Questions & Answer:

AG-4419-S-10-0087 St. Jeffrey Cemetery Road Reconstruction

Question: There is a discrepancy on contract time shown on the SF1442 and FAR 52.211-10

Commencement, Prosecution, and Completion of Work in SECTION F.

o SF 1442 shows a 90 day completion time o FAR 52.211-10 shows a 120 day completion time

Answer: The correct completion time for the project should be 90 days as shown in the rfca and the

SF1442.

Question: Very Briefly hit on 52.204-11 American Recovery and Reinvestment Act – Reporting

Requirements. Told the group they will need to keep meticulous records as I am told that most if not all projects will be audited. Also told them to read this clause carefully.

Answer: Discussed that there are Base Items and Additive Items to be bid on.

Contractor is to bid on both Base and Additive items

Additive items will be awarded as money allows

Question: Went over FAR 52.236-3 Site investigation and Conditions Affecting the Work

Answer: Explained it was up to each company to look at and assess the project so they are aware of what may be found on the project.

Question: Went over AAR 452.236-73 Archeological or Historic Sites

Answer: There is one Cultural Heritage Site adjacent to the road and is to be protected.

Area will be flagged in yellow and white flagging and no equipment or work will be allowed beyond the flagging.

Cultural site is at approximate station 39+00.

If during construction work and archeological item is discovered all work in that area will cease until a site investigation by the forest geologist can be done. Work elsewhere on the project can continue.

Question: After going over the contract we walked the road with the following questions being brought up:

Answer: Two bearing trees are located at approximate station 4+27 on the right side of the road and will be disturbed. The group was informed that they are to be reset by a licensed surveyor.

Question: was asked about culvert types.

o Culverts (pipes) on the project can be N-12, galvanized steel, or aluminized steel. Metal pipes 24” in diameter and less can be 14 gauge metal. All pipes larger than 24” diameter are to be 12 gauge metal.

Question: was asked about chipping the slash.

Answer: Chipping of slash is an option shown on the plans. Chips shall be deposited on embankment slopes or outside the roadway to a loose depth not exceeding 6 inches.

Question: was asked about purchasing the ROW timber on the sale instead of letting it go to waste setting in a decking area.

o The forest timber and engineering staff along with the District Ranger had a discussion on allowing the timber to be sold. After talking with the timber contracting officer it was decided we could provide the timber to the contractor using the 2400-4 timber sale contract.

o After further review of the contract specifications it was found that no special project specification (sps) was used to delete the 1 st sentence in specification 201.06 – Disposal which states that Merchantable timber is the Contractor’s property. This is not how we intended the ROW timber to be handled.

Answer: After looking at different special project specifications it was decided we can go with the attached sps that deletes the 1 st sentence but allows the contractor to purchase the ROW timber. Refer to attachment 2.

Question: was asked about differences in quantities between those shown on Page 3 of the plans and the

Schedule of Items.

Answer: The Schedule of Items quantities are what should be used when bidding on the project. The quantities shown in the table on page 3 of the plans is a breakdown of materials that should be found throughout the plans. Some of the page 3 quantities are incidental to work items such as aggregate quantities tied to drainage dip construction.

Drainage Dips - Change the type of aggregate required for drainage dip hardening from #1 aggregate to

#53 aggregate.

Existing gate at station 14+71– plans show to remove gate. Add wording that the contractor is also to dispose of the gate.

Question: was asked about cover of solid rock.

Answer: Rock shall be excavated to a depth of 6” below subgrade or have at least 6” of fill material placed over it.

Question: was asked about backfilling stump holes as some stumps will create quite a hole and disposal of stumps.

Answer: Stump holes and other grubbing holes will be backfilled and compacted to the level of the surrounding ground. Refer to Section 201; 201.05(d).

Stumps shall be piled, buried, or placed in entrenched sections of old roadbed. FS will work with contractor in designating disposal areas.
