Including posting the boundary lines, as specified below in section C.5-C, between all federal and private land, of about 11.0 ± miles, as shown on the map that corresponds to Bid Item 6.

Along the township line between T64NR17W & T65NR17W and the range line between T65NR16W and T65NR17W where the original closing corner (CC) was set, if original evidence is found, that position will be properly restored. At corners where possible, the true point will be calculated and shown on the plat, and at corners where not possible, the offset distance to the true line will only be reported. If no evidence is found, the true point will be set on the senior line by proper methods.

This bid item involves possibly encountering corners to be set in Bid Item 8, Optional Bid Item 1, and Optional Bid Item 2. If this is the case, all corners needed to complete this bid item will be properly established first. If the bid items are awarded to separate contractors, they may need to work together to accomplish this.

Including any other corners needed to properly identify the federal lands in the sections identified on the attached map that corresponds to Bid Item 6. All sections identified on the attached map shall be properly subdivided and depicted on the Certificate of Survey.

This bid item is to be completed by October 1st, 2010.

Including posting the boundary lines, as specified below in section C.5-C, between all federal and private land, of about 4.5 ± miles, as shown on the map that corresponds to Optional Bid Item 1.

Along the township lines between T64NR15W & T65NR15W and T64NR16W & T65NR16W where the original closing corner (CC) was set, if original evidence is found, that position will be properly restored, and the true point will be calculated and shown on the plat. If no evidence is found, the true point will be set on the senior line by proper methods.

This bid item involves possibly encountering corners to be set in Bid Item 6, Optional Bid Item 2, and Optional Bid Item 3. If this is the case, the corners from Bid Item 6 will be properly established first, and then located prior to this bid item being completed, and the corners from this bid item will be properly established before the corners for Optional Bid Item 2 and Optional Bid Item 3. If the bid items are awarded to separate contractors, they may need to work together to accomplish this.

Including any other corners needed to properly identify the federal lands in the sections identified on the attached map that corresponds to Optional Bid Item 1. All sections identified on the attached map shall be properly subdivided and depicted on the Certificate of Survey.

Along the range line between T65NR15W &T65NR16W where the original closing corner (CC) was set, if original evidence is found, that position will be properly restored, but not the true point, since it cannot be determined in the course of this survey (but the offset distance will be reported). If no evidence is found, the true point will be set on the senior line by proper methods. Along the township line between T65NR16W & T66NR16W, the corners would have been searched for in Optional Bid Item 1, and if they recovered original evidence then, the true point will now be calculated and shown on the plat.

This bid item involves possibly encountering corners to be set in Bid Item 6, Bid Item 8, and Optional Bid Item 1. If this is the case, the corners from those bid items will be properly established first, and then located prior to this bid item being completed. If the bid items are awarded to separate contractors, they may need to work together to accomplish this.

Including any other corners needed to properly identify the federal lands in the sections identified on the attached map that corresponds to Optional Bid Item 2. All sections identified on the attached map shall be properly subdivided and depicted on the Certificate of Survey.

Including posting the boundary lines, as specified below in section C.5-C, between all federal and private land, of about 7.0 ± miles, as shown on the map that corresponds to Optional Bid Item 3.

This bid item involves possibly encountering corners to be set in Optional Bid Item 1. If this is the case, the corners from Optional Bid Item 1 will be properly established first, and then located prior to this bid item being completed. If the bid items are awarded to separate contractors, they may need to work together to accomplish this.

Including any other corners needed to properly identify the federal lands in the sections identified on the attached map that corresponds to Optional Bid Item 3. All sections identified on the attached map shall be properly subdivided and depicted on the Certificate of Survey.

This bid item is to be completed by October 1st, 2011.

C.2 GOVERNMENT FURNISHED MATERIALS

Forest Service records pertaining to ownership, General Land Office surveys, copies of the notes, and approximate coordinate information from resource GPS are available upon request. These are for informational purposes only, and are to be checked for validity by the contractor before use. Representative samples of aluminum signs will be provided.

C.3 CONTRACTOR FURNISHED MATERIALS

All labor, equipment, research and supplies necessary to accomplish the work; including, but not limited to the following:

a. Monuments (as specified below in C.5-A).

b. Steel Fence Posts, Signs, and nuts & bolts hardware (as specified below in C.5-B).

c. Red Marking Paint for marking corner accessories.

d. 8 to 10 penny nails to attach signs and 60 penny spikes for corner references.

