Questions and Answers from the Pre-Proposal Conference

Q1. Can we just bid on the two cultural resources surveys/site update Tasks and not the NR nomination forms Task or do you need a bid on all three?

Or, from another firm – Can we give a proposal on only the NR nominations?

A. We are not requiring a price on all three items, but firms who are able to provide all three will probably be more competitive in evaluation because we’ll be able to assess their pricing ability over a broader range of tasks. We want to select firms that not only are technically qualified but also are able to give prices in a reasonable (not necessarily lowest) range. That said, if your firm specializes in only one type of work, you may propose on only that work; we will consider the expertise in the special area, the pricing and the likelihood that we would have enough work in the future to cover the minimum guarantee while still selecting firms on a competitive bases for task orders.

Q2. How much metal detecting is expected at historic sites?

A. A metal detector will be used to help define the extent of sites. Only a sample of positive responses need be investigated, as the purpose is to obtain a sample, rather than recover as much as possible. For example, the shovel test transects could be walked with the metal detector to determine if there is any material present in the areas with negative shovel tests to confirm site boundaries. Some of the areas between shovel test transects can also be randomly examined in order to increase the sample of artifacts from the site. Not all positive returns from the metal detector need be excavated. General distributions can be shown on sketch maps. The metal detector can be thought of as a sampling tool to support shovel testing. Use of metal detectors on sites other than house sites can be negotiated with COR.

Regarding the NRHP Nominations --

Q3. How many sites will be included with the multiple properties listing?

A: 2 - Dug Gap and Chestnut Mountain

Q4. Will any additional fieldwork and/or historical research be necessary to supplement the existing information provided in the sources you list in the solicitation?

A: Fieldwork – a site visit may be necessary so that the person preparing the document is familiar with the setting and can adequately describe the area, especially in regards to the modern appearance at Dug Gap; I would think one day total would be adequate.

Historical research – Do not anticipate needing any additional research, especially with primary documents.

Additional Information: The goal of the task order is to list the Dug Gap and Chestnut Mountain sites on the National Register of Historic Places. We would also like to be able to list additional Civil War sites in the future that we may discover by tiering to an existing document. The Multiple Property form will provide the context for Civil War sites located on NF land and would address the Atlanta Campaign in the Dalton area (Dalton to Resaca) in May 1864. Likely sections within the Multiple Property form include: Statement of Historic Contexts, Associated Property Types, and Registration Requirements. Good examples can be found on the NRHP website (http://www.cr.nps.gov/nr/sample_nominations.htm). For example, the “Civil Rights Movement in Birmingham, Alabama, 1933-1979” Multiple Property Nomination and associated nomination for the AD King House.

Alternatively, the contractor can propose preparing two completely separate NRHP nominations, one for each site.
