Common Stand Exam Services Ouachita National Forest

SECTION V – PERFORMANCE WORK STATEMENT TASKS

AND CRITICAL SUBTASKS

TECHNICAL SPECIFICATIONS

The Contractor shall furnish all labor, equipment, transportation, supervision, supplies (except those designated as

Government-furnished), incidentals, and perform all work necessary within the areas identified on Government-furnished documents and maps or photographs to;

(1) collect stand examination data to accurately characterize stand;

(2) collect plot data in a portable data recorder for uploading to the data center.

Work shall be in compliance with terms, specifications, conditions, and provisions of this contract such that the delineated stands meet the Society of American Foresters definition of being “A contiguous group of trees sufficiently uniform in age-class distribution, composition, and structure and growing on a site of sufficiently uniform quality to be a distinguishable unit.”

Work will consist of locating sample points within pre-defined stand areas, establishing those points by physical marker and latitude and longitude geo-reference, then measuring and recording individual stem data around those points using a Forest Service supported handheld electronic data recording device and the Common Stand Exam protocols of the Forest Service FSVeg program.

A list of supported data collection devices is shown in Attachment A. Information shall be collected as provided in the version of the FSVeg “Common Stand Exam Users Guide” and the “Common Stand Exam Field Guide

Region 8” current as of the date of contract award, except as specifically modified by the further provisions of this contract. References used in this contract to the “Users Guide” or the “Field Guide” are to version 1.7 dated

January 2005.

Each data collection point will consist of; (1) a variable radius 10 Basal Area Factor (BAF) plot, and (2) a 1/300 th

– acre fixed plot, each from a common plot center.

The Contractor is not required to re-map existing stands from the previous inventory where no contract requirement to delinate a new stand(s) applies. They may do so at their discretion to facilitate field work.

DESCRIPTION AND LOCATION

The project is located on National Forest System lands contained within the Ouachita National Forest and more particularly identified in tables and maps provided with each task order.

1. A table of compartments and stands to be inventoried along with the acreage of each stand and the number of plots required in each will be provided with each task order. This table is the basis for entering the required

‘settings’ within the FSVeg software and defines payment blocks.

2. A vicinity map showing project boundaries and stand location maps will be provided with each task order.

ACCESSIBILITY

The Contractor shall be responsible for obtaining all necessary permission to gain access to sample locations. If the Contractor cannot obtain permission to access a sample location, the Contractor must notify the Government in writing.

Vehicle access may be difficult or restricted. Stand locations may necessitate that the Contractor walk to the stand or acquire some other means of travel.

The Forest Service will furnish a key or keys to open gates on some on Forest Service Roads. The contractor is not permitted to use an off-highway vehicle.

INSPECTION AND ACCEPTANCE

INSPECTION OF THE WORK PERFORMANCE

Inspection of the work performance under this contract shall be made by the

Contracting Officer’s Representative or the designated inspector as the work progresses at such intervals as are necessary to insure compliance with the contract specifications and provisions

Compliance Inspection

The CO will, by formal review, determine if the specified progress and methods of work are being carried out.

Failure to comply with specified work standards may be cause for termination of the Contractor's right to proceed.

Inspection of Work

Inspection, acceptance, and payment will be made on a ‘per plot’ basis. Contract specification compliance and the basis for payment will be determined by following documented office and field inspection procedures If more than one exam level is specified, inspected plots will be in approximately the same ratio as the exam levels specified. An initial inspection may be done on less than 50 total plots if requested by Contractor . No more than

200 completed plots per week may be supplied to the COR for inspection purposes.

Determination of Acceptable Work

Data errors under this contract can vary widely in scope; ranging from errors that affect all data down to a value in a specific field of a single tally tree being outside the accuracy tolerance. Seriousness of errors likewise varies;

ranging from critical to inconvenient. Inspection and acceptance procedures are designed to create a close match between error seriousness and consequences.

The first test that will be applied to any data submitted is whether it ‘passes’; that is meets the criteria identified in this contract, or ‘fails’; that is, does not meet the criteria of this contract. The forms in Attachment H will be utilized in the pass / fail determination. If any individual form receives a failing score, the contractor will be notified and required to correct the form. If multiple forms in a stand fail, the contractor will be notified and required to correct all plots in that stand. Payment will be retained until the forms are resubmitted and accepted.

