2. Adaptors between steel, copper, and plastic lines shall be made with standard adaptors specifically made for the purpose.

B. Pipe Laying Trench

1. Before the pipe is laid in the trench, the earth forming the bed shall be freed of stones, roots, etc. The pipe shall then be evenly bedded in the earth to leave a uniform support for the entire length of the pipe, except the couplings under which a recess shall be excavated to a sufficient depth to relieve it of any load and to allow ample space for making the joint. In case the bed trimmed on the bottom of the trench is too low, earth shall be placed in the bottom of the trench and tamped, and a new bed shall be trimmed for the pipe. Pipe shall not be raised by ramming earth beneath it.

2. All water lines shall be provided with a minimum of thirty (30) inches of cover.

5. Backfill shall not be placed over any pipe that is in a heated condition. Before backfilling, the pipe temperature shall be brought to the approximate temperature of the ground either by running water through it or by backfilling in the early morning when pipe and ground are at the same temperature.

6. A continuous and uniform bedding shall be provided in the trench for all buried pipe. Back-fill material shall be tamped in layers around the pipe and to a sufficient height above the pipe to adequately support and protect the pipe. C. Separation of Water Mains and Sewer

1. Parallel installation – Water mains shall be laid at least ten (10) feet horizontally from any existing or proposed sewer. The distance shall be measured edge to edge. In cases where it is not pratical to maintain a ten foot separation, the Contractor shall obtain approval from the COR and DHEC prior to installing the water line. In such cases where the ten foot separation cannot be met and approval has been obtained from the CORand DHEC, the water main shall be laid in a separate trench or on an undisturbed earth shelf located on one side of the sewer at such an elevation that the bottom of the water main is at least eighteen (18) inches above the top of the sewer.

2. Crossings – Water mains crossing sewers shall be laid to provide a minimum vertical separation of eighteen (18) inches between the outside of the water main and the outside of the sewer line. This shall be the case whether the water main is either above or below the sewer line. Whenever possible, the water main shall be located above the sewer line. Where a new water main crosses a new sewer line, a full length of pipe shall be used for both the water main and sewer line and the crossing shall be arranged so that the joints of each line will be as far as possible from the point of crossing and each other. Where a new water main crosses an existing sewer line, one full length of water pipe shall be located so both joints will be as far from the sewer line as possible.

3. Where a water main crossses under a sewer, adequate structural support shall be provided for the sewer line to prevent damage to the water main.

4. Special Conditions – When it is impossible to obtain the distances specified above, the following alternatives shall be met:

a. Maximize the distances between the water main and sewer line and the joints of each.
b.Use materials which meet the requirements of this Section.
c.Allow enough distance to make repairs to one of the lines without damaging the other.

5. Force Mains – There shall be at least a ten (10) foot horizontal separation between water mains and sanitary sewer force mains. There shall be an eigthteen(18) inch vertical separation at crossing as required above.

6. Sewer Manholes – No water pipe shall pass through or come in contact with any part of a sewer manhole. Water lines may come in contact with storm sewers or catch basins if there is no other practical alternative, provided theat ductile iron is used, no joints of the water line are within the storm sewer or catch basin and the joints are located as far as possible from the storm sewer or catch basin.

7. Drain-Fields and Spray-Fields – Potable water lines shall not be laid less than twenty-five (25) feet horizontally from any portion of a waste-water tile-field or spray-field, or shall be otherwise protected by an acceptable method approved by the COR.

8. Surface Water Crossings (if applicable)

a. Above water crossing – The pipe shall be adequately supported and anchored, protected from damage and freezing, and accessible for repair or replacement.

b. Underwater crossing – A minimum cover of two (2) feet shall be provided over the pipe. When crossing water courses which are greater than fifteen (15) feet in width, the following shall be provided:

(i) The pipe material and joints shall be designed appropiately.

(ii) Valves shall be located so that the section can be isolated for testing or repair; the valves shall be easily accessible, and sot subject to flooding.

(iii) A blow-off shall be provided on the side opposite the supply service, sized in accordance with the State Primary Drinking Water Regulations.

9. Cross Connections and Interconnections

a. Cross Connections – There shall be no connection between the distribution system and any pipes, pumps, hydrants, or tanks whereby unsafe water or other contaminaton materials may be discharged or drawn into the system.

D. Testing

1. Waterlines - Before backfilling any section over pipe couplings, it shall be tested by the Contractor in accordance with AWWA C600. Test presure shall be a minimum of 90 PSI (1.5 times the working pressure) for two hours with no allowable leakage. An air pressure test will not be accepted. The Contractor shall record all test procedures and results and submit two (2) copies to the COR upon completion of all pressure testing.

2. Leaks or defects revealed by the tests will be located and repaired until no leaks are detected and the pressure holds for two hours. Any length of pipe or pipe fitting damaged or defective shall be promptly removed from the job site or destroyed.

3. Test System for Proper Operation in the Presence of the COR.

E. Disinfection of Waterlines

1. Disinfection of well, tanks, and waterlines shall be conducted in accordance with AWWA C651. Upon completion of the water system, the entire system shall be disinfected by pumping chlorine at 50 ppm throughout the entire system. Valves, faucets, fixtures and hydrants shall be opened at this time permitting the solution to flow through until the strong smell of chlorine is detected and then closed. This chlorinated water shall remain in the system for a minimum of 24 hours. At the end of the 24 hour disinfection period, the treated water in all portions of the waterlines must have a residual of not less than 10 ppm free chlorine. Then the system must be flushed with potable water and the sampling program started. Care must be exercised to prevent damage to the equipment or surrounding environment when draining the system.

2. The number of sampling sites depends on the amount of new construction but must include all dead-end lines and be representative of the water in the newly constructed mains. At each site, a minimum of two (2) satisfactory bacteriological samples taken at least 24 hours apart shall be obtained. Also at each site, chlorine residual at time of sampling must be measured and reported. If the membrane filter method of coliform analysis is used, non-coliform growth must also be reported. If non-coliform growth is greater than 80 colonies per 100 milliliters, the sample result is invalid and must be repeated. All samples shall be analyzed by a State approved laboratory.

3. Location and number of bacteriological (bacti) samples and chlorine residual tests required are as follows:

a.Shower/Flush Toilet Building
2 Bacti samples
2 Chlorine residual test

b. Contractor shall take one chlorine and bacti tests at each site. Then after a minimum of 24 hours, the contractor shall take another test at the same the site.

4. If the chlorine residual at each site is greater than 0.0 mg/l, then the bacti and chlorine residual tests shall be repeated at that site.