C.4 NOTIFICATION OF ADJOINING PROPERTY OWNERS

All adjoiners to USDA Forest Service property shall be notified by Contractor of intent to survey before beginning the field work. All landowner contacts shall be by letter or documentation made when contacts are made in person as to who was contacted, by who and the date. A copy of the letter or contact information shall be sent to the Contracting Officers Representative (C.O.R.). The Contractor shall furnish the C.O.R. documentation of such contacts listed in the following categories: adjoiners who have granted permission; those who have granted conditional permission, specifying conditions or restrictions; those who have denied permission; and those who are nonresponsive within 14 calendar days of attempted contact. The contractor shall make it clear to the adjoining land owners that the work, as called for in this contract, is at the governments expense. It is the responsibility of the contractor to obtain permission to enter private lands, likewise contractor is solely liable for property damages.

C.5 TECHNICAL SPECIFICATIONS

All surveys necessary to define National Forest boundaries shall comply with applicable state and federal laws and regulations. Where those regulations are less restrictive than the specifications contained herein, these specifications shall apply.

The basic guides for resurvey of PLSS states are the principles and practices set forth in the Bureau of Land Management publications "Restoration of Lost or Obliterated Corners and Subdivision of Sections" and the "Manual of Surveying Instructions - 1973" (BLM Manual), as well as applicable state laws. The Contractor shall also adhere to the current "Recommended Guidelines for the Practice of Land Surveying" published by the Minnesota Society of Professional Surveyors. If the entire project is not completed with Global Positioning System (GPS) equipment, a minimum of two GPS positions will be established at opposite ends of the project and all traverses will be tied to the GPS (or existing geodetic monument) control positions. All GPS work shall conform to the Forest Service/BLM “Standards and Guidelines for Cadastral Surveys Using Global Positioning System Methods”. Any station with uncertainties greater than those outlined in these standards will either need to be re-occupied or made part of a conventional traverse to confirm the coordinate values.

In areas where meandered water boundaries are encountered, to properly define the boundaries between the federal and private lands, the contractor shall adjust the original meanders between the applicable meander corner true points using the Compass Rule (also called the Broken Boundary Method). The present bank of the water body will be determined, and if there is any substantial remaining upland between the adjusted original meanders and the present bank, an equitable method of apportionment will be employed. If this is the case, the C.O.R. will be notified to discuss a viable, equitable solution. Sections 7-46 through 7-99 of the “BLM Manual” may be referenced.

A. CORNER MONUMENTATION

All corner positions to be monumented under this contract will be with an aluminum capped aluminum pipe with a flared base. A DEEP-1 clear magnet will be set below the base of the monument as a magnetic memorial. The minimum size specifications of the monument and magnet are shown in the diagrams below. The aluminum cap will be stamped as shown in the diagram below with the specific corner information stamped as shown in Chapter 4 of the “BLM Manual”, the year the monument was set, and the license number of the surveyor in responsible charge.

Monument dimensionsTypical alumimum cap stampMagnet dimensions
A = 3 1/4" (83 mm)A = 1 3/8" (34 mm)
B = 2 5/8" (67 mm)B = 2 3/8" (60 mm) C = 1" (25 mm)C = 30" (762 mm)

All property corners shall be set in the true location except where physically impossible or otherwise directed by the C.O.R. All corner accessories shall be established on government property and/or on adjacent private property where permission has been granted to mark trees or references on the private land.

When the monument controlling a corner position that was previously set, is missing, destroyed, or in a state of deterioration, it shall be restored to proper condition. The new monument and accessories shall meet the above specifications.

All monuments shall be firmly set, plumb, and projecting no less than 10 inches above the surface of the ground. If conditions, such as bed rock, prevent setting the monument that deep in the ground, a collar of rock will be raised around the monument extending to the top. Earth and stone, if the latter is at hand, will be tamped into the excavation to give the monument a solid anchorage, unless it is impossible to complete the excavation, in which instance Section 4-11 of the "BLM Manual" shall apply. If corner monuments are set during snow-on conditions, the Contractor shall insure that packed snow is not mixed with the backfill around the monument. If snow is mixed with the backfill, the Contractor will be directed to reset all monuments firm and plumb.

A mound of stones shall be placed around all monuments. If there is not a ready supply of stones immediately available within 100 feet of the corner location, it will not be necessary to build stone mounds around the monument.

Where the corner falls on surface rock preventing excavation, Section 4-12 of the "BLM Manual" shall apply.

If the corner point falls in an existing road, a rebar with attached cap type monument shall be buried so that the attached cap is a minimum of six (6) inches below the surrounding road surface. Two reference monuments shall also be established as specified in Section 4-16 of the “BLM Manual”.

Brush and debris within a radius of 6 feet shall be cleared around the monument. Limbs, brush, and debris between the monument and each accessory shall be cleared to provide an unobstructed view from the monument to the accessory.

Where the corner point falls at an unstable location, such as ground subject to sliding, slumping, stream erosion, bogs, or excessively deep swamps, and it is impracticable to place a monument at the true corner point, a witness corner may be established at a suitable point on a line of survey.