OFFICE PASS-FAIL CHECK

The Government will make the initial office inspection of each block without cost to the Contractor within 10 calendar days of the date that correctly-formatted data has been received by the designated Forest Service

Contract Officer’s Representative.

Office inspection will cover all required items for which field visits to plot centers are not needed. Office inspection will occur first, both for efficiency in field inspection and to allow the Contractor the opportunity to correct any errors detected to that point. Office inspection procedures will include:

Running the electronic file(s) furnished by the Contractor through an error-checking routine.

Data meeting any one of the following conditions is unacceptable on a "pass-fail" basis and will be returned to the Contractor for the entire payment block for rework and resubmission.

Entire payment block

a. Data not available in one of the specified electronic forms.

b. Electronic data that cannot be read or cannot be correctly read by Government computers.

Individual stand(s)

a. Stands without the required number of sample plots examined.

b. Stands without the required number of site trees.

c. Stands with inaccurate or incomplete setting data.

Individual plot(s)

a. Sample plot center as located by GPS coordinates is outside the stand boundary as identified on the stand map or aerial photo or the setting data.

b. Plots with inaccurate or incomplete required plot data fields.

c. Plot centers are located greater than 99’ from provided coordinates.

Individual tree(s)

a. Any tree data field with an error outside the error tolerance of this contract.

The contractor will be promptly notified of the errors detected during office review and of the remedy required. A paper copy of the FSVeg error report will be printed and returned to the Contractor and they will be given an opportunity to correct all errors detected and re-submit data for another office check before field inspections are conducted.

FIELD PASS-FAIL

Field inspections will be completed within 10 business days after an error-free report has been generated from the data and other pass-fail criteria are also satisfied.

Once no errors are reported through FSVeg and plot locations have been judged to be representative of each stand, Forest Service personnel will recover in the field and re-measure Contractor-established plots on at least five percent(5%) and up to ten percent (10%) random sample basis. The approximate random sample shall initially apply to the total number of plots submitted each two-week period. Sampling may be either of individual plots, all plots in a stand, or a mixture of these at Forest Service discretion. Where in the judgment of the Forest

Service an error trend is demonstrated by inspection data, inspection intensity may be increased or field inspections may be suspended, the Contractor notified of the trend detected, and an opportunity be given them to take remedial action. The Forest Service is not constraining itself by this contract to any maximum sample.

The field inspection will be based on a printout of the data as submitted by the contractor.

If corrections are required as a result of field inspections, no charge will be made for the first rework inspection of the first block. However, thereafter, any contract re-inspection required due to failure of a payment block, rework, and resubmission will be at the Contractor's expense. Re-inspection charges may include, but are not limited to: inspector's gross hourly wage rate for travel time to and from work site; inspector's gross hourly wage rate to re-inspect; per diem cost (meals, lodging, and field costs); COR gross hourly wage rate; and vehicle use rate and mileage. Re-inspection charges shall not be made for salary in excess of two people per field crew and one vehicle.

The Forest Service will not furnish the Contractor copies of its field inspection data. A second and any subsequent required inspection will collect data on a mixture of previously inspected plots and previously un-inspected plots. Selection of these plots is solely at the discretion of the Forest Service.

Entire payment block

a. Data collected using a BAF or fixed plot radius in conflict with the required sample design,

b. Plot data attributed to an incorrect setting.

Individual stand(s)

a. Stands without the required number of plots,

b. Plot numbers within stand labeled incorrectly,

c. Incorrect sample design on the stand level.

a. Any sample plot which cannot be located because of incorrect latitude/longitude co-ordinates, missing plot center marking, or for any other reason attributable to noncompliance with specifications,

f. Plot center not marked in conformance with contract,

g. Tally trees not recorded beginning at magnetic North as specified by the contract.

I. TECHNICAL REQUIREMENTS AND STANDARDS OF PERFORMANCE

TECHNICAL DATA REQUIREMENTS

A. Plot Center Co-ordinates

A list of sample plot locations (latitude and longitude coordinates) within each stand will be provided by the

Government at the prework conference. Plots will be allocated at one plot per ten acres with a minimum of three plots in any one stand.

