Greenhouse Concrete Landings
Statement of Work
For
Design/Build Services
April 30, 2014
1.0 CONTRACT PROJECT:
1.1 Title: USDA, PPQ, NPGQC, Construct Exterior Landings with Steps for GHs A-H.
1.2 Location: National Plant Germplasm Quarantine Center (NPGQC)
BARC-East Bldg 580
Beltsville, Maryland 20705
1.3 Project Background: The NPGQC opened in 1979 to safeguard agricultural resources from the risks associated with the entry, establishment or spread of exotic plant diseases from foreign germplasm to be introduced into the United States. Past expansion projects at the NPGQC in the 1980’s and 1990’s added facilities for the Plant Protection Quarantine (PPQ), Field Operations (FO), National Botanist’s and Beltsville Plant Inspection Station, and the National Plant Germplasm and Biotechnology Laboratory (NPGBL) which is part of the PPQ Center for Plant Health Science and Technology (CPHST). The most recently completed NPGQC expansion added an additional facility for the foreign plant Germplasm testing program and included the specially constructed BSL3 Enhanced Laboratory and Greenhouse utilized for Ag Select Agents. The bio-containment Lab/Green Houses for methods development, methods validation, and proficiency test panel development supports PPQ by providing a facility for CPHST to develop accurate, sensitive, rapid user friendly diagnostic tools to identify exotic plant pathogens for use in emergency and quarantine for Germplasm testing and for surveillance at ports of entry. Fulfillment of these safeguarding functions facilitates the APHIS Plant Protection Quarantine mission to ensure an abundant high quality and varied food supply; strengthen the marketability of U.S. agriculture in domestic and international commerce; and to the global preservation of the global environment. The NPGQC also provides world leadership and excellence to ensure the Germplasm designated for release into the U.S. Germplasm Resources System is free of exotic plant pathogens and supports the preservation of global plant genetic resources.
The facility has specially designed quarantine greenhouses that are used to maintain prohibited plant material from foreign countries while they are being tested at NPGQC. The greenhouses are sealed throughout to prevent the movement of vectors and plant pathogens from escaping into the surrounding environment. The seven ranges of quarantine greenhouses (A-H) have a corridor that connects to the main common quarantine hallway which is used as the accessible route to each greenhouse section. The emergency exit from the end of each quarantine greenhouse range is not an accessible route and it has an elevation change of greater than 12 inches to the exterior ground. A concrete exterior landing at the same elevation as the interior floor with a single step is required for each of the seven quarantine greenhouses ranges. Past Facility Condition Assessments of NPGQC had identified this deficiency.
1.4 Project Description: The Contractor shall provide all Professional Architectural and Engineering design services and construction services to design and build exterior concrete landings with steps at the end of seven quarantine greenhouse ranges (A-H) for a Guaranteed Maximum Price. The design shall comply with the 2012 International Building Code and all federal, state, and local building codes. The Contractor shall develop a design package that includes design layout drawings, specifications, and a construction cost estimate for review and approval before providing construction services.
Items that are unclear to the Contractor in this SOW shall be brought to the attention of the PPM for clarification during the Pre-proposal site visit.
The Contractor’s Use of Premises is as Follows: The Contractor’s crew shall have limited use of the premises while performing the greenhouse landing installation project. All Contractors must sign in and sign out each day at the Security Guard desk. The Contractor shall confine operations to areas outside the seven quarantine greenhouses. The contractor shall not disturb portions of the site beyond the exterior end of each greenhouse range. Contractors will not be allowed to enter other areas of the facility unless escorted and on official business.
The Contractor shall keep driveways and entrances serving the facility clear and available to USDA, facility employees, and emergency vehicles at all times. The contractor shall not use these areas for parking or storage of materials. The Contractor shall schedule deliveries to minimize space and time requirements for storage of materials and equipment at a preapproved on-site location. The contractor is responsible for scheduling, receiving, and off-loading all deliveries.
All work shall be performed during normal business hours M-F from 6:30 am until 4:30 pm unless otherwise approved by the Program Project Manager (PPM).
