All equipment proposed to be used for performance of the work shall be of the size, type, and in such condition to properly pursue the requirements of this contract. The Contractor's proposed equipment shall be made available to the Contracting Officer's Representative (COR) for inspection prior to award of the contract. If for any reason traffic hazards are left in or adjacent to the road after normal work period, they shall be properly signed as hazards and visibly illuminated at night. Segments of unfinished work which may present a hazard to road users, such as rolls of surface material, berms on the shoulder, etc. may not be left in roadway over night, weekends or holidays.

230 - Soil Moisture Conditions

Suitable moisture conditions for surface blading shall be from five (5) to fifteen (15) percent by weight. Unless authorized by the COR in writing, no surface blading shall be performed while moisture content is outside this range.

ROAD MAINTENANCE ACTIVITIES

Activity Code 130(01)

Activity: Blading Roads. Blading operations shall be conducted as required to remove by cutting out ruts, potholes, corrugations, and berms. Total roadbed width, including turnouts, turnarounds, road intersections, and parking lots shall be bladed as existing unless otherwise directed. A minimum of four passes with a motor grader blade shall be required on every road. All suitable material which has been worked onto road shoulder by traffic or maintenance activities shall be reclaimed onto the traveled way. A definite continuous and smooth line between traveled way and road shoulder shall be obtained. Usual amounts of grass, leaf litter or pine straw shall be smoothly spread within the riding surface after movement sufficient to sift out surface aggregate. Where grass, leaf liter or pine straw is excessive, as determined by the COR, this material will be piled in spots or small broken windrows along the road shoulder and left to decay. Care shall be taken that this material does not interfere with surface drainage or safe use of the road. Any such material shall be reclaimed in subsequent bladings and smoothly spread within the riding surface. Loose rocks protruding three (3) inches or more above the graded surface shall be removed from the traveled way. It is permissible to waste oversize rocks over the road shoulder edge away from drainage ditches. Down trees, logs, stumps, etc. in ditches or roadway shall be removed as a part of the blading operation. Contractors will not be required to remove slash and other debris left by logging operations. Blading operations shall be conducted as required to remove surface material and accumulated debris from bridge decks. Transitions between the road surface and structures shall be smooth and uniform. Any handwork required to meet these requirements is considered a part of this activity. Traveled way widths shall be perpetuated as existing. Dips and swales within the traveled way designed to control surface drainage shall be maintained. All suitable road material shall be smoothly redistributed over the entire traveled way to produce proper cross slope or crown (1/4" to 1/2" per foot).

Method of Measurement: Measurement shall be made to the nearest tenth (0.1) of a mile using an odometer calibrated over a measured mile. Payment shall be made for all work in this activity after inspection and acceptance under each pay unit.

Activity Code 131(01)

Activity: Blading and Ditching Roads. Road Drainage Ditches - All suitable material (having the same character as the road surface) excavated through this activity shall be reclaimed and used within the traveled way. Unsuitable material shall be spread along road shoulder, or fill slopes to assure road surface drainage and preventing unsuitable material being pulled or washed onto road surfaces. Following this work the traveled way shall be bladed in accordance with the road blading requirements, as listed under Activity Code 130. Ditches shall be maintained in their original location to the shape and grade required to insure drainage of the roadway. Drainage structures, ditch checks, and road appurtenances shall not be damaged during this operation.
