ARRA Stimulus Project

Specifications for Riley Lake Wildlife Management Area (WMA) Rollerchopping for Fuels Reduction Job Code WRHR03 (0913)

WFM-0900-6-HFR-715-0913-03

Contract Package

Chequamegon-Nicolet National Forest

Medford/Park Falls Ranger District

Price County, Wisconsin

Scope of Work

It is the intent of this contract to secure labor and equipment necessary to complete 600 acres of brush reduction on Riley Lake WMA in Price County, WI on the Medford/Park Falls Ranger District of the Chequamegon-Nicolet NF.

Brush reduction will consist of pulling a roller chopper behind a skidder or dozer (see specifications below) during appropriate dry or frozen soil conditions with the desire to kill unwanted brush species (aspen, willow, alder, etc). One or more passes with the rollerchopper may be necessary. A skidder is the preferred equipment for the terrain at RLWMA.

The 600 acres to be roller chopped can occur anywhere on Riley Lake WMA (see project maps). There will be two contracts awarded, with one covering 300 acres and largely operating on the West side, with the second contract also covering 300 acres and largely operating on the East side. If the same contractor is awarded both contracts, that contractor must be able to have two skidders or dozers operating simultaneously.

Performance Requirements All living saplings less than 5 inches diameter at breast height are to be uprooted, knocked down, leveled, crushed or chopped sufficiently to kill the stems. This may require more than one pass with the rollerchopper depending on vegetation, soil and weather conditions.

If one contractor is awarded both contracts, that contractor must be able to have two skidders or dozers operating simultaneously for part of the time.

Specifications Government Furnished Property:

Roller chopper (single drums) will be provided, and weighs approximately 5 tons. See pictures Figure 1 below. This equipment is located at Riley Lake WMA and will need to be trailered to roller chopping area. There are two rollerchoppers available for simultaneous operation, as conditions and Forest Service schedules for the second rollerchopper allow.

Contractor Furnished Equipment:

Except for government furnished rollerchoppers, contractor is required to furnish all labor, equipment, and supplies necessary to accomplish the work.

Minimum specification for machine to pull roller chopper (note that skidder seems to work much easier and faster with ground conditions):

· Skidder with 130 or larger horse power, weight 26,000 lbs or larger.

· Dozer with 120 or larger horse power, weight 26,000 lbs or larger.

Contractor is responsible for:

· Adapting equipment hitch to work safely with rollerchopper hitch, with no modifications to rollerchopper hitch.

· Any repairs to rollerchopper

· Any repairs to large ruts, holes, or otherwise unwanted damage to environment (spills, oil leaks, etc.)

· Prevent any damage to ATV or snowmobile trail.

· Have required safety equipment (spark arrestors, canopy, fire extinguisher)

· Equipment must be in good operating condition and contractor will assume all costs of maintenance and operation of equipment furnished by contractor.

Special conditions:

· Area and timing of work is weather dependant (dry conditions needed)

· 600 acres will be accomplished on in several different areas, all on RLWMA. Specific locations to roller chop will be based on soil, weather, and vegetation conditions and will be determined by project coordinator (primarily Mike Bablick located at Park Falls, WI Forest Service office).

· A minimum of 200 acres total will need to be accomplished by March 1, 2010. (100 acres from each contract)

· Work will take place during the year when project coordinator determines ground conditions are suitable (summer dry, or winter frozen with cold temperatures and small amount of snow cover).

· Location of contract will be along and within approximately ½ miles of FR137, FR136 and FR505 that surround the RLWMA (see project maps).

Inspection and Acceptance:

· All equipment furnished by the contractor will be inspected by COR or field project coordinator prior to start of work to insure compliance with the specifications.

· Inspections may be made anytime after the start of work. The contractor shall take prompt corrective action for any deficiencies or deviations that may occur under this contract.

· The contractor shall notify the Contracting Officer’s Representative (COR) or field project coordinator when acres are complete and ready for inspection. Upon notification, a mutually agreed date for inspection will be arranged.

Contract Time:

These will be 2 year contracts. Actual timing of work will depend on approval from COR or field project coordinator based on soil and weather conditions

However, a minimum of 200 acres will need to be accomplished by March 1, 2010 (100 acres from each contract). Due to varying soil and weather conditions, there can be large blocks of time when rollerchopping is not possible.
