerchantable Timber. All unmerchantable timber with a diameter larger than 6 inches shall be cut in lengths less than 3 feet and scattered in the woods as approved by the COR or removed from Government land, without charge to the Government.
(c) Construction Slash. Treat construction slash smaller the 6 inches in diameter by scattering outside the clearing limits without damaging trees.
956.04 Grubbing. Grubbing is required only where flush cutting of stumps is not practical. Stumps shall be placed in an upright position beyond the clearing limits.
956.05 Excavation & Embankment. Construct temporary access across the drainage for small track excavator to perform excavation work for bridge abutment and other associated construction work. Protect backslopes from being undercut. The Contractor to provide the COR/Project Engineer an erosion control plan and request a construction equipment route across the drainage to the opposite bank project work-site.
Use borrow material from locations approved by the Engineer.
Aggregate surfacing or mats may be used where soft sub base requires additional support for construction equipment. Aggregate surfacing or mats shall be removed when construction is complete unless otherwise approved by the CO.
Place rocks that are too large to be incorporated in the embankment outside the traveled way on the downhill side such that they will not roll, obstruct drainage, or hinder roadbed use and maintenance.
Leave slopes that are to be seeded in a roughened condition.
Shape and finish the trail bed to the condition ordinarily accomplished by a crawler tractor with dozer blade to provide drainage of surface water.
The tolerance for traveled way width shall be (+) 30 inches.
956.06 Low Water Crossings. Low water crossing shall be constructed at bridge location to facilitate construction of abutments and placement of the prefabricated bridges. Silt fence shall be installed across the low water crossing, at the creek bank edge, when not in use. The crossings shall be obliterated when construction is complete by restoring the original stream bank shape and by seeding and mulching all disturbed areas on the bank approaches.
956.07 Erosion Control. Seed and mulch all disturbed areas per Section 655 Seeding and Mulching. Apply materials uniformly to all disturbed areas. Furnish and install silt fence along all disturbed areas adjacent to streams or intermittent drains. Silt fence may be required at other locations as directed by the CO/COR. Shape, seed, mulch and fertilize entire access road at end of project.
Measurement
956.08 Method.
Include all materials and work necessary to provide and maintain temporary access to the bridge sites during construction. Also include all materials and work necessary to obliterated temporary stream crossing and to stabilize and revegetate access route at end of project.

The concrete modular retaining wall units for the bridge abutments shall be Lock + Load design with interlocking panels and counterfort, or an approved equal by the CO. The wall system shall provide a uniform compaction from the face to the far end of the soil reinforcement to create a monolithic mass of reinforced soil for the units and the bridge foundation supports.

Special Project Specification Section 962—MATERIALS FOR TIMBER STRUCTURES
962.01 Structural Lumber. All lumber shall comply with grades and design values as given in the “National Design Specification for Wood Construction”, latest edition. All lumber shall be surfaced dry with 19% maximum moisture content at time of placement. Use sizes indicated as SHOWN ON THE DRAWINGS. Sizes on the drawings are nominal sizes.
All lumber for this project shall be Southern Pine meeting the following grades or better:

Do not cut, bore, countersink or notch wood members after preservative treatment, except where shown on the drawings and approved by the CO.
Beams shall have their ends supported and held in position by full depth solid blocking using approved joist hangers.
All beams shall bear on the full width of the supporting elements.
962.03 Hardware.
Note: the FRP bridge package is delivered with its own deck carriage bolts, washers, and nuts.
Install all connectors per manufacturer’s recommendations.
962.04 Preservative. Use wood preservative treatment methods meeting the requirements of AASHTO M 133 as SHOWN ON THE DRAWINGS. Completely and accurately fabricate all treated timber before treatment. Provide treated timber that is clean and free of dripping treatment liquids.
Submit a certified copy of the lot certification, by a qualified independent inspection and testing agency, to the CO for each charge of preservative, stating penetration in inches and retention in pounds per cubic foot (assay method). In addition, provide a written certification from the producer of the treated products that Best Management Practices for the Use of Treated Wood in Aquatic Environments, 1996, by Western Wood Preservers Institute, and Canadian Institute of Treated Wood were utilized. Include a description and appropriate documentation of the Best Management Practices used.
One approved treatment is ACQ for southern yellow pine or as approved by the CO:
All lumber in ground contact (boardwalk support posts) = 0.40 pcf ACQ all other lumber = 0.25 pcf ACQ.
Field treatment of all lumber that have been notched, cut, or drilled after the initial preservative treatment is required and shall be approved by the CO.
967.05 - Payment
Payment for the timbers shall be Incidental to FRP Bridge Pay Item.
Special Project Specification Section 967 – Bridge Support Sills
967.01 ‑ General This section covers the furnishing and installing of the concrete or plastic bumpers and all accessories and components. The plastic or concrete bumpers are the foundation for the bridge ends as SHOWN ON THE DRAWINGS. Wood foundation sills for the bridge shall not be accepted as a substitute.
The sills shall be anchored into the compacted stone and into native ground, as Shown On The Drawings, with Manta Ray MR88 earth anchors. The FRP bridge plate attaches to the top of the sills and the FRP bridge stringers sets on the FRP plate. The bridge stringers shall be attached down on the FRP plate by 4 x 4 x ¼” galvanized metal bridge clips connected to the MR88 earth anchors AS SHOWN ON THE DRAWINGS.
967.02 – PRODUCTS

967.03 - Construction Install specified plastic or concrete bridge support sills for the FRP bridge plate and bridge structure end supports in contact with the compacted stone as Shown On The Drawings.

Payment for the bridge support sills, duckbill anchors, metal bridge clips, and other associated hardware shall be Incidental to FRP Bridge Pay Item.
