Install Generator, Parlier, CA Questions and Answers 20 August 2012

1. Generator set & ATS order form lists fuel tank that is not approved for use in Calif. or San Joaquin Valley Air District.

The fuel tank will be modified for compliance in California and the San Joaquin Valley Air District.

2. Generator set & ATS order form shows 10 year warranty for ATS and 1 year warranty for generator. Is this correct?

Cummins representative indicated that we have a 2-year warranty on the generator.

3. Print supplied (page 3 of 13, E1.2A) shows 100 Kw/125 Kva generator and order form shows 125 Kw/156.3 Kva generator. Which is correct?

125kW

4. Print supplied (page 3 of 13) and ATS order form shows 400 amp ATS. Generator order form shows 500 amp main circuit breaker. Generator circuit breaker must be 400 amp as well. Cannot feed 400 amp switch with 500 amp circuit breaker.

The 500A breaker would feed a 400A rated transfer switch. The generator breaker shall be provided with a rating plug or long time delay setting that would achieve a 400A trip.

For questions 5-6, rely on the order form for generator specifications. The drawing and specifications from the previous greenhouse contract were provided to show the previous contracts specifications.

5. Print supplied (page 3 of 13) shows 500 KCMIL cable connecting generator, ATS, and panel EM. Cable size should be 600 KCMIL as 500 KCMIL is only rated at 380 amps @ 75 degree C. You cannot use 90 degree C rating. The size of cable shall be the 400A application, 75 degree C rating.

6. Print supplied (page 3 of 13) shows 4 pole transfer switch. ATS order form shows you have ordered 3 pole transfer switch. If 3 pole switch is used, that negates the need for a grounding grid at the generator slab as the generator would have to be grounded at the main service ground.

The generator grounding requirement is not applicable with a 3 pole transfer switch. As such any requirements in the SOW or implied by the drawings will not apply, as noted.

7. Generator and transfer switch are being supplied by USDA. All tests and inspections listed in paragraphs 3.4 (all) & 3.5 should be the responsibility of USDA and/or the equipment supplier should the USDA chose to have a factory representative do a factory start & test. The contractor cannot be held responsible for equipment that they are not supplying.

The contractor is responsible for operable connections.

8. Under paragraph 3.6, it calls for supplying a set of operating instructions for the generator. Those would have to supplied by USDA as the supplier of the generator. Correct.

9. The question is in regards to the install design. The drawings show a 400amp ATS which is installed downstream of the 1000 amp main. This will not protect the equipment nor PGE when normal power is reinstalled and presents a design flaw. The objective can be accomplished but not in the way it has been drawn with the equipment supplied.

The ATS would not tap off the 1000A bus as implied by the question, but would be powered by the EXISTING 400A circuit breaker currently feeding panel EM, where the load connection of the new ATS would then power panel EM.
