This is a Best Value Selection, therefore, FS may award, should it determine it to be in its best interest, to other than the lowest priced offeror, and other than the highest technically rated offeror. Therefore, for this procurement, the technical evaluation factors when combined will be more important than cost or price. Award will be made to that offeror whose proposal is (1) technically acceptable and (2) technical/cost relationship is the most advantageous to the Government. Evaluation factors other than price, when combined, are approximately equal to price in the award decision. The critical factor in mailto:cncarey@fs.fed.us mailto:rsindt@fs.fed.us making any cost/technical trade-off is not the spread between the technical ratings, but rather, the significance of that difference. The significance of the spread of ratings will be determined on the basis of what the difference might mean in terms of the performance and what it would cost the Government to take advantage of it. Award may not necessarily be made for technical capabilities that would appear to exceed those needed for the successful performance of the work. The Government reserves the right to make cost/technical tradeoffs that are in the best interest of and advantageous to the Government.

Award may be made without further discussions. Proposals should be submitted initially on the most favorable terms, from price and technical standpoint, which the offeror can submit to the government. The Government may, after evaluation of the proposals, conduct further oral or written discussions as appropriate, with any or all offerors. Failure to provide all information requested by the RFP may render the proposal as unacceptable.

Section C – STATEMENT OF WORK

PART I GENERAL

1.1 SCOPE

A. The Design-Build Contractor (hereafter referred to as ‗Contractor‘) shall provide construction services with supporting architectural, engineering, and technical design services for the Northern Research Station Project: Greening and Renovation of Connecticut

Forest Service Research Facilities.

B. The project involves the renovation/replacement of existing infrastructure, equipment, and systems, as well as the study and potential installation of new equipment and systems at two

Forest Service administrative sites: Hamden, CT, and (a short distance away) Ansonia, CT.

C. The Hamden site is a complex of two buildings consisting of office, research laboratory, and maintenance facilities. The spaces to be renovated are located in both the Main Building and the Insect Research Facility (IRF). The Main Building dates from 1965 and was erected for the USDA Forest Service as a replacement for a New Haven facility which had functioned since 1929. It is a three story structure (Basement, First Floor, and Second Floor). The IRF dates from 1977. It is a one story structure. The site is located at:

51 Mill Pond Road

Hamden, CT 06514

D. The Ansonia site is a complex of buildings consisting of research laboratories, office, maintenance, and quarter‘s facilities. The spaces to be renovated are located in the Virus

Production Laboratory - Building #3. The buildings date from 1955, when they were originally a Department of Defense facility. They were acquired by the USDA Forest

Service in 1981. All buildings are one story structures.

E. Specific work items have been identified. For bidding purposes, work items are grouped by discipline (electrical, mechanical, architectural, other). Work items are, however, prioritized in descending order within the discipline. The discipline grouping/ranking of a work item does not necessarily elevate its‘ priority over a work item in a later discipline group.

Therefore, for example, although Item #1a is the highest priority for the entire list, Item #1d is not a higher priority than Item #2a.

Electrical Items:

1a) Determine and evaluate the potential for the use of solar power (electrical and/or hot water) for each of Hamden‘s two largest buildings and Ansonia‘s three largest buildings.

Consider such items as converting the buildings‘ existing potable hot water systems to

―flash heaters‖ and the emergency generator designs of Items #1b and #1c, and the

HVAC design Items #2a and #2b. If sufficient potential exists, then a full design may be requested. An affordable full design/cost estimate then may result in construction.

1b) Remove/Replace existing emergency electrical generator located in room attached to the outside of the west side of the IRF (Hamden). Determine load requirements and size appropriately. Include new automatic transfer equipment as necessary.

1c) Remove/Replace existing propane emergency electrical generator located outside of the east side of Building #2 (Ansonia). Determine load requirements and size appropriately.

Replace existing automatic transfer equipment as necessary. (Design of Items #1b and

#1c should consider possible synergies with the ―green‖ energy design work that may develop from Item #1a.)

1d) Relocating existing floor electrical and telephone outlets to walls in twenty-two (22) offices on the first floor (8 rooms) and the second floor (14 rooms) of the Main Building at Hamden. Room numbers are: 108 - 111, 118 - 120, 123, 203 - 208, 213 – 220. New work also includes painting of walls and provision for new computer outlets in walls.

Mechanical Items

2a) Remove/Replace the existing HVAC and heating system in the Insect Research Facility

(Hamden) including: air handler(s), condenser(s), ductwork, HEPA filters, controls, and boiler. Install new equipment with provision for fresh air make-up, positive air pressure, and energy efficiency (such as heat pumps, solar, etc.). New filtration shall not be HEPA grade.

2b) Remove/Replace the existing 100% recycled air HVAC system, including condenser, air handler unit and ductwork, in the Virus Production Room of Building #3 (Ansonia).

Install new equipment with provision for fresh air make-up (possible 100%), negative air pressure, HEPA filtration, and energy efficiency.

2c) Remove/replace three walk-in chambers in the IRF (Hamden) and one walk-in chamber in Building #2 (Ansonia). Site personnel will provide info on desired make and model.

2d) Remove/Replace four fume hoods in Rooms 113, 201, 221, and 222 in Main Building

(Hamden). Site personnel will provide info on desired make and model.

2e) Evaluate the energy savings potential for the replacement of the heating and cooling systems in the Greenhouse (Ansonia). If sufficient potential exists, then a full design may be requested. An affordable full design/cost estimate then may result in construction.

Architectural Items

3a) Remove/Replace existing ―window-wall‖ fenestration of Main Building (Hamden).

Existing fenestration dates from 1981. New fenestration shall have provisions to open for fresh air and shall incorporate such energy efficient technologies as triple pane, gas sealed, and solar film. Exterior doors contiguous with fenestration shall be replaced as needed with energy efficient doors and appropriate hardware.

3b) Remove/Replace exterior sun deck on east side of Main Building. New construction shall be of composite weather-resistant, slip-resistant materials utilizing same layout.

Include new ground level landings of composite weather-resistant, slip-resistant materials.

―Other Items‖

4a) Renovate existing flooring and walls in Virus Production Laboratory spaces of Building

#3 (Ansonia) so as to provide easy to clean impregnable homogeneous surfaces.

4b) Replace approximately 1,200 square feet of roadway pavement and base with new pavement and base on driveway at inside of Ansonia‘s entrance gate. An affordable pay unit (sq. ft.) bid may result in additional construction.

4c) Renovate one of two existing garage bays in Building #3 (Ansonia) for laboratory space.

Replace existing garage door and plywood walls, as necessary, as part of renovations.

Install new HVAC equipment with provision for fresh air make-up, negative air pressure, HEPA filtration, and energy efficiency. Locate and install new electric outlets as necessary for future countertops, cabinets, furniture, etc.
