Questions and Answers
1) Q: How many copies of the bids are required, for submission?
A: One copy
2) Q: Can we take fill from outside of this work area?
A: If you try to take fill material from outside of the planned work area, but still on the easement, you must notify NRCS prior to the planned start of the activity and work may not commence in that area until our Cultural Resources Specialist has had an opportunity to review the new site.
3) Q: Do we need to excavate before you get to appropriate/usable material?
A: Yes, in most places a minimum of 18”, but it could be more.
4) Q: Do you want us to excavate wider rather than deeper, since excavated holes will be flooded or planted with food for wildlife?
A: Yes, shallower wide holes are preferred.
5) Q: Will there be a compaction test performed on the soil?
A: No, but the NRCS Inspector must be present to observe the work and test the borrow soil by hand as explained in Construction Specification 23.
6) Q: What material is the anti-seep collar and pipe?
A: Aluminum, as explained in Construction Specification 51, Material Specification 552 and noted on Drawing 7 of 7.
7) Q: Can we use a borrow pit/site other than one in the designated work area?
A: Yes, you may as long as suitable fill material is obtained; however, that will be at your own expense and you must make those arrangements independently. NRCS cannot participate in offsite earthfill material sourcing, but we will still need to perform the hand tests on the material prior to its use on the site. For instance, if you approach the landowner about using other parts of their property not on this easement, that will be a contract between you and the landowner.

8) Q: How much earthfill will be required for the embankment work at the water control structure?
A: Please refer to the specifications and drawings in the contract and make your own calculations.
9) Q: Do you expect the access road to need rock reinforcement?
A: The existing road is already a sand/gravel soil type, however depending upon the type of equipment used, you may find the road degrading. We have a requirement in the construction specifications that the road be left in as good or better condition than before construction activity began. Rock reinforcement is an allowable road repair/fortification method.
10) Q: What water delays should we expect?
A: The river adjacent to this swamp (Dock Swamp) may cause the roads to the site to become flooded, cutting off access to the site and we do not feel that de-watering would be feasible, so work may need to be delayed for several days. Some typical weather days have been accounted for in the contract, however extreme weather conditions are a special event. Delays for extreme site/weather conditions must be documented by the contractor, agreed upon by the NRCS COR and approved by the NRCS Contracting Officer.
11) Q: Does the Inspector need to be present for the seeding?
A: Yes, please refer to the work descriptions in Construction Specification 6.
