SPV.001 Removing Pack Rust

A Description

This section describes the procedure for removing pack rust which has accumulated between the channels and riveted top plate of the top chords of Red Bridge. The top plate of the top truss chords will hereinafter be referred to as the top plate.

B Materials

Fabricate a buffer plate attached to a handle as shown on the drawings. The purpose of this plate is to protect the top plate of the top chord from local deformations caused by the head of the hammer during rust removal operations. Use AASHTO M270 grade 36 or similar mild steel for the plate and handle. Securely weld the handle to the plate as shown on the drawings. Fabricate the plate such that when it is held to the top plate it completely covers the rust pocket between the rivets. Ensure that the two semi-circular cutouts shown on the drawings completely clear the rivet heads such that when the buffer plate is placed to the top plate it does not bare on the rivets.

C Construction

The following sections will describe the equipment and procedure for the removal of pack rust on Red

Bridge.

C.1 Equipment

Furnish an oxygen-acetylene torch or similarly fueled torch with a rosebud tip capable of directing localized heat onto the top chord to a temperature of at least 800 o F. Include all safety equipment necessary for the heating operation and sufficient hose to reach the entire structure.

Furnish an infrared thermometer, or other non-contact thermometer capable of measuring local metal temperatures up to 1200 o F. This will be necessary for controlling the heat during rust removal.

Furnish a pneumatic hammer with a suitable tip capable of supplying sufficient force to drive out the pack rust and straighten the top plate.

C.2 Removal Procedure

Remove all existing paint from the structure prior to commencing rust removal operations to prevent the release of noxious gases from the lead based paint.

1. Determine which areas of the top plate require straightening due to pack rust deformation.

Mark for straightening any area where the edge of the plate deviates by at least 1/16 th of an inch from straight.

2. Select a marked area for straightening. Do not straighten more than 4 adjacent rust pockets at one time as this could cause the temperature of the channels in that area to rise making them susceptible to damage. After 4 adjacent pockets have been straightened, move to another section of the member.

3. Heat the top plate directly over the rust pocket with a torch to a working range of 800 o F to 1000 o F. Do not allow the top plate to exceed 1100 o F. Minimize heat exposure to the rivets and channel sections.

4. Place the unheated buffer plate above the top plate, directly over the rust pocket which has been heated.

5. Strike the buffer plate with a pneumatic hammer to drive out the pack rust and flatten the plate.

6. Continue striking the plate until either plate edge is within 1/16 th of an inch of straight, or the plate has dropped below 800 o F. If the plate has cooled below 800 o F return to step 3.

7. Return to step 2. Repeat as necessary.

D Measurement

The Forest Service will measure removing pack rust as a lump sum for the entire bridge.

E Payment

The Forest Service will pay for the measured quantities at the contract unit price under the following bid item:

ITEM NUMBER DESCRIPTION UNIT

SPV.001 Removing Pack Rust LS

Payment is full compensation for furnishing all labor, tools, equipment and materials necessary for removing pack rust.

SPV.002 Moving Red Bridge

A Description

This section includes instructions for moving the historic Red Bridge from its current location to the restoration site, and from the restoration site to the installation location.

B Construction

The bridge shall be lifted using a crane as shown on the lifting plan. The contractor is responsible for securing the appropriate the transportation equipment for moving the bridge including trucks, trailers, lead cars etc. Secure all wide load permits necessary for the transport of red bridge prior to lifting operations. Comply with all applicable local, and state laws regarding the transport of wide loads, and axle load limits.

The bridge is located in the town of Armstrong Creek on private property. Coordinate with the property owner to obtain access to the bridge, and minimize disruption to his activities.

If damage occurs to the structure during transport report it immediately to the engineer. Repair all damage which occurs during transport to the bridge or any of its components.

B.1 Equipment

Furnish a crane or similar piece of equipment for lifting the bridge. The estimated weight of the bridge is 15,500 lbs. Do not use an excavator, or other equipment not intended for heavy lifting.

C Measurement

The Forest Service will measure moving Red Bridge per move acceptably completed. Each move shall consist of all work involved in lifting the bridge from its current location, loading it onto a truck, securing it for transport, transportation, unloading and providing temporary supports.

D Payment

The Forest Service will pay for the measured quantities at the contract unit price under the following bid item:

ITEM NUMBER DESCRIPTION UNIT

SPV.002 Moving Red Bridge EA

Payment is full compensation for furnishing all labor, tools, equipment and materials necessary for moving red bridge, and for the materials and labor associated with any repairs to the structure necessitated by damage incurred during transport or lifting.