Survey Technique – A global positioning system (GPS) shall be used to locate plot centers. Acceptable error is

+/- 30 meters (99 feet) from plot center. Recurring errors in location of sample plots greater than the acceptable error shall make the stand survey unsatisfactory and relocation of sample plots and remeasurement shall be required.

B. Plot Center Field Identification

To facilitate inspection, the Contractor shall mark all plot centers with a fluorescent orange wire flag. This wire flag will have the compartment, stand and plot identification written on it with black permanent marker. The point at which the wire flag intersects the ground shall be used as plot center. Sufficient fluorescent orange flagging will be hung on surrounding vegetation, at eye level, to facilitate visual identification of the plot from a distance. Flagging will be marked with the stand number, the plot number, and the date the plot was taken with waterproof ink near the free end of the flagging.

Specific materials and methods of marking may be discussed at the pre-work conference.

C. Plot Data Recording Requirements

Data recorded on the variable radius plot shall comply with the techniques in “Appendix K: Variable Radius Plot” of the current “Common Stand Exam Users Guide”.

Data recorded on the fixed radius plot shall comply with the techniques of “Appendix J: Fixed Radius Plot” of the current “Common Stand Exam Users Guide”.

Field help is available within the program for the PDR when determining slope-corrected plot radii for each of these plot types.

The data collection template furnished to the Contractor will designate all data entry fields being required in this contract as ‘required’ in the software. Designation of a field as ‘required’ means that until the field is completed with a valid value, the cursor will not move from that field. The template provided has already been configured to local conditions so that help available within the program will show locally valid choices. The Contractor shall not de-select required fields within the software. Modifications, if necessary, shall be made by the Forest Service.

D. Data Collection

This section describes the data collection forms and the fields to be completed on each form.

Specific electronic file naming conventions for saving electronic data in the field and directions on submitting electronic data will be detailed during the pre-work conference.

Detailed information and lists of valid codes for each of the following data forms are found in the Common Stand

Exam (CSE) User Guide and Appendices (see Government Furnished Property). If these contract specifications differ from the provided Common Stand Exam User Guide and Appendices, these contract specifications shall have precedent.

A. Setting Form (CSE)

A setting is a stand within which the data collection is being completed. For each stand, the contractor shall be responsible for filling out the Setting Form for all fields that are set to “YES” in the “Required” column in the table below. Values are from four sources; (1) the table below, (2) Attachment B of this contract, (3) picklists available on the PDR and customized for this contract, and (4) the Contractor’s personal knowledge for; (a) date, (b) examiner, (c) acres of new stands, and (d) remarks.

*Species of Management Interest are Privet, Mimosa, Chinaberry, Japanese Honeysuckle, Sericea Lespedeza, Tree of Heaven, and kudzu. Pictures will be provided on a CD at time of contract award. The COR or inspector will field identify these species to the contractor or field representative upon request. On the Setting Form record any occurrence of these species in the stand but not on a plot. For those Species of Management Interest occurring on a 1/300 th acre plot, record as any other species occurring on the plot. In addition, record SMIP

(Species of Management Interest Present) in the user defined column of the Tree Data Form to designate that these species were found on that plot.

***Record after plot data has been collected and before leaving setting – Document top three significant damage categories in the Setting. For Damage, the category, agent and severity are recorded by selected codes with definitions from dropdown menus. See Figure 1 Damage Recording at the Setting Level. For the ‘Plots’ field, record the number of plots required by this contract for the subject stand size. Plots should be labeled as designated, i.e. 632, 633, 634. They should NOT be numbered consecutively by stand, i.e. 1, 2, 3 for stand XX and 1, 2, 3, for stand YY.

All sample design fields, whether required by this contract or not, are included on the design form provided in

Attachment E. Fields not specifically required by this contract are to be left blank (null) on any hardcopy forms used and subsequent data entry into the software.

C. Plot Form (CSE)

The following items are required to be recorded at each plot on the Plot form. Detailed information and lists of valid codes for each data item are found in the Common Stand Exam Users Guide and Appendices (see

D. Tree Form (CSE)

Begin recording standing tree data on the Tree form at azimuth 360 (North), progressing in a clockwise direction around plot center. Trees shall be recorded in the following order:

1. All trees sampled on the variable radius (BAF 10) plot,

2. Stems to be sampled on the small fixed radius plot will be all pine and hardwood tree species. All stems sampled on the small fixed radius (1/300 acre) plot, in the order of;

a. Stems tallied by DBH

b. Stems tallied by height.

c. Stems having a height of twelve inches and greater shall be counted.

