SPECIFICATIONS

STATEMENT OF WORK

WFM-0900-1-HFR-725-0921-05 WOODY VEGETATION (<5in. diameter) and SHRUB REMOVAL (NZ)

SCOPE OF WORK:

The services covered in this solicitation and resultant contract require the contractor to furnish all labor, equipment, mobilization, move between sites, supervision, transportation, operating supplies and incidentals necessary to perform machine mowing/brush cutting on Grazing Allotments located on the Monongahela National Forest.

PERIOD OF PERFORMANCE

The vegetation removal season shall be from August 15 through the end of the vegetative growing season (usually October 15.) The allotment will be mowed one time between this timeframe. The date will be set by mutual agreement between the contractor and the COR.

TECHICAL SPECIFICATIONS

The primary purpose of this project is to reduce hazardous fuels in the Monongahela National Forest Grazing Allotments.

Shrub and woody vegetation removal should be done for a multiple resource benefit in grazing allotments:

Hazardous Fuels reduction

Wildlife habitat enhancement

Improve forage accessibility, quality, and quantity for livestock

Create a desired plant community for wildlife and livestock

Reduce competition for space, moisture, and sunlight between desired and unwanted plants.

Manage noxious woody plants such as multi-flora rose and autumn olive

The Contractor(s) shall cut and mulch all non-herbaceous vegetation (5in. in diameter or less) and shrubs in the listed Grazing Allotments and in areas specifically designated for such activities in the attached maps. If leave clumps are designated for wildlife habitat in the allotments, they will be well marked with flagging. All stems and tops will need to be chipped and mulched and spread over any disturbed soil to act as a mulch to prevent erosion and act as a control.

We would like to prevent vegetation removal activity within stream channel buffers to preserve the role of these areas in protecting stream resources and riparian functions. Channel buffer delineation should be consistent with 2006 Monongahela Forest Plan direction (Standard SW37). However, it may be more practical to use the following language to help general contractors and other non-specialist types better identify and adhere to proper channel buffer widths.

Stream Classification
Channel Buffer Width
Perennial and Large Intermittent - stream channels that flow the entire year or nearly so
100 Feet on each side of the channel
Small Intermittent - stream channels that are dry during portions of every year
50 Feet on each side of the channel
Ephemeral - stream channels that only flow in direct response to rainfall
25 Feet on each side of the channel

METHOD OF MEASUREMENT AND PAYMENT

Acreage of mowing was determined by using aerial photography and GIS calculations by GIS and Range Staff. No on the ground measurement will be taken before or after vegetation removal. Payments shall be based upon completed mowing of all the sites in a Bid Item.

Acreages are approximate. Actual contract area is determined by the lay of the land, restricted buffer zones around stream channels, hazard areas where it is unsafe to operate mechanized equipment or slope steepness does not allow for safe operation of equipment. Please see the attached area maps to locate the sites.

No Government supplies will be furnished.

Shrub and woody vegetation removal in allotments with special emphasis for wildlife habitat for listed bird species: Coberly Sods Allotment (where the pre-bid meeting will take place) will be used as an example allotment to demonstrate desired edge effect and patch vegetation removal techniques that are utilized to enhance habitat for specific bird species. These allotments are noted below in the schedule of items. This vegetation removal design is non-traditional. Specific guidance will be administered by the COR or Wildlife Staff prior to treatment of those listed Allotments. The area of this specialized treatment is located on the attached maps for those allotments identified for this portion of the contract.

PERIOD OF PERFORMANCE

The shrub and woody vegetation removal season shall be from date of award or August 15 through the end of the vegetative growing season as determined by the Range Program Manager, usually mid-October.

INSPECTION

Inspection of the work shall be made by the Contracting Officer’s Representative (COR) or the Designated Inspector as the work progresses at such intervals as are necessary to insure compliance with the contract specifications and provisions. If work is unacceptable, the Contractor shall complete any remedial work required for acceptance.

PAYMENTS

Payments shall be based upon completed mowing of all the sites in a Bid Item.
