QUESTIONS AND ANSWERS ON PROJECT SITE VISIT
Contract: AG-32SC-S-16-0042
Title: Demolition of USDA Barley Malt Laboratory
Project Site Showing: August 18, 2016 9:00 AM/2:00 PM
Section 52.211‐10 of the solicitation state that the contractor shall be required to commence work under this contract within 10 calendar days after notice to proceed (NTP) and be complete no later than 90 days. This raises concerns as directly related to the following:
‐ Under Solicitation section 452.236‐75 Maximum Workweek – Construction Schedule it references a workweek schedule and not a calendar day schedule. It also states that the maximum workweek is Monday through Friday, 7:30 am to 4pm, not to exceed 40 hours per week.
‐ Under Spec section 01 01 00 – General Requirements 1.5 Security (B) Upon receipt of NTP, Contractor shall provide employee (including subcontractor) information….Not more than 21 calendar days allowed for government background check. This must be completed prior to personnel are allowed on site. This clause seems to have the potential to use up to 21 calendar days of the allowed 90 listed above, unless time is granted during this review process.
‐ Under Spec section 02 84 16 – Hazardous Material Abatement 1.04 Submittals (B) At least 14 days prior to the start of the project the GC must submit
‐ Under Spec section 01 01 00 – General Requirements 1.1 General Intention (F) Prior to commencing work, the GC shall receive written notification that all utilities have been disconnected.
‐ Under Spec section 02 41 19 – Selected Demolition (A) Utilities it states that at least 10 days before demolition begins, contact MG&E to shut off utilities….
Question 1.) With all of the guidelines listed above, How much time will be allowed between the notice of award and the notice to proceed for the GC to coordinate all of the necessary requirements outlined?
Answer 1.) Notice to proceed is contingent upon the contracting officer receiving all pertinent documents such as bonds, security clearances, and contractor submittals
Question 2.) The contract documents list a calendar day contract with a workweek schedule. Work days will seemingly be lost to holidays. What is the likelihood that weekend work will be granted to meet the calendar day contract?
Answer 2. No weekend work will be allowed.
Question 3.) Under Spec section 01 50 00 – Temporary protection 2.2 Support Facilities it states to provide temporary support facilities. Offices, shops, etc. Will there be a need/requirement for Architect, CO, IOR, etc. office facilities for this project? This note to provide these facilities does not expand on the requirement. Please advise what facilities are required per the contract documents, and what facilities are discretionary.
Answer 3.) Specification 01 50 00.2.2.A indicates that if the Contractor determines that temporary facilities are needed for the Contractor’s purposes, then the temporary facilities need to be built and maintained as indicated.
Question 4.) There is a note in the specs to shred all paper and CD documents. Does this also include any paper, books, CD’s and other documents left behind as seen in the pictures on the set of plans, or will these be removed prior to Demolition?
Answer 4.) Specification 01 01 00.1.5.E refers only to the contract documents and not anything found within the building during demolition. Should anything suspect be found during demolition, it should be immediately brought to the attention of the Contracting Officer in writing by the Contractor before the Contractor proceeds.
Question 5.) Spec section 32 92 00 – Grass establishment 3.5 Protection and Maintenance (A) Maintain Seeded areas…until contract is closed. Contractor to water six times over a three week period. If the NTP is given sometime in September or October then seeding would be in dormant months and a dormant seed would be required, and watering may not be possible during the winter months. Obviously this is determinant on the NTP date. Please advise on the anticipated NTP date for more accurate bid.
Answer 5.) Grass establishment is required to be in accordance with State of Wisconsin Standard Specifications for Highway and Structure Construction, latest edition.
Question 6.) There are different references throughout the specs (two can be seen above) that refer to disconnection of utilities prior to commencing work. When/ at which phase must each utility actually be disconnected? Will there be use of lighting, water, sewer during interior work prior to hard demo?
Answer 6.) All utilities are to be disconnected from the building before any other demolition work begins. The Contractor is required to provide all utilities used in the performance of the contract. See Specification 01 01 00.1.1.F, Specification 01 01 00.1.7.I and Specification 01 01 00.1.15.
Question 7.) There is no mention of LD's (Liquidated Damages) in any of the bid docs that I could see. If there are LD's what are the specifics?
Answer 7.) No Liquidated Damages are associated with this contract.
Question 8.) Dependent the RFI responses to RFI’s 1-5 above, would it be acceptable to extend contract time to allow for all of these unknowns, which in turn would lead to completing in the Spring where grass seeding and establishment would be less in question?
Answer 8.) No.
Question 9.) There is a note in the project specifications to shred all paper and CD documents. Does this also include any paper, books, CD’s and other documents left behind as seen in the pictures on the set of plans and viewed during the pre-bid job walk?

Should anything suspect be found during demolition, it should be immediately brought to the attention of the Contracting Officer in writing by the Contractor before the Contractor proceeds.
Question 10.) During the pre-bid meeting it was mentioned that there may be additional ACM (Asbestos Containing Material) in the block, and other facilities/building materials that will impact the recycle factor of the project, thus leading to the majority of the demo material to be listed as haz-mat and dealt with accordingly. Based on this new information not listed in the plans, specs, or solicitation, will the recycle requirements be lifted or adjusted accordingly for the project?
Answer 10.) The Contractor is required to remove all asbestos containing material identified in the contract documents and should base proposals on those identified amounts and conditions. See Specification 02 82 13.1.01.A.5.
Question 11.) There are different references throughout the specs that refer to disconnection of utilities prior to commencing work. During the pre-bid meeting it was mentioned that utilities have been shut off for some time now. Does the USDA possess all required documentation from the local utility companies that these services have been disconnected? Are there any utilities that still need to be disconnected? Are these documents available for review as part of the bid package?
Answer 11.) All utilities are to be disconnected from the building before any other demolition work begins. The Contractor is required to provide all utilities used in the performance of the contract. See Specification 01 01 00.1.1.F, Specification 01 01 00.1.7.I and Specification 01 01 00.1.15.

If it is required to remain accessible, will ADA accessibility also be required?
