Statement Of Work & Specifications General Information This project is a part of the ARRA approved project, Greening and Renovation of Connecticut Forest Service Research Facilities. This high priority project focuses on removing vinyl tile and mastic and replacing with new VCT vinyl tile throughout the building. Upon completion, NRCS and FSA agency personnel will be able to move into our facility which in turn will help us fully utilize the facility and help reduce operating costs.

The building was constructed in 1966 with a 1960’s design. The VCT vinyl tile and mastic has recently (August 2009) been tested for asbestos and confirms earlier findings. The floor tile has 1-2% Chrysotile asbestos and the black mastic has 9% to 16% Chrysotile asbestos. Available funding and the general remodeling of the building this is the reason for removing the vinyl tile and mastic at this time.

Address/Work Location:

USDA Forest Service

51 Mill Pond Road

Hamden, CT 06514

Objectives Our first objective is the abatement work of removing the original VCT vinyl tile, including cove base, and black mastic and our second objective is to immediately install new VCT vinyl tile and cove base upon removal of the old. This is for all 3 floors of the main building.

Scope of Work Furnish all labor, materials, and equipment to perform asbestos abatement of old vinyl tile and black mastic according to regulations and proper procedures. Included in this work is to perform air test required by EPA and State of Connecticut regulations.

Immediately following successful air testing, the floors will be covered with a new VCT vinyl tile including new cove base. Vinyl tile and cove base color will be selected by the Facility Operations Manager at the Hamden facility. The same tile and cove base color will be throughout the building.

Part of this contract is to move all office furniture, bookcases, equipment and boxes to a location away from the area of work. This may involve temporary storage outside the building envelope, particularly for the items on the first floor where we are fully occupied.

Drawings for all three floors and areas of tile and mastic removal are included. The breakdown of square footage of tile and mastic abatement work is the following:

2nd Floor:

5,132 sq. ft.

1st Floor:

4,001 sq. ft.

Lower level:

870 sq. ft.

Total:

10,003 sq. ft.

The breakdown of new tile, adhesive, and cove base is the following:

2nd Floor:

5,162 sq. ft.

1st Floor:

4,607 sq. ft.

Lower level: 870 sq. ft.

Total: 10,639 sq. ft.

Note: The difference in tile numbers is due to previous abatement work on entry way to 2nd floor men’s room and outer room to 1st floor women’s room. We will also take this opportunity to have the carpet removed from rooms 106, 107 and the entry way into these spaces. This will help in cleaning along with the amount and kind of use these two rooms get.

Work Sequence:

The second floor is largely vacant but does have office furniture, bookcases and equipment that will need to be moved. This is where we would like the abatement work to start and the work can be broken up into 2 to 4 sections. The high priority is to ensure the new vinyl tile is installed immediately after the removal of the old tile and mastic. This is a requirement throughout the building and contract.

The lower level can be handled in one section. Since we are still working on a room plan with our new tenants there may be a possibility that this area may need to be the first area completed for the abatement and retiling work.

The first floor is fully occupied and poses the most difficulties with employees having to remove themselves from the office and lab space. This will require extra coordination and care to adhering to the time table set in place.

At the pre-work conference a final time table will be developed by the Contracting Officer, Contracting Officer’s Representative, Facility Operations Manager, and Hamden Director’s Representative. At this time we will have a clear understanding of what floor needs to be handled first.
