Questions and Answers for CWN LFW Solicitation AG-43N9-S-11-0001

Q1. Can we bid an aircraft that we currently own and operate but which is not currently on our Part 135 Certificate, but can be added within 30 days if our offer is accepted?

A1. No. Contractors shall hold a current Federal Aviation Administration (FAA) Air Carrier or Operating Certificate. Aircraft offered shall be listed by make, model, series, and registration number on the Operators 135 Certificate. Reference: C-2 General Certifications, Page 6 Q2. The list of avionics on page 15 of the solicitation notes that required items are denoted by a check, yet there are no checks. Just to confirm, none of these items are required?

A2. None of the items are checked therefore there are no additional items required. However, some of these items are required depending upon the mission capabilities being offered for the aircraft. Example, If the aircraft has all the components installed for a Type I Air Attack, then it already meets the capability requirements for anything less (Type II, Type III, Recon, etc.)

Q3. While we have pilots who have flown for the Forest Service several years ago, they were not familiar with some of the mission classifications used in the solicitation. The definitions contained in the solicitation were helpful, but in order for us to submit the best response in terms of aircraft capabilities, can you provide more details about the requirements for the various missions (other than "point to point" and law enforcement), or direct us to a resource where we can learn more detail? Specifically, we are requesting to learn more about the Air Tactical, Fire Reconnaissance, and Resource Reconnaissance mission requirements in order to determine if our aircraft can fulfill those functions and thus include them in our bid.

A3. The vendor should determine the avionics capabilities of the aircraft in order to bid the proper equipment and capacity codes (Page 3 & 4). If the aircraft is equipped with a certain configuration of avionics, it meets specific designations starting on page 12 (Resource Recon, Fire Recon, and Air Attacks I, II, III, and IV).
