Revised & Additional Questions and Answers

USDA-ARS Lincoln, NE Greenhouse Upgrades Project

Solicitation # AG-32SD-S-16-SR04

Amendment 002

1. Specification sect . 13 34 13 p.7 2.15: Calls out the Environmental Control System in much detail and specifies MicroGrow Procom, this is in conflict with dwg sheet ME100 keynote #1.

a. Is it correct the Environmental Control System is to be MicroGrow Procoms, one for each zone, six in total?

Correction: System shall be Link4 IGROW 1200 as indicated on drawings, or an equal or better product such as possibly the MicroGrow Procoms. Six zones total.

2. Is it correct the Environmental Control System is to be MicroGrow Procoms, one for Environmental Control Systems, a new contactor box w/ appropriate relays for both new and equipment that remains is to be supplied for each zone (six total)?

Provide contactor box with appropriate relates for new and existing equipment to remain.

3. Is it correct that in addition to bid bond being required, that payment and performance bond is required (this bid will be in excess of $75,000) for not only the general contractor, but also for each subcontractor?

Yes

4. The specifications and dwgs make reference to 8mm polycarbonate (PC) panels, after yesterday’s site visit the glazing is actually 16mm thick. Is it correct that all reference to 8mm should be changed to 16mm?

Yes- 16mil

5. Specification sect. 13 34 13 p.5 2.8 Side Vents states sidewall vents are to be 27” with continuous socket hinge. The side vent when assembled and installed shall be made up of a top rail, bottom rail and mullions of extruded aluminum and bolted together. Is this correct?

Yes- or manufacturer’s standard

6. Specification sect. 13 34 13 p. 6 2.12 Glazing refers to 8mm polycarbonate, is it correct that this was in error and it should be 16mm Impact Modified Acrylic?

Correction: Yes- 16mil, but it must be polycarbonate (not impact modified acrylic)

(Project requires “Clear 16mm Triple Wall Polycarbonate Panels”, equal or better)

7. General Note A of the Drawings states that the structures have not/will not receive a “lead free certification” despite undergoing lead abatement for “all wood framing”. Note A also states the Contractor shall follow local, State & Federal regulations regarding suspected lead.

Some of the proposed work proposes reusing and repainting existing portions of structures.

Therefore, should one assume no lead paint is present on the existing wood surfaces this project will disturb? Or should one assume for bidding purposes, that if post-hazard assessment confirmed lead paint is found, it is to be contained/encapsulated if refinishing/disturbing existing structure, rather than abated before repainting?

Yes, if lead paint is encountered it shall be encapsulated. All wood surfaces have been abated, scraped, down to “mostly” bare wood, however, there are some areas where very thin paint or discolored wood remains. Bottom line is caution needs to be used.

8. Is a hazardous materials survey (ACM &/Or Lead) of the greenhouses available for bidder use?

No

9. Will a Plumbing/Mech. Specification be issued to address means & methods for CV replacement on existing steam heat system?

Steam control valve to be replaced by isolating steam valve by shut off valves to the system. Strainers immediately upsteam of the control valves (if present) shall be cleaned prior to installing control valve. Control Valve to be installed in accordance with manufacturer’s installation instructions.

10. Alternate #2 - There is no room for outside lifting equipment on the west wall of the East house or the east wall of the West house due to a metal building. Should the vents on these two walls remain as inside lifting vents?

YES, all the vent units operate from the interior.

11. Vent Drive Units - The written specification refers to “Lock 12 units”. The drawing refers to “Wadsworth VC100 units”. I believe the correct unit for this project is the “Lock EWA 10 unit” which is appropriate for these size vents and is set up for line voltage limits. The Lock 12 is oversized for these vents. Please approve usage of the Lock 10 unit.

Lock 10 or Wadsworth units are acceptable if rated for minimum 500in/lb

12. Racks & Pinions - The written specification refers to an aluminum rack. Ridder racks and pinions use steel in their products and do not have the wear down issues of the softer aluminum racks. May I substitute the steel Ridder products?

We have no issue with this, however, would prefer a warranty against rust.

13. Clarification:

In some of the add/alternates, there is work on the end walls. Drawing A100 shows work on the end walls, note # 4 – both demo and construction.

In regards to past performance:

Page 3 of the solicitation mentions to submit past performance for five customers for which you have completed jobs within the past year, however if you don’t have that many just submit what you can, and if you don’t have any at all then your company would just receive a “neutral” score for past performance if none are submitted.
