The number of seedlings to be grown each year of the contract shall be determined by the Forest Service; however, the minimum seedlings to be ordered each contract year shall be 750,000 and the maximum seedlings to be ordered each contract year shall not exceed 6,500,000 seedlings. All seedlings shall be grown from Forest Service seed which shall be provided as outlined below. No materials or labor shall be furnished by the Government unless specifically identified in paragraph 120 below.

120 Government-Furnished Property The Government shall deliver to the contractor the following listed materials, supplies, property, or services (hereinafter referred to as

"Government-Furnished Property"). The contractor shall be liable for all loss or damage of such delivered Government-Furnished Property until the services required under this contract have received acceptance and final approval. If the Government fails to make timely delivery of such government-furnished property suitable for its intended use, and, upon written request from the contractor, the Contracting Officer shall make an equitable adjustment of contract delivery or performance dates or contract prices, or both pursuant to the contract clause entitled "Changes -

Fixed Price". The Government shall deliver to the contractor the government-furnished property shown below at a mutually agreeable time.

Description Quantity / year Remarks

Pine and Wiregrass Seed Pounds will be estimated annually

Enough seed will be furnished to grow desired number of seedlings based on current germination test results. Amount of seed shall be determined through negotiation between the contractor and a representative of the Forest Service based on most current seed lab results and the contactor's experienced nursery factors.

DIVISION 200 - TECHNICAL SPECIFICATIONS

210 Seed All seed will be furnished by the Government at no cost to the contractor unless loss of seed is due to negligence of the contractor. A specific pine seedlot will be identified and tested for quality by the Forest Service. The date of test, seed count, purity estimate, germination rate, and name of lab which completed the test will be provided to the contractor. A sample of the seed lot which is shipped will be kept for reference testing. It is recommended that the contractor test the seed quality when it arrives from the nursery. A quantity of seed shall be provided to the Contractor by the Forest Service for testing upon request. The Contractor is responsible for any seed treatments, sorting and tracking of seed.

Seed treatments and stratification protocols are subject to Forest Service review and approval.

Seed lot integrity shall be maintained by the contractor. Seedlings produced shall be identified by the seedlot used. Any seed left over after sowing remains government property; it may be returned to the government once no additional sowing is necessary or may be stored by the contractor if mutually agreed upon by the contractor and the government.

220 Seed Storage All government-furnished seed will be identified and stored by the contractor at the contractor's expense until ready for sowing. Seed shall be kept at 35 degrees F.

to 38 degrees F. during the storage period which is the date from when the seeds are furnished by the Forest Service until sowing. Cold storage charges that may result from storing or handling the seed will be borne by the contractor.

240 Inspection - Container dimensions and seedling condition will be inspected by a Forest

Service representative. Acceptable seedlings will contain no more than ten percent not meeting section 240 standards.

250 Shipment - Seedlings shall be well watered and then extracted from the container.

Seedlings shall be packaged in a water proof box. Seedling root plugs shall not be crushed during packing.

Each box shall be clearly marked identifying seedlings by Forest Service seedlot number, customer, date extracted and packed, species and number packed.

Lifting will begin at the request of the Forest Service. The Government will provide a minimum of 5 days notice prior to anticipated shipment. Contractor will not "stock pile" seedlings in anticipation of orders. Seedlings received with extraction dates over 10 days old may be rejected by the Forest Service.

Extracted seedlings shall be kept in cold storage (35 to 38 degrees F) in shipping boxes until delivered at destination. A location and phone number for the seedling delivery sites will be provided to the contractor.

260 Deliveries - The Forest Service will furnish the contractor with a delivery schedule between

October 15 and February 28 of each planting season. It is inherent in this type operation that, due to unforeseen weather conditions and coordination between those involved with the planting contract, a firm delivery schedule cannot always be followed. Because of this, the delivery schedule may be adjusted by agreement of the contractor and the Government provided at least five (5) calendar days notice of needed changes is given. Coordinate shipment date(s) with

Forest Service and transport seedlings to designated locations using cold storage transports maintaining the shipment(s) between 35 to 38 degrees F. Temperatures will be logged from the point of entry on the truck until delivery using a portable monitor capable of collecting and downloading temperature/date/time for the entire delivery process. Seedling delivery cost will be the responsibility of the contractor.

Deliveries of seedling shipments will be coordinatied between the Forest Service Representative and the Contractor, generally Monday through Friday, excluding Federal Holidays, during normal operating hours. Tables 4 – 17 shows estimated quantities by species and delivery locations by Fiscal Year.
