QUESTION / CLARIFICATION ANSWER
Is there an incumbent contractor that has in the past or is presently performing this work?
There is not an incumbent contractor. There are vender(s) in the geographic area that can perform the services.
>Re: Section (vi) Contract Line Item Numbers (CLINs)
The base period will start the date of award and will be until September 30, 2017. The current estimated award date is May 23, 2016
I
The estimated award date should be May 23, 2016.
>Re: 2.2 Equipment: ???
Should this be filled in with verbiage related to this effort?
The contractor will supply their own equipment as required to perform this contract. The government will not furnish any of the time-lapse cameras or video cameras equipment.
>Re: Part A Objective for Time-Lapse Photos::
Does the customer have a preference for the duration of time-lapse between photos? 1/hr?
day? Week?
Yes, there is a preference for the duration of the time-lapse images. That time frame will be provided to the vender in conjunction with introduction, and the site visit/installation of the particular fields. There are 14 fields – each with a specific technical topic that the agency is watching.
>Re: Part A Objective for Time-Lapse Photos::
Approximately how many cameras do you want set up per field?
The agency has 14 cropland fields (14 time lapse cameras) which are located in 8 South Dakota counties.
Video-B-Roll:
8 locations; The frequency of obtaining B-Roll is determined by the seasonal changes of the cropland and farming operations, i.e., planting, growing season, harvest, etc. The duration is now May 2016 thru May 2017.
>Re: Part A Objective for Time-Lapse Photos::
Approximately how many cameras do you want set up per field?
The agency has 14 cropland fields (14 time lapse cameras) which are located in 8 South Dakota counties. Each of the 14 fields will have a time-lapse camera stationed in it.
>Re: Part A Objective for Time-Lapse Photos:: The number of counties is stated as 9, but there are only 8 listed. Can you identify the last county please?
That is a correction – there are eight counties. The fields are located in Potter, Brule, Clark, Clay, Jackson, Meade, Hughes, and Brookings Counties of South Dakota.
Some of the fields are located in the same county, thus two in one county.
Clarification - time lapse photography / video The time lapse photography is a key component of the whole solicitation – it will not be separate from the B-roll.
Pricing information The pricing will be considered for the whole project. The Time Lapse and B-roll pricing can be broken out but the project is about the vender completing both tasks.
It is appropriate to include an attachment(s) outlining additional details.
PAGE TWO – answers/clarifications are in RED
I am still confused by this part, which I think refers to the one page Attachment B. I don't understand what it means by base period and options period. Is it asking what money I want right away (for equipment, etc) and what money I want at the end of it? One attachment B it only has 2 lines, one for the B-Roll and one for Time Lapse. ATTACHMENT B is for use as a bid sheet if offeror wants – bids will be accepted in form of bid on two CLINs.
(vi) Contract Line Item Numbers (CLINs) Pricing must be provided for the base period and the option periods. The base period will start the date of award (May 23, 2016) and will be until September 30, 2017. The current estimated award date (May 23, 2016) is May 23, 2017. All dates below are based on this estimate. The actual dates in the contract award document will be based upon the actual award date.

Project Managers Clarification:
"The project must have 4k resolution time lapse photos of the sites. The time lapse product will be delivered as a 4K motion video clip at the end of the season.
The desired end product is continuous time lapse of residue breaking down over seasons. An understanding of diverse agricultural cropping systems and conservation will be beneficial to the vendor.
Clarification is that the end product includes a rendered time lapse videos of each of the 14 fields with still time lapse photographs as well."
