Replace Greenhouse Shade Curtain and Tubemotor Plant Genetics Resources Unit

Statement of Work

1) This project will generally consist of disassembling existing tube motors and curtain assembly, installing new motors, cables and drive assemblies, hanging the new curtains from the new assembly and final testing to ensure it functions properly.

2) Project Location: USDA Agricultural Research Service (ARS), Plant Genetics Resources Unit, 630 West North Street, Geneva, NY 14456, Greenhouses 1 and 2.

3) The contractor shall provide all labor, materials, equipment, supplies, transportation, utilities, supervision, bonds insurance, permits and incidentals for all elements of the work in accordance with this SOW to provide an installation that is complete in every respect, properly operating and ready for use. The prime Contractor shall have a representative on-site at all times any work is being performed.

4) Contractor shall coordinate all work activities with the owner’s representative prior to beginning any work. All work shall be scheduled in a manner such that on-going research is not impacted negatively. Normal working hours are from 8:00am until 4:30pm Monday thru Friday, excluding federal holidays. Work outside of normal hours must be approved by owner’s representative. All submittals shall be submitted, reviewed and accepted, by the Contracting Officer’s

Representative (COR) prior to commencement of that work or any related work.

5) Submittals, including product data, cut sheets, and samples shall be provided to the Government for review at least two weeks prior to commencing any portion of the work. Basis-of-design products may be indicated in this SOW to convey a specified standard of quality, but are not to be considered a single-source specification. A detailed schedule showing each work sequence must be provided prior to commencing work. All work schedule items must also indicate submittal review dates. The SOW consists of written and pictorial descriptions of the Work and shall be complementary to one another and all inclusive, whether indicated in written or pictorial format.

One does not take precedence over the other. Where “Basis of Design” is indicated in the specification of equipment, material or installation; the Contracting Officer shall approve all alternate equipment, materials, manufacturers or installation. It shall be the Contractor’s burden to furnish all documentation and / or samples to show equality with specified items.

Submit manufacturer’s product literature and shop drawings on all products and material proposed for the project to USDA/ARS prior to releasing product or materials for manufacture / fabrication. The review by USDA shall be for general compliance with design concept. Markings for comments and approval of the submittals by USDA shall not be construed as releasing the

Contractor from compliance with the specified requirements.

6) Statement of work:

a. Demolition notes:

• General Demolition Notes:

i. Contractor shall field-verify—and bring to the attention of the COR--if conditions are discovered that differ from the SOW.

ii. Contractor shall modify existing installations as needed to accommodate the new installation. Contractor shall disconnect and restore existing installations as needed to accommodate the new installation.

iii. All disturbances of existing systems shall be thoroughly coordinated with the Owner to prevent disconnecting equipment that might impact on-going research.

iv. Any damage caused to existing facilities shall be replaced by the contractor at no expense to owner.

v. Perform all work in accordance with latest editions of applicable codes with current revisions.

vi. Debris generated by demolition or construction activity shall be removed from the job site on the same day it is generated. Disposal shall be the responsibility of the contractor.

• Project Demolition Notes:

i. In greenhouse #1 the curtain fabric, cables and poles all need to be removed in order to be replaced.

ii. In greenhouse #1 the tube motor that is currently installed and malfunctioning needs to be removed in order to be replaced with a new gear motor.

iii. Option 1: contractor shall remove a second tube motor located in greenhouse #2 in order to have that motor also replaced by a new gear motor (shade curtain assembly shall remain in place for greenhouse #2).

b. Installation/New work:

• Install a new gear motor rated from 110 – 115V, 60 Hz, .09 kW in greenhouse #1.

• Replace shade curtains in Greenhouse #1 with curtains meeting the same specifications as the existing curtains (made with XLS15FB fabric with a 45% +/-5% shade factor) as well as the assembly that the curtains run along (cables and poles).

Assembly must meet the following minimum requirements: Wind speed resistance up to 125 mph, maximum snow load of 50 lb/ft², capable of following rolling grades, up to 75% of area must be kept dry and plants must be kept 99% dry).

• After the curtain assembly has been installed, hang the curtains so that they run smoothly along the cables and poles.

• In order to ensure the motor runs correctly and that there are no issues with supply voltage, test entire assemble in presence of Location Point of Contact.

• Option 1: Install a new gear motor rated from 110 – 115V, 60 Hz, .09 kW in Greenhouse #2. Existing curtain system to remain in place.

c. Basis of Design:

7) General: Prior to submitting offer, Contractor shall verify all parking requirements, and security clearance requirements with the Location. Coordinate with the Location Point of Contact.

Contractor shall verify maximum number of construction vehicles allowed for the project, parking locations, etc. Contractor’s offer shall reflect full compliance with parking requirements and other such restrictions.

8) Site Visit: Bidders are strongly encouraged to visit the site of the proposed work and review the existing conditions there relating to construction and labor, and to be fully informed as to the facilities involved, and the difficulties and restrictions that may affect the performance of the

Contract. Failure to visit the site will not disqualify bidder. However, change order requests for items that could have been reasonably ascertainable from a site visit (and included in a bid) will be reviewed by the Owner and evaluated accordingly.
