Multiple Award Task Order Contracts (MATOC) for Construction Ouachita National Forest and Ozark‐St. Francis National Forest

Site Visit Notes

General

Responses to the past performance questionnaires are not included in the 50 page technical proposal limit.

Prototypical projects are solicited subject to availability of funds (FAR 52.232‐18).

As a result of the solicitation, the Government anticipates award of at least 20 contracts; approximately 10 offerors per Forest. Awarded contracts could cover both Forests.

An offer guarantee is required and should be submitted with the business proposal.

Category 1 Prototypical Project ‐ Notice of Proposed Task Order Request for Proposal 629185, Hochatown Work Center Building, Oklahoma Ranger District, Ouachita National Forest

The subcontractor, whether it be electrical, plumbing, or mechanical, should be licensed in the State in which they work. There are no requirements that they be licensed for commercial verses residential.

Contractor is responsible for having on‐site portable toilet facilities.

Forest Service will designate an area for contractor parking and a staging area.

Contractor is responsible for on‐site security of all delivered building materials.

All OSHA safety requirements shall be met by the contractor.

The above ground propane tank will be provided by the Forest Service. The contractor is responsible for all piping.

The soils test for the septic system has been performed. The contractor is responsible for the sewer line to the clean‐out, only.

The Forest Service is responsible for providing the water and electric service to the location shown on the plans.

The contractor will have to provide temporary electric service for the project.

Bill Hall Printers in Hot Springs, AR (501‐622‐2527) has copies of the drawings that can be replicated for the contractor at their expense.

Category 2 Prototypical Project ‐ Notice of Proposed Task Order Request for Proposal 629071, ERFO‐C: Forest Service Road 1385 and Forest Service Road 1331, Big Piney Ranger District, Ozark‐St. Francis National Forest

The Project BOP is on Forest Service property. Forest property ends and private property begins about 380 feet (Station 13+80) from the beginning of project. The rest of project is across private land. Private property ends and Forest property begins again about ¼ mile beyond end of project.

Road is a county road. Right‐of‐way is 60 feet at 30 feet from centerline either side.

District Engineering Technician will contact the County Judge and private landowner when project begins

Contractor is required to coordinate road closing with inspector/COR. District Engineering Technician will notify the County Judge of closure.

Thru traffic is minimal, more seasonal traffic, maybe a couple vehicles a day.

It is a priority to protect private property. The project is a “fill” project, and construction is to stay within flagged limits. Very little excavation except for pipe inlets, and at curves for curve widening. The area of the private homes and drive are to be constructed per the bar chart with minimal disturbance to surrounding trees and existing conditions outside the road bed.

Any construction slash is to be scattered on the Forest Service property between Station 10+00 and 13+80 as directed in General Project Notes and per FSS Specification 203.05(f). No scattering of slash on private property.

The Big Piney District Engineering Technician can contact the owners as needed for any coordination. The “cabin” is used seasonally. The owner is aware of the project and was coordinated with during the design phase.

Many large trees on the project are adjacent to the road, and are not to be disturbed or damaged as noted in the General Project Notes. The location of the particular trees is listed in the bar chart.

Existing culvert pipes to be removed become the property of the contractor to dispose of off Forest Service property.

Jerusalem is approximately 15 miles from the site taking aggregate roads going south on Liberty Springs Road.

Quality Rock at Jerusalem may be an alternative source for borrow material, but the contractor is responsible for verifying availability and suitability of material.

Quantities for borrow material are loose volumes.

Compaction is Method “E” (Roller) per Pay Item 204(07) description. Method “E” roller compaction is outlined in Forest Service Supplementary Specification (FSSS) section 204.11 on page 25 of the contract specifications.

Forest Service is looking for the right result – the Contractor is responsible for achieving compaction.

The contractor will be responsible to provide water, if necessary, to achieve moisture content for compaction.

Water for construction is not available on the project site.

Forest Service does not have a specific vendor for seed. Seeding specifications and schedule time frames are in the contract plans. Seeding outside seeding season will be at the Contractor’s risk. If it thrives, it will be accepted. If not, it will have to be reseeded at contractor’s expense.

The COR can issue a substantial completion of the project without the seeding being completed due to seeding seasonal dates. The final will not be issued until all work is completed to specification including seeding.

Temporary Traffic Control signs are to be retro‐reflective and placed per MUTCD standards. This will be enforced.

Available staging/landing areas: Locations to be coordinated with the District Engineering Technician and approved by the CO. Logging landing areas on the forest Service property may be available if not being used for current timber activities.

Camping: Dispersed camping is allowed on the Forest. There is a campground (no utilities) near the Upper Brock project. Please check with the Big Piney District Office 479‐284‐3150 for time of stay restrictions and information. Also see the Ozark‐St. Francis National Forest website for camping information:
