SECTION C - DESCRIPTION/SPECIFICATION/WORK STATEMENT

Statement of Work (SOW) for Pesticide Spray Model Development

C.1 GENERAL INFORMATION

The successful contractor will support the objectives of the USDA Forest Service (FS) Forest Health Technology Enterprise Team (FHTET) Applications Technology Program by providing expertise on engineering and computer software design in the area of pesticide application technology. In-depth and thorough knowledge of the two primary USDA FS supported pesticide application models (AGDISP and SprayAdvisor) is critical to the successful completion of the work under this contract as those models are the software platforms that all new engineering development will be implemented into.

The AGDISP model was originally designed to calculate deposition of pesticide sprayed from aircraft.

Over the years, the AGDISP platform has evolved to include many other algorithms such as a model to calculate pesticide deposition from ground sprayers, a droplet size calculator etc. The widely used AgDrift model is derivative of an older version of AGDISP while the SprayAdvisor model implements AGDISP into a GIS framework. AGDISP and AgDrift are both used by EPA in a regulatory setting.

C.2 LOCATION AND PROJECT HOURS

Location: USDA Forest Service 180 Canfield Street Morgantown, WV 26505

The Technical Point of Contact (Forest Service Employee) is located at the Forest Service facility in Morgantown, WV. However, the majority of the work will be performed at the Contractor’s own office location.

C.3 PERFORMANCE

The hours of performance will be determined by the Contractor and the Forest Service Technical Point of Contact.

C.4 CONTRACTOR’S RESPONSIBILITIES

The contractor will aid the Forest Service in the following:

A. Continued development of modeling of standard ground spraying equipment and spray practice to develop a regulatory modeling tool. An algorithm exists in AGDISP to do this but it is not sophisticated enough to meet the needs of EPA and other agencies that bear on USDA Forest Service (FS) pesticide application activities. This development activity will require knowledge of and coordination with many other technical groups including internationally with groups in the UK, New Zealand , Australia and mainland Europe. The deliverable will need to be vetted through the technical community and published in the peer reviewed literature as well as incorporated into the AGDISP simulation platform.

B. Conversion of the basic Lagrangian algorithm in AGDISP and related models to a random walk to make AGDISP et al. more realistic in three dimensions. The current algorithm is used widely by both EPA and the USFWS to evaluate pest control activities and products of import to the FS.

This major modification will change the core computational algorithm so that AGDISP more realistically models plum spreading and is better suited for the spatial context of SprayAdvisor.

This will be a major change, will be completed in steps and may require that we restructure the whole family of models and the application of these techniques. This modification will be thoroughly tested independently of the developers.

C. Support of the AGDISP integration into SprayAdvisor and subsequent development. AGDISP is used as the core computational model in the GIS based model SprayAdvisor. The interfacing and updating of this interface as AGDISP changes is not trivial. The conversion of AGDISP output into GIS layers and spatial information is a significant task. SprayAdvisor development will not be the primary responsibility of the successful contractor but it is critical that they fully support and understand this interface. This will require close cooperation between the successful contractor and current FS cooperators.

D. Development of elution models for pheromone releasers. The FS is very interesting in replacing certain classes of pesticides with insect pheromones that occur naturally in the environment.

Pheromone pest control has been an active area of research for fifty years or more but has gained momentum lately as more strategies become available and existing strategies are refined. The FS has been active in building models that will calculate where the pheromone gas will move in relation to the pest habitat after the releaser is deployed. A critical part of this understanding is knowing how much pheromone is being released from the man made releasers at a given time.

This is critical information to pest managers as they need to know when to replace releasers.

Due to often remote deployment of the releasers and the cost of the pheromone, refining this knowledge can reduce operational costs and increase the likelihood of success.

E. Support of the AGDISP model including coding changes as they arise, addressing modeling errors of all kinds (syntactic, logical etc.) and addressing regulatory modeling issues and short turn around technical questions. This tool is widely used and questions frequently arise that the FS needs support in addressing. Answering these needs and requests will be metered out through the FS as tasking under this contract. This emphasizes the need for the successful contractor to have a thorough understanding of these models and of pesticide application practice, equipment and methods.

F. Modeling spraying from backpack sprayers and utility vehicles (John Deere Gators, Kawasaki Mules, etc.). This type of modeling is a specific need of the FS as much treatment along right of ways, roads etc. conducted by the FS involves this type of vehicle. There has been a specific need to understand how much of this type of spraying ends up in water. Without detailed information, the current buffers are set very conservatively often precluding treatment of areas that need to be treated for invasive weeds etc. The data for this model development will be provided by the FS and the creation of the model will be conducted by the contractor. This model will be added to the AGDISP platform and published in the peer reviewed literature. The development will be conducted with the cooperation of regulators to insure that results of the model will be acceptable to them.

G. Modeling of long range pesticide drift is an ongoing issue that has been brought to a head lately due to the use of long range drift predictions by the US Fish and Wildlife Service and the National Marine Fisheries Service as part of their mandate to protect endangered species. As AGDISP is the best known tool to predict drift, it is often used to make predictions at distances that are outside of the modeling domain. The FS is developing two approaches to long range drift. In both of these approaches, AGDISP is used as a source model and interfaced with established EPA accepted long range air pollution models. The successful contractor will cooperate with the developers of the EPA models to create a correct interface of AGDISP into these models.

H. It is expected that over the course of this contract new technical issues will arise. New topics will be addressed through tasking to the contractor.

“Data Universal Numbering System (DUNS) number” means the 9-digit number assigned by Dun and Bradstreet, Inc.

(D&B) to identify unique business entities.

“Data Universal Numbering System+4 (DUNS+4) number” means the DUNS number means the number assigned by D&B plus a 4-character suffix that may be assigned by a business concern. (D&B has no affiliation with this 4-character suffix.)

This 4-character suffix may be assigned at the discretion of the business concern to establish additional CCR records for identifying alternative Electronic Funds Transfer (EFT) accounts (see the FAR at Subpart 32.11) for the same concern.

“Registered in the CCR database” means that—

(1) The Contractor has entered all mandatory information, including the DUNS number or the DUNS+4 number, into the CCR database; and

(2) The Government has validated all mandatory data fields, to include validation of the Taxpayer Identification Number (TIN) with the Internal Revenue Service (IRS), and has marked the record “Active”. The Contractor will be required to provide consent for TIN validation to the Government as a part of the CCR registration process.

(b)

(1) By submission of an offer, the offeror acknowledges the requirement that a prospective awardee shall be registered in the CCR database prior to award, during performance, and through final payment of any contract, basic agreement, basic ordering agreement, or blanket purchasing agreement resulting from this solicitation.

(2) The offeror shall enter, in the block with its name and address on the cover page of its offer, the annotation “DUNS” or “DUNS+4” followed by the DUNS or DUNS+4 number that identifies the offeror’s name and address exactly as stated in the offer. The DUNS number will be used by the Contracting Officer to verify that the offeror is registered in the CCR database.

(c) If the offeror does not have a DUNS number, it should contact Dun and Bradstreet directly to obtain one.

(1) An offeror may obtain a DUNS number—

(i) Via the internet at http://fedgov.dnb.com/webform or if the offeror does not have internet access, it may call Dun and Bradstreet at 1-866-705-5711 if located within the United States; or

(ii) If located outside the United States, by contacting the local Dun and Bradstreet office. The offeror should indicate that it is an offeror for a U.S. Government contract when contacting the local Dun and Bradstreet office.

(2) The offeror should be prepared to provide the following information:

(i) Company legal business name.

(ii) Tradestyle, doing business, or other name by which your entity is commonly recognized.

(iii) Company physical street address, city, state and Zip Code.

(iv) Company mailing address, city, state and Zip Code (if separate from physical).

(v) Company telephone number.

(vi) Date the company was started.

(vii) Number of employees at your location.

(viii) Chief executive officer/key manager.

(ix) Line of business (industry).

(x) Company Headquarters name and address (reporting relationship within your entity).

(d) If the Offeror does not become registered in the CCR database in the time prescribed by the Contracting Officer, the Contracting Officer will proceed to award to the next otherwise successful registered Offeror.

(e) Processing time, which normally takes 48 hours, should be taken into consideration when registering. Offerors who are not registered should consider applying for registration immediately upon receipt of this solicitation.

(f) The Contractor is responsible for the accuracy and completeness of the data within the CCR database, and for any liability resulting from the Government’s reliance on inaccurate or incomplete data. To remain registered in the CCR database after the initial registration, the Contractor is required to review and update on an annual basis from the date of initial registration or subsequent updates its information in the CCR database to ensure it is current, accurate and complete. Updating information in the CCR does not alter the terms and conditions of this contract and is not a substitute for a properly executed contractual document.

(g) (1)(i) If a Contractor has legally changed its business name, “doing business as” name, or division name (whichever is shown on the contract), or has transferred the assets used in performing the contract, but has not completed the necessary requirements regarding novation and change-of-name agreements in Subpart 42.12, the Contractor shall provide the responsible Contracting Officer a minimum of one business day’s written notification of its intention to:

http://fedgov.dnb.com/webform

(A) Change the name in the CCR database;

(B) Comply with the requirements of Subpart 42.12 of the FAR;

(C) Agree in writing to the timeline and procedures specified by the responsible Contracting Officer. The Contractor must provide with the notification sufficient documentation to support the legally changed name.

(ii) If the Contractor fails to comply with the requirements of paragraph (g)(1)(i) of this clause, or fails to perform the agreement at paragraph (g)(1)(i)(C) of this clause, and, in the absence of a properly executed novation or change-of-name agreement, the CCR information that shows the Contractor to be other than the Contractor indicated in the contract will be considered to be incorrect information within the meaning of the “Suspension of Payment” paragraph of the electronic funds transfer (EFT) clause of this contract.

(2) The Contractor shall not change the name or address for EFT payments or manual payments, as appropriate, in the CCR record to reflect an assignee for the purpose of assignment of claims (see FAR Subpart 32.8, Assignment of Claims). Assignees shall be separately registered in the CCR database. Information provided to the Contractor’s CCR record that indicates payments, including those made by EFT, to an ultimate recipient other than that Contractor will be considered to be incorrect information within the meaning of the “Suspension of payment” paragraph of the EFT clause of this contract.

(h) Offerors and Contractors may obtain information on registration and annual confirmation requirements via the CCR accessed through https://www.acquisition.gov or by calling 1-888-227-2423, or 269-961-5757.