Information on required fields is supplemented with the following:

Field 4: Site/Growth Trees. A minimum of three site index trees will be sampled per stand for all stands greater than 20

Acres. A minimum of one site index tree will be sampled for stands under 20 Acres. If the site tree is off plot, identify its location using a GPS point. Each site tree will be flagged. The contractor shall scribe the age, DBH, and height information for the site tree onto the flagging. Site trees species selected will all have the following characteristics to the maximum extent feasible:

Field 7: Height. The Height field is required in the following two instances. Total height in feet from the ground to the tip of the terminal leader will be required for all trees recorded. Use techniques specified in the ‘User’s Guide’. Total height for stems in the fixed 300 acre plot will be entered for all stems between .05 ft to 4.49 ft.

Field 12: Age The age of each site index tree at the point where it was increment cored will be recorded. Site tree age will used as the age for each stand. Only trees meeting the site/growth tree criteria in Field 4 qualify. Those stands which do not have any acceptable site/growth trees will need to have age trees measured. A representative tree for stand age will: (a) be of the predominate species of the main canopy; (b) estimated to be of the predominate age class present in the stand based on species, diameter, height, and condition variables; and (c) free of visible bole defect or indicators of internal defect at the point of increment coring that can be expected to make growth rings unreadable or missing; for example, a fire scar or fusiform rust canker.

If a woody species occurs on any plot and that species is not on the selection list in the template provided, the Contractor shall; (1) code “species” as either “2TE” or “2TD” and, (2) note the species common name in the “Tree Remarks”.

SECTION VII – PERFORMANCE REQUIREMENTS SUMMARY

Performance Standards: See specifications

Work will begin within 5 days after receipt of task order Inspection and testing will conform to Government approved Contractor Quality Control Plan Demobilize within 24 hours after completion of task order.

Documentation will be clear and concise and will contain all data required by the Government on all tasks and subtasks

Acceptable Quality Level (AQL): Minimum AQL is 95%.

Monitoring Method: Verify contract records and reports; periodically witness contractor inspection; conduct independent Government inspections.

Disincentives for Not Meeting Standards: Tasks not meeting the AQL will be reworked at the contractor’s expense until it reaches the AQL.

--Rework at no cost to Government --Repair or replace at no cost to Government --Accept with a price reduction for non-conforming work

--Less than satisfactory performance rating;

--Non-compliant contractor inspection system with contractor responsible for 100% of Government inspection costs

UNSATISFACTORY WORK

In the event any of the work does not meet the specifications through the fault or negligence of the Contractor, such work shall, upon request of COR, be made to conform to specifications by the Contractor at Contractor’s expense.

Correction of Unacceptable Work

The Forest Service reserves the right to require unacceptable payment blocks, stands, or plots as determined under Section

C. “Determination of Acceptable Work”, to be reworked and resubmitted.

Upon written notification by the CO that a payment block is unacceptable, the Contractor may also be required to complete and submit rework before beginning work on another payment block. The Forest Service will specify rework requirements for each unacceptable payment block, stand, or plot at their discretion. In the case of errors in required data fields, the Forest Service will require that they be corrected to performance standards of this contract. In the case of plot location errors, the Forest Service may require that the unacceptable plot(s) be replaced.

If reworked Compartments fail during the first re-inspection, additional rework may be allowed at the discretion of the CO or failure to pass re-inspection may result in contract default.

Re-inspection By Request

If initial inspection results are disputed by the Contractor, a re-inspection without corrective actions having been taken may be requested, in writing, up to seven (7) business days after receiving notification of unacceptable work. The

Contractor or their designated representative shall accompany Forest Service inspectors on any re-inspection but re-inspection shall not be limited to previously inspected plots. If the re-inspection confirms the results of the original inspection, the Contractor shall reimburse the Forest Service for actual costs incurred for performing re-inspection through a contract payment reduction. If re-inspection indicates that work does meet acceptable standards, the Forest

Service assumes the cost of only that re-inspection.
