d. Whenever, in the opinion of the Contractor, the COR requests efforts outside the scope of the Contract, the

Government inspections do not relieve the Contractor(s) of the responsibility of providing adequate quality control measures.
A-5 TASK ORDERS
a. A task order is the contractual instrument issued by the Government to the Contractor to order work. The
Government issues the task order unilaterally based on the pricing indicated in the schedule of items and the terms and conditions of the contract. Contracting Officer is authorized to place orders under this contract.
OAKMULGEE RANGER DISTRICT 14
c. Usually one task order will be issued for the entire base or option period. However, depending upon funding availability, a task order may be issued on a quarterly or monthly basis. (This is the main reason an Indefinite delivery /indefinite quantity is being used because the available funding could vary from year to year so the estimated quantities ordered vary.) The time period for the performance will be indicated on the task order, but should coincide with the mowing and non-mowing seasons.
d. Modifications to task orders may be required due to differing site conditions and/or, increased/decreased scope of work, which are beyond the control of the Contractor or the Government. Modifications are issued pursuant to specific contract terms and conditions contained in the basic contract. If a modification/sub to a task order is required, the pricing contained in the contract will be used to increase or decrease quantities. In the event work to be performed is not included in the schedule of items but is still considered within the general scope of the contract, the contractor shall submit a detailed cost proposal so a modification can be negotiated.
A-6 SUSPENSION OF WORK
Sometimes due to safety, security and other reasons, the Contracting Officer may order the Contractor to suspend or delay work. FAR Clause 52.242-14 terms and conditions will apply if a work suspension/delay is ordered by the

were encountered, briefly describe the problem areas and the steps taken to resolve or correct. For those contracts with less than positive performance, you are encouraged to provide a description of the problems and the efforts made to correct and to prevent future occurrences. Information requested includes successful execution of contracts. Offerors are cautioned that the Government will use information provided by the offerors and information obtained from other sources in the development of the performance assessments.

No proposed pricing information shall be provided with the past performance information. Offerors shall submit the list with offer, no later than the offer due date and time indicated on Standard Form 1449. Include the following information for each contract:
(i) Contracting agency/Business Name and project location.
The description of work performed should be in sufficient detail for the Government to determine what the work included. (i.e. Grounds maintenance, cleaning services. List the services performed and quantities involved (SF/Acreage/Facility size) and any other types of facility supports services or other similar work accomplished). Use of only a project title does not usually provide enough detail for the Government to make an evaluation

(iv) Client’s Name, Address, Telephone Number, and Point of Contact.

Once someone in that organization has completed the PPQ, he/she should submit the questionnaire directly to: National Forests in Alabama, Attn: Margie Yeaton, 2946 Chestnut Street, Montgomery, AL 36107 or faxed to (334) 241-8177 or emailed to myeaton@fs.fed.us. Completed questionnaires should be submitted no later than the offer due date and time indicated on Standard Form 1449. However, any PPQ’s may be accepted up until the evaluation starts. Since there are multiple solicitations for Recreational Grounds Site Operational
Services, PPQ’s receive in response to one solicitation maybe considered for all.
(ii) If the contractor fails to submit PPQ’s, this could result in the contractor receiving a neutral rating for past performance. When only 1 to 2 PPQ’s are received in response to a solicitation, a lower past performance rating could result due to limited information available on which to base an evaluation.
3) Offerors lacking recent and relevant present/past performance experience may submit information regarding key personnel who have recent and relevant experience. In this case, offerors shall provide the following information, as a minimum, to allow government evaluators to conduct a present/past performance evaluation for those key personnel cited by the offeror.

FAR 52.212-2 Evaluation – Commercial Items (JAN 1999)

The following factors shall be used to evaluate offers: Price, and past performance
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
ADDENDUM to 52.212-2 EVALUATION –COMMERCIAL ITEMS (JAN 1999)

(Attachment 1 and any attachments/appendixes/exhibits), includes all pricing information required by the solicitation, and the Schedule of items is completed as required. Offeror must provide pricing for all items
(2) Reasonableness: Prices are reasonable in comparison to estimates, prior prices paid, and competition and can be supported by suitable estimating techniques. If a price is unreasonably low to realistically perform the work for the proposed price, the offer will be not considered in the competitive range and will not be considered for contract award.
(3) The low offer for evaluation purposes for award shall be the conforming responsible bidder offering the low aggregate amount for the base contract line item(s), plus the options within the funds determined by the government to be available before offers are opened.
