1. Will GIS/GPS information from the Spring Creek Trail be available to download into hand held units to aid in finding the flagged centerline of the trail system?

Yes! This shape file is available now and can be sent via email upon request by contacting Joe Langianese at jlangianese@fs.fed.us or by ph. 814-927-5734.

2. In the Schedule of Items, item #4 – Hickory Creek Wilderness Area – Construction, should a bid be made on this item because construction cannot be completed under this contract? In effect this item is optional. If funding becomes available before the award it will be awarded. If funding becomes available after award and before the completion of the contract, the Item MAY be added by modification. Bidders are to include this item in their responses understanding award will be contingent upon funding.

3. Will there be online listings of questions asked by other proposers?

Yes, here it is!

4. Who will be available to answer questions prior to submission of proposals? Dwight Hill (414-347-3847) or Bruce Blackburn (414-297-3800), or Joe Langianese (814-927-5734) for inquiries of a technical nature.

5. Does survey work need to be completed by a PA Licensed Surveyor?

No.

6. Why is there no target for Service Disabled Veteran owned business required by law? Under the Competitiveness Demonstration Program and in accordance with the Federal Acquisition Regulations and USDA Acquisitions Regulations/Directives a market survey was conducted to see if there was sufficient firms in either HubZone or Service Disabled Veteran Owned preference programs to set this procurement aside. There was not. Therefore the project was offered on an unrestricted basis.

7. Can GPS and cell phones be used in the wilderness?

Yes. There is no prohibition on hand-held electronic devices in designated Wilderness. Only motorized vehicles and equipment, and mechanical transports are prohibited. Mechanical devices that are not for transportation, such as trail counter wheels are also permitted in Wilderness.

8. Please clarify affirmative action goals (types or percentages). In the original solicitation the Goal for Minority participation in each trade was incorrectly stated. The Minority goal for each trade is 1.6% in Warren County, PA and 1.8% in Forest County, PA. The goal is 6.9% for women. The contractor shall make a “good faith effort” to attain these goals in accordance with the solicitation provision at 52.222-23 Notice of Requirement for Affirmative Action to Ensure Equal Employment Opportunity for Construction (see page 44 of the Solicitation

9. Is price and bid bond due with phase I or phase II submittals? No. Pricing and the bid bond is required in the second phase of the solicitation. Vendors will be notified if they will be participating in the phase II.

10. Please clarify the Delivery Schedule and what is required at the different times by the bidder. The “Period of Performance/Estimated Delivery Schedule” shown on page #4 of the solicitation shows a tentative schedule of events/milestones for the project (both pre and post award). Performance and completion of the actual work will be in accordance with the negotiated schedule determined during phase II before award.
